of 22 June 2022
on reserved technical electrical equipment and safety requirements
The Government mandates pursuant to § 23 (a) to (c) and (f) to (h) of Act No. 250 / 2021 Coll., on the safety of work in connection with the operation of reserved technical installations and on the amendment of related laws, hereinafter referred to as "the Act ':
Subject matter
This Regulation implements the relevant provisions of the European Union1) and provides for:
(a) a list of dedicated technical electrical equipment (hereinafter referred to as "dedicated electrical equipment") which constitutes an increased level of threat to the life, health and safety of natural persons and their classification in classes;
(b) requirements for operational safety, location, installation, repair, operation, inspection, revision, testing and operational documentation of dedicated electrical equipment; and
(c) requirements for the competence of legal persons and business natural persons carrying out the assembly, repair, revision and testing of dedicated electrical equipment and the competence of their staff and other natural persons carrying out activities on dedicated electrical equipment.
Definition of terms and basic rules
For the purposes of this Regulation:
(a) electrical equipment for power, communication, control and special equipment which, for its operation or operation, benefits from the effects of electrical or electromagnetic phenomena and a system of protection against lightning, overvoltage and static electricity;
(b) works on dedicated electrical equipment for installation, dismantling, repair, inspection, inspection, maintenance, testing, measurement and revision of dedicated electrical equipment, all operations for securing and unlocking the workplace;
(c) by examining the activity to verify that the choice of the reserved electrical equipment complies with the operating conditions, that the dedicated electrical equipment is properly installed and operated and that the requirements of its manufacturer, importer, person authorised by the manufacturer or importer, or distributor, as the case may be, as well as those of the manufacturers of the individual parts of the dedicated electrical equipment for its installation and operation are respected; a visual inspection of the dedicated electrical equipment is also part of the inspection to avoid damage to the equipment that endangers the safety of work and operation on that equipment,
(d) by the order of inspections, maintenance and revisions, part of the operational documentation defined by the legal person and the operating natural person operating the dedicated electrical equipment by the requirements, time limits, procedures, rules and records of the verification of safety, maintenance, inspections, repairs and reconstructions of dedicated electrical equipment, including preventive maintenance;
(e) testing a set of procedures in the form of testing and measurements as referred to in Part B of Annex 1 to this Regulation, including a set of other technical acts designated by accompanying documentation to verify that the measures to ensure the safety of the work and operation of the dedicated electrical equipment, including the safety of the downstream technical equipment, whatever its type, fulfil its purpose;
(f) a report on the revision of the evidence of the outcome of the revision carried out in accordance with Annex 2 to this Regulation, drawn up by the revision technician of the dedicated electrical equipment (hereinafter referred to as the "revision technician"), using the information necessary for carrying out the revision; the revision report illustrates the status of the dedicated electrical equipment at the time of the revision and compliance with the requirements laid down for the safety of its operation, its operational documentation and compliance with the legal and other rules to ensure safety and health at work2); paper or electronic form is permitted,
(g) putting a dedicated electrical equipment into service by which, after carrying out the prescribed revision on the dedicated electrical equipment or by checking its condition and after evaluating the results achieved, the dedicated electrical equipment has been recognised as fit for use and safe operation;
(h) work according to the instructions for the performance of the work for which the necessary instructions are given for the safe and correct execution of the work; instructions for work on a dedicated electrical device can only be issued by a person of expertise (3),
(i) work supervised by the performance of the work, carried out in accordance with more detailed instructions for the safe and correct execution of the work; Before commencing the supervisory work, the supervising natural person shall be satisfied that the necessary safety measures are implemented and shall, as appropriate, monitor compliance with legislation and other regulations to ensure safety and health at work, only the expert may be supervised),
(j) work under the supervision of the performance of the work carried out in the presence of a natural person in charge of supervision, which can only be carried out by a person of expertise (3);
(k) a summary report on the initial revision of the document drawn up by the revision technician of the electrical equipment, using the individual initial revision reports of the parts of the dedicated electrical equipment, showing its state at the time of the revision and meeting the requirements for the safety of the operation and its operational documentation; paper or electronic form is permitted.
