DECLARATION
Ministry of Education of the Slovak Socialist Republic
of 20 December 1976
amending and supplementing the Decree of the Ministry of Education of the Slovak Socialist Republic No. 103 / 1973 Coll., on the Association of Parents and Friends of the School
The Ministry of Education of the Slovak Socialist Republic, in agreement with the participating central authorities and government bodies, provides, pursuant to § 26 (2) of Act No. 186 / 1960 Coll., on the System of Education and Education (Education Act):
Decree of the Ministry of Education of the Slovak Socialist Republic No. 103 / 1973 Coll., on the association of parents and friends of the school, is amended as follows:
1. In the second sentence of Paragraph 1:
"By carrying out its tasks and working with the school, the association becomes an important form of active participation by workers to address the issues of communist education of children and youth and to manage schools and educational establishments"
2. in Article 2 (1):
"(1) National committees shall ensure that associations are established in schools and educational establishments managed by them. The association is set up in pre-school institutions and in schools providing primary, secondary and higher education, including schools and educational establishments under the responsibility of the Ministry of Health of the Slovak Socialist Republic and apprenticeship establishments in the field of the competent central authorities. Associations may also be set up at apprenticeship centres and in extracurricular educational establishments, which are considered to be, for the purposes of this decree, folk arts schools, folk language schools, children's homes, youth homes, pioneers' and youth homes, youth centres, technicians and tourists. Associations may use names for apprenticeship establishments and non-school educational establishments which include the names of establishments. '
3. the following sentence shall be added to Paragraph 2 (3):
"The constituent membership meeting shall be convened by the National Committee which shall conduct the school at which the association is to be established. '
4. In Paragraph 2 (4), the words "the national committee managing the school 'are replaced by the words" the national committee conducting the school'.

"(2) In its activities, the association shall comply with the provisions of this Decree and other generally binding legislation. '
6. the following paragraphs 3 and 4 are added:
"(3) In order to ensure the proper orientation of the activities of the association, the National Committee, which shall conduct the schools, shall, as appropriate, invite the members of the association to discuss the main tasks of education policy and other tasks relating to the association.
(4) The National Committee, which is the head of the school, directs the activities of the association and its bodies, ensures improvements in their activities, generalisation and dissemination of best experience; directs cooperation between associations with the school, with social organisations, with establishments and cultural facilities and provides methodological assistance to the association. In providing methodological assistance to associations in the schools they conduct, they use the Advisory Board, 1) which establishes as their assets from selected members of the associations. '
7. In Article 4 (d), the words "to carry out additional tasks in favour of the school as appropriate 'are replaced by the words" to provide further assistance to the school'.
8. In Paragraph 10 (2), the following sentence is added at the end: "If a national committee is asked to do so, which shall conduct the school in which the association is established, the association committee shall report to it on its activities."
9. In Article 10 (4), the words "the national committee managing the school 'are replaced by the words" the national committee conducting the school'.
10. Article 12 (1) reads as follows:
"(1) The review committee of the association shall meet as necessary; elect the chairman of the Commission from among its members at its first meeting. ';
11. The heading of Section 16 reads:
"Collective material and management control '.
12. In Article 16, the following paragraph 4 is inserted after paragraph 3:
"(4) The control of the management of the funds of the association and the control of the management of its assets shall be carried out by the National Committee which shall conduct the school in which the association is established. ';

Termination of the association and cessation of its activities
(1) The activities of the grouping may be discontinued under the special legislation2) or, where appropriate, the association disbanded if its activity is contrary to generally binding legislation or if the association fails to perform its tasks under this decree.
(2) The association will also cease to exist if the membership meets, as a rule as a result of a change in the school network. The end of the association shall be notified by its chairman to the National Committee which shall conduct the school and, if it is a vocational training centre, to the National Committee which shall control the education of apprentices in the vocational training centre.
(3) The property of an association which has ceased to exist under paragraph 1 or paragraph 2 will be properly secured by the existing committee of the association and shall settle all obligations of the association. The remainder shall be submitted to the national committee which shall conduct the school in which the association was established in favour of school purposes; if the association is at a vocational training centre or apprenticeship centre, it shall hand over the rest of the assets to the organisation which manages them or manages them. ';
This Decree shall take effect on 1 February 1977.
