Článek 1
Paragraph 8 of the Decree of the Minister for Transport No 210 / 1958 of the Úl is amended and read as follows:
§ 8
Premiums and performance allowances
(1) Premiums and performance surpluses may be introduced and paid only on the basis of the ministerial yield and in accordance with the premium principles approved by the State Labour Commission. According to them, undertakings shall draw up specific premium schemes according to transport and workplace needs.
(2) The following premiums and performance supplements may be granted to drivers, drivers and bus drivers:
(a) drivers of buses, lorries, passenger cars and tractors, premiums for the economical operation of a motor vehicle according to the type premium order issued by the Minister for Transport;
(b) premiums may be granted to drivers and drivers of lorries and tractors who are not remunerated for their task pay for the performance and excess of the quality and quantitative performance of the work, which are responsible for the economic use of lorries and tractors in the transport activity concerned;
(c) drivers of lorries and tractors, drivers and bus drivers and bus drivers, remunerated time wages, may be granted a performance surcharge of up to 25% of the wage rate where it is not advisable to use another method of remuneration for lack of appropriate premium indicators or for other reasons.
(3) Flexibility in road freight transport depends on the performance of the premium indicators set out in no more than three by the manager of the undertaking and chosen in such a way as to best describe the character of the premium activity (e.g. performance of the sales plan, performance in tonnes or tonne km, higher use of the journeys or payload of the vehicle, performance of the exchange plan, etc.).
In order not to achieve higher quantitative results at the expense of qualitative and vice versa, the choice of premium indicators is guided by an appropriate combination of both indicators.
Fleeting is not permitted according to the discretion.
The premium rates for meeting and exceeding the indicators shall be set by the undertaking in the framework of the planned funds for the wages of car workers so that the premium payment does not exceed the planned wage fund established by the undertaking for the premium workers.
(4) When providing the performance supplement, care must be taken to ensure that the correct ratio between the earnings of workers remunerated by the task pay or the time wage with the premium is respected.
Článek 2
This Decree shall take effect from 1 March 1960.
