DECLARATION
Central Trade Union Councils
of 6 January 1962
on the transfer of working time in 1962
In order to make a more economical distribution of working time as well as to enable workers to make better use of continuous working days to relax, the Government of the Czechoslovak Socialist Republic, on a proposal from the Central Council of Trade Unions (§ 11 of Act No. 45 / 1956 Coll., on the shortening of working time), decided by resolution of 29 December 1961 No 1106 that:
1. in 1962 the following transfers of working time shall be carried out:
(a) Monday, 30 April, shall be the day of work and the working time for that day shall be moved to Saturday 28 April, Sunday 29 April shall be the working day to which the working time shall be transferred to Saturday 28 April;
(b) Tuesday on 8 May will be a working day and the working time for that day will be moved to Sunday on 6 May, the working time for Saturday on 5 May will be moved to Monday on 7 May and, on the contrary, the working time for Monday on 7 May will be moved to Saturday on 5 May;
(c) Monday on 24 December will be a day of work and the working time for that day will be moved to Saturday, 22 December;
on Sunday 23 December, the working day to which the working hours for Saturday 22 December shall be transferred;
(d) Monday on 31 December will be the day of work and the working time for that day will be moved to Saturday on 29 December, Sunday on 30 December will be the working day to which the working time for Saturday 29 December will be transferred;
2. movements of working time shall not concern operations continuously operated; However, after consulting the relevant Central Committee of the Trade Union and, where appropriate, the Regional Trade Union Council, the relevant Ministers, the heads of central offices (authorities) and the Councils of the Regional National Committees, may make transfers under this Resolution also for undertakings with continuous operations where this is appropriate, in particular if there is only a small part of the total number of employees of the undertaking operating in continuous operations or if such arrangements result from the needs of co-operation with undertakings having transferred working hours.
The government further imposed
1. councils of regional and regional national committees to ensure bus and local transport of workers, the operation of nurseries, nursery schools, school satellites and clubs,
2. the Minister for Transport and Communications to ensure the rail transport of workers and service of connections,
3. Ministers of Internal Trade and Food Industry, Councils of Regional and District National Committees and recommended that the President of the Central Union of Consumer Cooperatives take the necessary measures to ensure a smooth supply and some services for workers
having regard to the adjustment of working time under this resolution,
4. to all ministers, heads of central offices (authorities) and councils of regional and regional national committees whose subordinate organisations exercise transport rights, take the necessary measures to ensure that the loading and unloading of railway wagons on those days of work does not fall below 90% of the monthly average of daily loading and unloading.
At the same time, the government authorised
all ministers, heads of central offices (authorities) and councils of the Regional National Committees, after consultation with the central committee of the relevant trade union or, where appropriate, the relevant regional trade union board, for production companies and establishments, may grant an exemption from the arrangements for the transfer of working time under this resolution if this is economically necessary.
