on the distribution of graduates of higher education and vocational selection schools.
The Government of the Czechoslovak Republic, with the agreement of the President of the Republic pursuant to § 42 (1) of Act No. 241 / 1948 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan):
§ 1.
The planned development of our economy, in particular of industry, requires that professionals, based on universities and selected vocational schools, apply their expertise and competences in places where this is necessary to fulfil the tasks of the national economic plan.
§ 2.
Graduates of higher education institutions and graduates of those selection vocational schools who are placed under a national economic plan shall be required to work for a period of three years in enterprises, offices, courts, institutes and other establishments (hereinafter referred to as "enterprises') designated by the Ministry of Education, Science and Arts, after the case of the Ministry of Agriculture or the Ministry of Forestry and the timber industry, or by the authorities entrusted to them under the national national economic plan. This provision applies to graduates from the school year 1951 / 1952 and subsequent years (" graduates').
§ 3.
(1) Enterprises are obliged to employ school graduates through the work for which they have been trained and to take care of their professional and political growth and ensure their suitable accommodation. In order to cover the costs of starting a job, undertakings shall reimburse school graduates for travel and removal expenses, mutatis mutandis, in accordance with the rules on reimbursement of travel, removal and other expenses.
(2) Undertakings may not hire graduates who are not intended for them.
§ 4.
The Ministry of Education, Science and Art, Agriculture and Forestry and the Wood Industry shall, in agreement with the central authorities involved and with the single trade union organisation, issue detailed provisions for the implementation of this Regulation. These regulations also specify the specific conditions under which undertakings are obliged to employ school graduates and where they may exceptionally be transferred to other jobs or to employ work other than those for which they have been trained.
§ 6.
This Regulation shall enter into force on the day of its publication; All members of the government will do it.
