on the State Plan for the Development of the National Economy of the Czechoslovak Republic for 1954.
During the first five-year plan, the working people of the Czechoslovak Republic, led by the Communist Party of Czechoslovakia, achieved extraordinary successes in the development of the national economy.
On the basis of the new socialist forms of management, rapid development of production forces has been achieved, particularly in the production of means of production. The biggest development was achieved in the production of engineering, which was the main article of the five-year period and the development of which made it possible to change the structure of the entire Czechoslovak economy. The development of production forces has also significantly enhanced the country's defence capacity.
Successful fulfilment of the basic tasks of the first five-year plan has enabled workers to increase living standards, eliminate the ration economy, make money reforms and make double reductions in retail food prices and industrial consumer goods in 1953.
This created the preconditions for further expansion of the national economy, for raising the standard of living of the working people and for further bold progress in the construction of socialism in Czechoslovakia.
Therefore, the National Assembly of the Czechoslovak Republic decided on this law:
Main tasks of the National Economy Development Plan for 1954.
(1) The basic task of the state plan for the development of the national economy for 1954 is a substantial increase in the standard of living of workers on the basis of a further increase in production, productivity growth and a versatile increase in economy.
(2) The main part of the State Plan is to ensure the development of a fuel and energy base. Therefore, the material and financial resources of the entire economy and the attention and effort of all workers must be focused on ensuring that the coal mining plan, the production of electricity, mine construction and power plants are implemented, and on the strictest economy in fuel and electricity consumption.
(3) In order to ensure a further rise in the standard of living of workers, the primary task is to increase production and productivity in agriculture, which will be provided with all-round material assistance, aimed at consolidating and developing uniform agricultural cooperatives, machinery and tractor stations and state goods, as well as improving the production conditions of small and medium-sized farmers.
(4) In order to meet the state plan in all sectors, it is crucial to ensure the strictest economy regime as the main assumption of reducing consumer prices. Therefore, the success of the state plan depends, in particular, on the fulfilment of the planned reduction of own costs, the planned increase in labour productivity, the correct remuneration and material involvement of workers, and the reduction of supernormal stocks.
Development of individual sectors of the national economy.
Industry.
(1) Gross industrial production in 1954 will increase by 5.1% against 1953 and goods production by 7.5%; from the main ministries will achieve gross production in the Ministry

(2) In the fuel and energy sector, the extraction of coal by 8,5%, brown coal by 7,9% and diesel by 8,3%, metallurgy coke production by 5,5% and electricity by 12,2% will increase.
In order to achieve this mining, open and preparatory work will be expanded and mining machinery will be further increased. Stocks of coal, ready for extraction, will increase by 9.7% and the advance of sheltering in brown coal mines for 105 days. The mining capacity of coal mines will be increased by 1,150.000 tonnes and brown coal mines by 6,098.000 tonnes. The cost of geological research will increase by 31%.
New heat and hydropower plants will be put into operation, energy equipment malfunctions reduced and all energy sources used as fully as possible.
(3) In the metallurgical and ore mining sector, iron ore production will increase by 10,4%, production of pig iron by 8,3%, raw steel by 4,5%, rolling material (without pipes) by 13,4%, pyrite concentrates by 27,8% and aluminium by more than six times; The production of rolled materials and tubes of stainless steel will significantly increase.
Increased production in the metallurgical industry will be achieved by better utilization of the capacity of blast furnaces, steelworks and rolling lines.
(4) In the chemical industry, nitrogen fertiliser production will increase by 19,3%, phosphorus fertiliser by 19,8%, artificial fibres by 14%, silica silk by 25,8% and viscosity shearing by 16,6%.
Production of new product types such as cryolite, aluminium fluoride and semi-active soot shall be introduced. The ammonia plant, nitrogen fertiliser plant and artificial fibre plant will be put into operation.
(5) In the engineering sector steam turbines with a total output of 937,4 MW will be produced, Diesel engines with a total output of 973.100 KS; The production of rolling equipment is increased by 56%, agricultural machinery by 164,4%, buses by 95,1%, rolling bearings by 35,2%, television receivers by 21,5%, domestic refrigerators by 103,1%, domestic electric washing machines by 194% and metal dishes by 26%.
Production of new types of agricultural machinery will be introduced, such as beet harvesters and potatoes, cultivators and others.
In order to ensure that supernormal stocks are reduced, the production of goods in machinery will grow faster than gross production; the supernormative stocks of unfinished production and supernormative stocks of materials will be reduced.
(6) In the construction industry cement production will increase by 21.7%, lime by 17.6%, bricks by 17.3%, bags by 36.2% and building blocks by 41.5%. The production of pressure asbestos-cement pipes will be increased and cast-iron pipes will be replaced.
Three new cement plants will be put into operation.
(7) In the timber industry, logging will be reduced in order to gradually achieve a balance between logging and its addition. Paper production will be increased by 3.2% and cellulose by 2.7% by better utilisation of production capacity.
