Ministry of Foreign Affairs
The Ministry of Foreign Affairs states that on 7 December 1994 the Agreement between the Government of the Czech Republic and the Government of the Russian Federation on visa-free travel of citizens was signed in Moscow.
The Agreement shall enter into force on 3 September 1995 on the basis of Article 11 thereof. The Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on the terms and conditions for the reciprocal journeys of citizens of both states of 17 December 1981, published under No 92 / 1982 Coll., and the Protocol to the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on the conditions for reciprocal journeys of citizens of both states, signed on 17 December 1981.
The Czech version of the Agreement is hereby published at the same time.
AGREEMENT
between the Government of the Czech Republic and the Government of the Russian Federation
on visa-free travel for citizens
Government of the Czech Republic and Government of the Russian Federation ("the Parties')
confirming their commitment to the principles of the Final Act of the Helsinki Conference on Security and Cooperation in Europe and the Paris Charter for a New Europe,
led by the desire to develop friendly relations and efforts to simplify the mutual path of citizens of both states, they have agreed as follows:
Citizens of one State holding valid travel documents listed in the Annex to this Agreement may enter the territory of another State for a stay which does not serve gainful activities and stay there for no more than 30 days without visas.
1. Citizens of one State who are holders of diplomatic or service passports and who are members of a diplomatic mission or consular post on the territory of the other State or as official representatives in international organisations having their registered office in the territory of the other State and the status of a diplomatic mission may stay in that State for the duration of their secondment without visas.
2. Family members living in the common household with the persons referred to in paragraph 1 may, for the duration of their secondment, stay without a visa in the territory of the other State if they themselves hold diplomatic or service passports.
Citizens of one State who enter the territory of another State for a period of more than 30 days for the purpose of gainful activity or permanent residence must have a visa of that State.
Citizens of one State shall enter the territory of another State at border crossing points for international contact.
The Parties shall immediately inform each other by diplomatic means of changes to the conditions for entry, residence and travel of citizens of both States.
Citizens of one State are obliged to comply with its legislation, including customs and passport clearance regulations, rules on reporting of residence, movement and residence, applicable to foreign nationals.
1. This Agreement shall not restrict the right of each State to refuse entry into, or residence on, its territory to citizens of another State who could jeopardise its security or public policy, as well as citizens who do not have sufficient means of securing their residence, as determined in accordance with the national law of each Party.
2. The Parties shall accept citizens of their State without further formalities in their territory.
Citizens of one State who lose a valid travel document in the territory of the other State shall travel from the State of residence to a new valid travel document issued by the relevant diplomatic mission or consular post.
Each Party may temporarily suspend the application of this Agreement in whole or in part for reasons of safety or public policy, health protection or other reasons, except in the case referred to in Article 7 (2).
The Parties shall immediately inform each other of the introduction and repeal of such measures by diplomatic means. These measures shall take effect on the date of receipt of this notification.
In the event of a change in the applicable or introduction of new types of travel documents, the Parties shall forward their new designs together with the information on the applicability of such documents by diplomatic means no later than 30 days before their introduction.
This Agreement shall enter into force on the 30th day following the date of receipt by the Parties of a subsequent notification confirming that the national conditions necessary for its entry into force have been fulfilled.
The date of entry into force of this Agreement between the two Parties shall cease to be the date of entry into force of the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on the terms and conditions of mutual travel between the citizens of the two States, signed in Prague on 17 December 1981 and the Protocol to the Agreement signed in Prague on 17 December 1981.
This Agreement shall be concluded for an indefinite period. Each Party may denounce it by diplomatic channels. The Agreement shall expire 30 days after notification in writing to the other Party.
Done at Moscow, 7 December 1994, in two original copies, each in the Czech and Russian languages, the two texts being equally authentic.

Annex
to the Agreement between the Government of the Czech Republic and the Government of the Russian Federation
on visa-free travel for citizens
The following shall be valid travel documents within the meaning of this Agreement:
1. For citizens of the Czech Republic
(a) a diplomatic passport;
(b) a service passport;
(c) passport;
(d) a sailor's book;
(e) passport.
2. For citizens of the Russian Federation:
(a) a diplomatic passport;
(b) a service passport;
(c) civil foreign passport;
(d) seaman's passport;
(e) confirmation of return to the Russian Federation.