Reserved electrical equipment
(1) Reserved electrical equipment is equipment which represents an increased level of threat to the life, health and safety of natural persons, namely:
(a) electrical equipment for the production, conversion, transmission, distribution, distribution and collection of electricity and the electrical installation of buildings and technologies;
(b) equipment intended to protect against the effects of atmospheric or static electricity.
(2) The reserved electrical installations are not:
(a) hand-held electromechanical tools, electronic devices and electrical appliances up to and including a voltage of 400 V, unless they are intended for a fixed connection to the electrical network;
(b) extension lines and removable connections;
(c) medical electrical equipment,
(d) electrical equipment of machinery which is considered to be a product under another legislature4);
(e) electrical equipment and installations with current or voltage characteristics which do not present an increased level of danger to the life, health and safety of natural persons, unless intended for use in an environment with a risk of explosion of gases, vapours or dust.
Classification of reserved electrical equipment
(1) The reserved Class I electrical equipment is:
(a) electrical equipment
1. in indoor and outdoor areas with extremely high ambient temperatures above + 55 ° C,
2. in premises with a blast and intensely gushing water and immersion possibilities;
3. in premises with a permanent presence of corrosive and polluting substances; and
4. in areas with fire risk of flammable liquids;
the risk of external effects must be derived from project or operational documentation;
(b) electrical equipment intended for use in an environment with a risk of explosion of gases, vapours or dust;
(c) electrical equipment in an object which, according to a fire safety solution, allows more than 200 persons to be present;
(d) electrical installation in medical premises, except in medical areas where no attachment parts are expected to be used and where the short-circuit of the source or other failure cannot cause a threat to the life and health of persons, property or the environment;
(e) electrical equipment intended to protect against the effects of atmospheric and static electricity if it protects the equipment referred to in points (a) to (d).
(2) The reserved class II electrical equipment is:
(a) other dedicated electrical equipment referred to in § 3 (1) (a), not referred to in § 3 (2) and § 4 (1) (a) to (d);
(b) equipment intended to protect against the effects of atmospheric and static electricity other than those referred to in paragraph 1 (e).
Professional competence requirements for legal persons and business natural persons
The professional body for the installation, repair, revision and testing of dedicated electrical equipment shall be a legal person or an undertaking natural person authorised under the law to the extent set out in Annex 3 to this Regulation.
Safety requirements for dedicated electrical equipment when put into service
(1) The installation of the dedicated electrical equipment shall be carried out according to the design documentation, the technical report or the manufacturer's instructions for such equipment.
(2) When putting a dedicated electrical device into service, it shall be ensured that:
(a) the dedicated electrical equipment put into service by parts has unfinished parts reliably disconnected and secured against unwanted wiring or otherwise secured in such a way that safety of work and operation is not compromised in a voltage condition;
(b) the dedicated electrical equipment has been placed under tension only in connection with the performance of the test and the verification of its correct functioning before assembly or repair is completed; measures shall be implemented to ensure that safety of work and operation are not jeopardised;
(c) after completion of installation, repair or transfer to a new installation where such installation may show changes in its electrical or functional characteristics as a result of the installation, repair or relocation, it has been subject to a revision before subsequent entry into service, after completion of the installation, at all times and after repair or transfer to a new site where necessary, so that its safety is always verified;
(d) for dedicated electrical equipment, the initial revision referred to in Part B (I) of Annex 2 to this Regulation has been carried out.
(3) Upon completion of the installation of the dedicated electrical equipment, the receiving customer receives the installation from the supplier together with the dedicated electrical equipment
(a) the accompanying documentation of the dedicated electrical equipment corresponding to the actual design, enabling the operation, maintenance and revision of that equipment, as well as the exchange of individual parts of the dedicated electrical equipment and the further expansion of the dedicated electrical equipment; an external impact assessment is included in the accompanying documentation,
(b) a report on the initial revision of the dedicated electrical equipment, unless another way of ensuring the revision is agreed.
