DECLARATION
of 13 June 2025
amending Decree No. 274 / 2011 Coll., implementing certain provisions of the Act on the circulation of banknotes and coins, as amended
The Czech National Bank provides pursuant to § 33 paragraph 7 of Act No. 136 / 2011 Coll., on the circulation of banknotes and coins and amending Act No. 6 / 1993 Coll., on the Czech National Bank:
Decree No. 274 / 2011 Coll., on the implementation of certain provisions of the Act on the circulation of banknotes and coins, as amended, is amended as follows:
1. In the title of Part Ten, the word "EXPERT 'shall be inserted at the beginning.
2. Article 21, including the title, reads:
Types and content of expert courses on the recognition of banknotes and coins suspected of counterfeiting or alteration and content of final tests
(1) Courses are conducted in a presentation or combined form. The combined form of the course can be used exclusively for courses organised by the Czech National Bank.
(2) The combined form of the course consists of the introductory part of the self-study using the teaching presentation provided by the Czech National Bank before the beginning of the course and subsequent presentation.
(3) The presentation form of the course and the subsequent presentation within the combined course form are at least one day.
(4) The technical content shall be adapted to the different types of courses and shall at least include:
(a) legislation on the protection of banknotes and coins and related information;
(b) security features related to banknote paper;
(c) banknote-related security features;
(d) the production and counterfeiting of banknotes and coins; and
(e) wear and damage rates for domestic banknotes and coins unfit for circulation.
(5) The final test shall be carried out in a presentable manner and its content shall correspond to the technical content of the course.
(6) The course for those who can teach courses is completed by a final test, which includes the demonstration of theoretical knowledge of the whole issue and practical skills in the recognition of authenticity of banknotes and coins.
(7) The course for persons who, in a credit institution carrying out cash operations or with a processor of domestic banknotes and coins, assess their authenticity and validity when receiving, processing or returning domestic and foreign banknotes and coins is completed by a final test, which includes the demonstration of theoretical knowledge and practical skills in the identification of the authenticity of banknotes and coins.
(8) The course for persons who, in the case of a legal person other than the Czech National Bank, a credit institution performing cash operations or a processor of domestic banknotes and coins, assess their authenticity and validity when receiving, processing or returning domestic and foreign banknotes and coins, is completed by a final test involving the demonstration of basic knowledge in the recognition of the authenticity of banknotes and coins. "
3. In the first sentence of Paragraph 22 (1), the words "and UV lamp 'are deleted; in the second sentence, the words" they have received a set of study banknotes which will be shared in pairs at most' are replaced by the words "they have had a UV lamp which they will share in pairs at the most, and devices for identifying elements in the infrared area of the light spectrum 'and the last sentence is deleted.
4. In Paragraph 22 (2), "30 'is replaced by" 25'.
Efficacy
This Decree shall take effect on 1 July 2025.
