of 15 January 2010
on the methods of balancing and the extent of the gas data transmitted to the market operator
The Ministry of Industry and Trade provides pursuant to § 98a (1) (c) of Act No. 458 / 2000 Coll., on the Terms and Conditions of Business and on the Performance of State Administration in the Energy Sector and on the amendment of certain laws (Energy Act), as amended by Act No. 158 / 2009 Coll.
Subject matter
This decree sets out the arrangements for the balancing of the gas system, the procedures for monitoring capacity and performance in the gas system, and the deadlines and scope of the data transmitted by gas market participants to the market operator for the development of the gas system's capacity and performance.
Balance sheet method
(1) In the area of expected gas supply and consumption, the market operator takes over ten-year balances and annual balances in the quarterly breakdown on the expected production of gas, transport, distribution of gas, gas supply, storage of gas and gas trade referred to in Annexes 1 to 7 to this Decree
(a) from the holders of a gas licence, the expected total production and supply of gas;
(b) from the holder of a gas licence, the expected quantity of gas transported to customers in the Czech Republic and for international transport at the entry points of the transmission system and at the exit points of the transmission system,
(c) from the holders of a gas distribution licence, the estimated total quantity of gas distributed in the distribution system, including losses and own consumption;
(d) from the holders of a gas storage licence, the state of stocks at the beginning of extraction and extraction and the maximum output of the extraction and extraction by underground gas storage tank;
(e) from the holders of a licence for the gas trade anticipated supplies from gas imports to the Czech Republic and gas exports from the Czech Republic.
(2) In the field of gas supply and consumption assessment, the market operator
(a) assume monthly data on actual gas production, gas transport, gas distribution, gas supply, gas storage and gas trade from gas licence holders, gas licence holders, gas distribution licence holders, gas storage licence holders and gas trade licence holders, broken down by:
1. from gas licence holders, actual daily, monthly and annual total production and supply to individual systems; the monitoring shall be carried out on forms the models of which appear in Annexes 8 and 9 to this Regulation;
2. from the holder of the gas licence, the actual aggregate daily, monthly and annual quantities of gas for supplies to customers in the Czech Republic and for international transport at entry points to the transmission system and at exit points from the transmission system, the quantity of gas at entry and exit points of virtual storage tanks, changes in accumulation and other gas consumed; the monitoring shall be carried out on forms the models of which appear in Annexes 10 and 11 to this Regulation;
3. from gas distribution licence holders actual monthly deliveries to the distribution system from the transmission system and from other distribution systems, or from abroad and from the distribution system to individual categories of customers, which are wholesale, medium-sized customers, retail customers or households, broken down by region, own consumption, losses and changes in accumulation over the period from the first to the last day of the month, quantities of gas distributed to other systems and abroad; the monitoring of the quantity of gas distributed shall be carried out on a form the model of which is set out in Annex 12 to this Regulation,
4. from the holders of a gas storage licence, the amount of the extractive and impeller performance and the state of the operational stocks of each underground gas container; the daily, monthly and annual monitoring of the stored gas for underground gas storage tanks shall be carried out on forms the models of which appear in Annexes 13 and 14 to this Regulation, broken down into gas stored for the holder of the licence for trade in gas or gas stored for other natural and legal persons,
5. from licence holders for gas trade monthly and annual deliveries from natural gas imports to the Czech Republic by entry points, and exports of natural gas from the Czech Republic by exit points; the monitoring shall be carried out using a form the model of which is set out in Annex 15 to this Order,
b) accepts and evaluates the results of the hourly supply and consumption of gas from the holder of the licence for the transport of gas or the production of gas for the compilation of check hourly readings of the gas system and check hourly readings of the gas manufacturer in the Czech Republic listed in Annexes 17 and 18 to this Decree,
(c) process data on actual gas transport, gas distribution, gas production, gas supply, gas collection and gas storage at dates of the day, month, quarter and year;
(d) receives data on the actual supply of coke oven gas, lamp gas, degas, generator gas, biogas, biomethane, propane, butane and their mixtures, other than those used for motor vehicle propulsion, from the holders of the gas production licence at the dates of the month and year that are implemented through the distribution system listed in Annex 19 to this Regulation;
(e) process the monthly balance of compliance with the security standard of supply.
Capacity monitoring
(1) The market operator shall monitor information on transmission, distribution and storage capacities of each part of the gas system.
(2) The monitoring is carried out by means of data on the technical capacities at the transmission system input and output points in accordance with the model set out in Annex No 22 to this Regulation and the technical parameters of distribution systems and gas storage units, which are the total change in system accumulation, the maximum daily consumption of systems, the length of pipelines divided by the diameter of the pipelines and the pressure level according to the model set out in Annex No 20 to this Regulation, the performance of transmission stations with minimum input pressures according to the model set out in Annex No 21 to this Regulation and the dependency of the daily output on the operational stocks of each underground gas storage unit.
Data from customers
Market operator
(a) receives data on the monthly supply of gas in cases where customers provide it from abroad or with the holder of a gas production licence which he transfers to the Ministry after the summary processing;
(b) process data on the number of customers who have changed gas suppliers.
Repeal
Decree No. 114 / 2005 Coll., on the details of the activity of the Balance Centre, is deleted.
Efficacy
This Decree shall take effect on 1 February 2010.