(4) The revision of the dedicated electrical equipment must also be carried out if there is a change
(a) the overload and short circuit protection parameter;
(b) protection against electric shock;
(c) the characteristics of protection against the effects of atmospheric and static electricity.
(5) The operator of the dedicated electrical equipment shall ensure that changes are recorded in the accompanying or operational documentation.
(6) The reserved Class I electrical equipment referred to in Section 4 (1) may be put into service only on the basis of a certificate issued by the designated organisation in accordance with Section 6 (1) (b) of the Act which the operator keeps for the entire duration of the operation of the reserved electrical equipment.
Safety requirements for dedicated electrical equipment operated
(1) Reserved electrical equipment may be operated only if its condition has been verified in accordance with the laws and regulations to ensure safety and health at work carried out by inspection, examination, inspection and revision carried out within the time limits laid down in the rules of inspection, maintenance and revision referred to in paragraph 5, which must be processed for this purpose.
(2) The order of inspections, maintenance and revisions may be part of the order of preventive maintenance where it has been issued for dedicated electrical equipment. In the case of dedicated electrical equipment for which the accompanying documentation indicates a time limit for carrying out a periodic review or check shorter than that laid down in the rules of inspection, maintenance and revision in accordance with the legal and other rules for ensuring safety and health at work, the time limit specified in the accompanying documentation shall be followed.
(3) When revising the dedicated electrical equipment, an inspection and test shall be carried out to the extent specified in Annex 1 to this Regulation, unless the manufacturer has established different or additional requirements. If any of the points of the inspection or test referred to in the first sentence of the Annex are not technically feasible for a revised dedicated electrical equipment or is not justified in terms of safety verification, the inspection or test to the extent of that point shall not be required.
(4) After the dedicated electrical equipment has been revised, the revision technician shall process the revision report in accordance with Section 10.
(5) The order of inspection, maintenance and revision for the operation of the dedicated electrical equipment shall be laid down:
(a) individual operations of inspections, tests and maintenance, including preventive maintenance, taking into account the requirements of the manufacturer of the individual dedicated electrical equipment contained in their accompanying documentation, the legal and other regulations to ensure safety and health at work and the operating conditions of the reserved electrical equipment;
(b) regular intervals for the implementation of the operations referred to in (a);
(c) the method of recording the results of inspections, tests, maintenance and records of detected and eliminated defects in the operation and maintenance of the dedicated electrical equipment;
(d) the revision deadlines in accordance with Annex 4 to this Regulation.
(6) Only a competent person who is legally equipped with the necessary personal protective equipment and has been informed of their use may work on a dedicated electrical equipment; an entry shall be made, signed by the competent person, together with the person who made the meeting.
(7) Provisional dedicated electrical equipment or parts thereof shall be switched off at a time when it is not used, unless the safety of work or operation is compromised by its shut down; the need to keep it in service shall be decided by the person responsible for the electrical equipment.
(8) A reserved electrical device which is found to be in a state of immediate danger to the safety of the work or operation of the installation should be immediately disconnected from the power supply and ensured against unwanted connection; If this is not possible, it shall be ensured that it is corrected without undue delay.