(8) In the light industry, the product range will be improved and the product range will be enhanced.
The production of quality fabrics, in particular of wool, shall be increased so that the proportion of first-class fabrics is 92,8%. The production of the specially requested product types will be increased for the internal market: the production of the script will increase by a hundred times, the production of the silk dress "Anabela" will increase more than two times, the production of velvet will increase by 1,500,000 m. In the leather industry, a range of 70 new leather shoes and 49 new types of rubber shoes will be enriched.
(9) The food industry will increase production of raw pork fat by 12.3%, refined sugar by 10.7%, dairy butter by 11.9%, cheese by 84.8% and beer by 5.2%. The production of common wheat pastries shall be increased by 6,7% and fine pastries shall be increased by 31,2%, while the proportion of fat pastries shall be increased from 16,7% to 25%. The range will be expanded and the quality of the goods produced will be improved.
19.000 m3 of freezer space and 4.500 m3 of cooling space shall be put into service.
(10) In local industry and production cooperatives, the production of small consumer goods will further develop, in particular through the use of local sources of raw materials and industrial waste, and the repair and maintenance service will improve to the population.
Agriculture and forestry.
(1) Agricultural gross production in 1954 will increase by 12.1% against 1953, of which plant production by 6.2% and animal production by 21.1%.
(2) The following average yield per hectare shall be achieved in crop production:

(3) The following livestock stocks will be achieved:

The average milking capacity of cows shall be increased by 16%, the cutting of wool from one sheep by 3,3%.
(4) In order to ensure the correct proportions within agricultural production, the areas of feed crops will be expanded, which will allow for increased livestock production and the gradual introduction of permanent travopol rotational practices.
(5) Agriculture will continue to be equipped with mechanisation for soil preparation, culture treatment and harvest work. The overall range of mechanised agricultural work (with a smashing) will be increased by 12%.
The number of tractors in machinery and tractor stations will be increased by 22,2%, the combs by 78,5%; all attention will be paid to machinery and tractor stations as a material technical basis for the development of agricultural production.
(6) In order to ensure a good and regular supply of large cities with vegetables, fruit and milk, a greenery centre and dairy farms will be established in their vicinity.
(7) Forestry will increase by 8,4%, of which forest renewal by 14,9%.
Traffic and connections.
(1) The volume of goods transported in 1954 will increase by 6.5% against 1953, of which 4.3% for rail transport and 11.7% for automotive transport.
(2) The planned development of transport is ensured by accelerating the circulation of wagons in rail transport to 3.9 days, increasing the average weight of trains to 780.6 tonnes and creating integrated trains.
(3) Other railway lines will be put into service and the scope of general road repairs will be increased.
(4) The number of local telephone network stations will increase by 4.4% and the number of radio connections by 200,000.
Investment construction.
(1) To ensure the planned development of the national economy, investments totalling CZK 23,4 billion will be made in 1954 and 16.3% more basic funds will be put into operation than in 1953. Investment in agriculture will be more than doubled against 1953, investment in housing will increase by 36.6%, cultural and social construction by 72%, and construction in trade and joint catering by 67%.
Investments for geological research will increase by 24%.
(2) The focus of investment construction on the buildings to be put into service will reduce the considerable build-up of previous years. Investment shall be supported by the prescribed project and budget documentation.
(3) The volume of construction works for investment construction will be increased by 12.7%, for general repair and maintenance by 33%. The increased volume of construction works will be achieved mainly by increasing the productivity of work by 10.3% and by introducing current and block construction of flats and heavy assembly on industrial buildings.
Growth in the material and cultural levels of the population.
(1) As a result of the growth in production, the national pension will increase by 7.7% against 1953 in 1954; a substantial increase in the proportion of personal consumption in national income. National income growth will be ensured by increasing industrial productivity by 3.8%, by 10.3% in construction and by reducing material costs in industry and other sectors of the national economy. The industrial own costs will decrease by a total of 2.37%.
(2) The number of workers in the national economy shall be increased by 166,000; a job opportunity will be created for 75,000 housewives and 25,000 people with reduced working capacity.
(3) Population purchase funds will increase substantially. Retail turnover will increase by 10.9%. The supply of the village will improve by 29,1% by increasing the retail turnover of cooperative trade.
(4) Increasing retail turnover will be ensured by increasing goods funds for the internal market

The sale of textile products and other types of consumer goods to the population will significantly increase.
(5) The turnover of joint catering plants will increase by 11,4%.
(6) The retail prices of consumer goods will be reduced, which, together with the increase in population income, will mean another significant rise in real wages.
(7) There will be 40,000 new flats, of which 27,000 with central heating. The granting of credit, material collateral and price advantages of materials will allow individual construction of 10,000 family houses.
(8) The volume of repairs and maintenance of household and household property will increase by 21%. In the municipal economy, laundry capacity will increase by 22% and spa capacity by 42.7%. The fast transport of the working trolleybus will also increase substantially.