Safety requirements when operating on dedicated electrical equipment
Minimum safety requirements when operating on dedicated electrical equipment are:
(a) the operation of the dedicated electrical equipment only if only natural persons who are competent in accordance with legal and other regulations to ensure safety and health at work are entrusted with activities on that installation, unless the manufacturer has identified additional requirements for competence with regard to the risks of activity on that installation;
(b) an assessment of the electrical risk prior to the start of work on the dedicated electrical equipment or its operation, according to which it is necessary to determine how the work or operation will be carried out and what measures will be taken to ensure the safety of such activities;
(c) the training of any natural person carrying out activities on, with or in the vicinity of, a dedicated electrical installation on the legal and other rules to ensure safety and health at work, including local operational safety regulations relating to their activities;
(d) the identification of the natural person responsible for the electrical equipment, the responsibilities of which are to ensure the safe operation of the dedicated electrical equipment, on the basis of a written mandate issued in paper or electronic form by a legal or commercial person operating the dedicated electrical equipment;
(e) the identification of the head of work for each work on a dedicated electrical device which is required to ensure the activity in question properly; an analysis of the complexity of the work shall be carried out before the start of the work in question in order to select a person with appropriate competence for its performance; Only a person of knowledge (3) may perform the management of the dedicated electrical equipment.
Revision technician
The revision technique for the revision of reserved electrical equipment shall be a natural person holding a certificate of competence pursuant to Article 11 (3) of the Act to the extent set out in Annex 5 to this Regulation.
Report on the revision of the dedicated electrical equipment
(1) The report on the revision of the dedicated electrical equipment contains:
(a) the name and registered office of the legal person, or the name or names, as appropriate, and the name and address of the undertaking of the natural person who operates or will operate the revised reserved electrical equipment;
(b) identification of the dedicated electrical equipment being revised, including the location;
(c) definition of the scope of the revision;
(d) the name, names and surname, signature and registration number of the revision certificate; in the case of electronic transmission of the revision report, the electronic document must be signed by a recognised electronic signature (5);
(e) determining whether it is a revision of the initial, periodic or exceptional and, in the event of an exceptional revision, indicating the reason for its implementation;
(f) the date on which the revision begins, the completion of the revision, the preparation of the revision report and the transmission of the revision report;
(g) an inventory of the measuring instruments used;
(h) a list of the supporting documents used to carry out the revision, including their peer review;
(i) an inventory of the operations carried out, such as inspection, test, measurement and evaluation;
(j) the measured values;
(k) an overview of the defects identified, indicating the provisions of the provisions of the legislation and other provisions to ensure safety and health at work,
(l) a verbal assessment as to whether the dedicated electrical equipment is operational in terms of safety, whether the implementation of lightning and overvoltage protection is in accordance with the laws and other regulations to ensure safety and health at work from the time of its establishment, and whether its components are fit to perform the required function; where the dedicated electrical equipment is not capable of operation in terms of safety, the justification for this conclusion shall be added;
(m) an evaluation of any records of the results of the examinations and tests carried out and of any deficiencies detected during the previous revision, operation and maintenance of the dedicated electrical equipment;
(n) recommendation of the deadline for the next revision;
(o) confirmation of receipt or transmission of the revision report.
(2) If the initial revision on the dedicated electrical equipment is made in parts due to the scope of the revision and the individual report on the initial revision is displayed on these parts, one summary report on the initial revision must be issued before the transmission and putting into permanent operation of the entire dedicated electrical equipment. Each initial revision message may be used to compile this summary report on the default revision.
Efficacy
This Regulation shall enter into force on 1 July 2022.

Requirements for the inspection and test at the initial, periodic and exceptional revision of the dedicated electrical equipment
Inspection
The tour precedes the rehearsal. The inspection shall check in particular:
(a) the method or, where appropriate, the state of protection against electric shock, including distance measurements, in particular as regards the protection of bulkheads or guards, barriers or positions;
(b) the use of fire bulkheads or other precautions against the spread of fire and protection against thermal effects;
(c) selection of conductors with respect to current capacity and voltage loss;
(d) choice, adjustment and status of the characteristics of the protection and control elements;
(e) the use of adequate, suitably located and sufficiently separated switching elements;
(f) the choice of electrical equipment and protective measures with regard to external influences, the validity of classification and the identification of external influences;
(g) the marking of medium and protective conductors;
(h) equipment for the scheme, warning signs and other similar information required by other legislation or technical standards;
(i) marking of circuits, fuses, switches, clamps;
(j) the appropriate means of connecting conductors;
(k) operational and maintenance accessibility.