(9) The number of beds in health care institutions will increase by 6.5%, of which 5.1% in hospitals and births and 8.4% in professional medical and nursing institutions. The number of places in the nursery will increase by 7.3%. The number of medical places in the races will also be increased.
(10) The system of general education schools will develop and consolidate, in which the total number of pupils will increase by 66.000. He's going to study 67,000 listeners in industrial schools, 50,000 in universities. The construction of 55 general schools, 8 industrial schools and other colleges and mens will begin.
(11) Furthermore, cultural care will be increased. The artistic level of theatres and concerts will increase and their number of visitors will increase substantially. It starts with the construction of 19 cinemas. In the production of films it will go to the most important production of colour films. The television broadcasts and shows will expand and improve.
Material technical supplies.
(1) The raw materials, materials, fuels and electricity required to fulfil the tasks planned for 1954 will be secured by the production and import at a constant increase in the economy of their consumption.
(2) In order to ensure the continuity of production, to eliminate any disturbances and to strengthen the resilience of the national economy to accidents, the necessary reserves will be created.
(3) Maintenance in the consumption of raw materials, materials, fuel and electricity will be mainly documented
(a) compliance with, strengthening, and other consumption standards;
(b) maintaining stocks of raw materials and materials at the level of binding stock standards as well as disposing of supernormal stocks;
(c) better use of industrial waste and raw materials from local sources;
(d) improving the organisation of material technical supplies.
Economic development of Slovakia.
In 1954, the socialist industrialisation of Slovakia will continue. The total volume of industrial gross production will increase by almost 13%. The production of coal and lignite will increase by 18.4%, electricity by 44.4%, cement by 12.3%, bricks by 18.1%.
Further development of production and services will be ensured by increasing investment construction, the volume of which will increase by 14.5% against 1953. Slovakia's share of total investment will be 28,9%. In particular, construction in agriculture (76,8%) will increase, mainly by further extension of the mechanism by 17.5%. In doing so, single agricultural cooperatives will increase the rate of mechanisation of all field work to 64%.
The standard of living of workers in Slovakia will increase in particular by including additional workers in employment, increasing retail turnover by 15.3% and developing agricultural production, where meat production will increase by 20% and milk by 19%. Furthermore, the standard of living will grow by increasing housing. In 1954, 35,5% of the apartments will be completed in 1953. Health care will improve and the construction of new schools of all kinds and cultural facilities will continue.
Foreign trade.
Foreign trade in 1954 will increase by about 19% compared to 1953. In doing so, cooperation with the Union of Soviet Socialist Republics and all countries of the Peace Camp will be further deepened and extended. Trade relations with other countries will also be extended on the basis of the principle of equality and mutual benefit.
Determination, implementation and control of the implementation of the State Plan.
In the framework of the tasks provided for by this Act, the Government sets out a national economic development plan for 1954.
The central government bodies and the national committees shall ensure that all tasks of the state plan are allocated to the workplace, ensure that the plan is carried out evenly, carry out regular checks and take measures in time to avoid disturbances and disturbances.
The National Assembly shall monitor the implementation and implementation of the State Plan.
Implementing regulations.
(1) If a substantial change is made in the assumptions on which the State plan was drawn up or if other relevant reasons so require, the Government may, by regulation, re-regulate the tasks provided for by this law.
(2) The Government may, by regulation, legislate for the implementation of this Act. Such regulations may entrust closer arrangements to the general rules of ministries, national committees and other bodies.
(3) Individual ministers may, in their field of competence, issue regulations to carry out the tasks assigned to them by the State Plan.
(4) Economic measures of a general nature which can be taken by central government authorities under other legal powers may only be taken with the approval of the Prime Minister if they affect the implementation of the State Plan.
(1) The Government is hereby authorised to take, by 31 December 1954, the measures necessary to fulfil the tasks of the State Plan for which otherwise the law would be required. such a regulation requires the signature of the President of the Republic to be valid.
(2) The powers referred to in paragraph 1 shall not apply to:
(a) to adjust the constitutional circumstances;
(b) the approval of the State budget;
(c) the adjustment of taxes, duties, charges and other public benefits in the field of state financial administration;
(d) the adjustment of monetary matters.
(3) The Government is required to submit the Regulation issued pursuant to paragraph 1 to the National Assembly within one month of its publication. If the National Assembly refuses to approve them, the Regulation shall expire on the 30th day following the date of the resolution, unless the National Assembly provides for a different deadline. The Prime Minister will then declare without delay in the Collection of Laws that the Regulation has expired and since when.
Paragraph 13 (2) to (4) and Paragraph 14 shall apply mutatis mutandis to the issue of measures designed to create conditions for the establishment and implementation of a plan building upon a national economic development plan for 1954.
General and final provisions.
The State Planning Office regulates the procedure for planning work, their scope and their implementation by binding directives.
This Act shall take effect on the day of its publication; it shall be carried out by all members of the Government.