Test - Measurement
I. General requirements
The testing and measurement shall be carried out on the revised dedicated electrical equipment in the following order:
(a) the connection of the protection wires and coupling wires to the same potential;
(b) the insulation status of the electrical equipment;
(c) protection by separation of circuits and separation when using a secure small voltage with a mark (SELV) or (PELV);
(d) insulation resistance of floor and wall,
(e) automatic disconnection from the source;
(f) instrument wiring test;
(g) electrical strength test;
(h) a functional test;
(i) heat effects;
(j) voltage loss;
(k) polarity test;
(l) the order of stages.
II. Other requirements
In particular, testing shall be carried out:
(a) insulating status guards, current protectors and other protective devices, if fitted, by activating the test control, or by a method prescribed by their manufacturer or by a procedure in accordance with technical regulations, technical documents and technical standards;
(b) the effectiveness of safety devices such as emergency shutdown devices, blocking measures and pressure watchers;
(c) the functional capability of detectors and status indicators such as remote control and light-signalling devices;
(d) the electrical strength of the insulation consisting of the test being carried out by an enclosed voltage, only if the electrical objects used are not supported by the assurance required by the manufacturer;
(e) performance of overvoltage protection.

Documentation for the revision of dedicated electrical equipment and the content of the revision
The documentation for the revision of the dedicated electrical equipment shall include in particular:
I. For default revisions
(a) accompanying, project or drawing documentation of the actual design of the dedicated electrical equipment, technical report on the documentation;
(b) protocols for the determination of external influences, unless they are part of the accompanying documentation;
(c) the initial revision of those parts of the dedicated electrical equipment of the object, the operating file (the partial operating file) which are prepared as a whole to be put into service gradually;
(d) records of inspections and tests carried out on a dedicated electrical device during its installation;
(e) records of the measures, inspections and tests carried out during the reconstruction of the dedicated electrical equipment, which may not be without tension for serious social, national economic or technological reasons during the entire period of implementation of the activities and, where appropriate, the opinion of the designated organisation or expert;
(f) the calculation of the risks for equipment intended to protect against the effects of atmospheric electricity with the integration of the lighting and overvoltage protection system under consideration (hereinafter referred to as "LPS") into the relevant LPS class by standard values, a technical report containing LPS documentation, a description of the design including technical drawings, an accompanying technical documentation of the components used to demonstrate their suitability for use in the LPS class by meeting the standard values and the maintenance conditions;
(g) protocols on unit verification of incorporated products;
(h) the identification of the legal person or the undertaking natural person, including the authorisation number which the electrical installation has carried out.
II. For regular and extraordinary revisions
(a) the operational and project or drawing documentation of the dedicated electrical equipment and the maintenance conditions;
(b) protocols for the determination of external influences, unless they are part of the operational documentation;
(c) records of the results of the inspections and tests carried out and of the deficiencies detected and corrected during operation and maintenance;
(d) a report on the previous revision;
(e) evidence of checks by labour inspection authorities;
(f) a certificate for reserved Class I electrical equipment issued by an authorised organisation pursuant to Article 6 (1) (b) of the Act;
(g) a document stating the reasons for the extraordinary revision.
Full revision of dedicated electrical equipment
I. When the initial revision takes account of the type of dedicated electrical equipment
(a) checking the conformity of the actual implementation of the dedicated electrical equipment with the project or drawing documentation and with the accompanying documentation of the dedicated electrical equipment and checking the completeness of the accompanying documentation;
(b) inspection of dedicated electrical equipment in view of compliance with installation conditions in relation to external environmental effects according to accompanying documentation;
(c) arrangements for verifying the status of the revised dedicated electrical equipment, including inspection and testing;
(d) performing the necessary measurements and evaluating them.
II. In the event of a regular and extraordinary revision, taking into account the type of dedicated electrical equipment,
