Federal Ministry of Technical and Investment Development
of 14 January 1982
on technical requirements for the construction of group family houses for personal ownership
The Federal Ministry of Technical and Investment Development, in agreement with the Federal Ministry of Finance and the Ministry of Construction and Technology of the Republics pursuant to § 53 (a) of Act No. 133 / 1970 Coll., on the competence of federal ministries, and pursuant to § 143 (1) (k) of Act No. 50 / 1976 Coll., on zoning and construction regulations (Construction Act), provides:
§ 1
Purpose and scope of the Order
The decree regulates the technical requirements for the construction of group family houses under personal ownership for which favourable financial and credit assistance is applied to individual housing. 1) The decree applies to group family houses in a dispersed building, in a concentrated building and in a concentrated building forming part of complex housing housing units which were allowed after the effectiveness of this decree.
§ 2
Breakdown of group family houses
Group family houses are:
(a) group house houses
b) group terrace houses
(c) group atrium houses.
§ 3
Group house houses
(1) The group consists of at least four straight houses. If the specific technical conditions of the territory or part thereof in which the group houses are located do not permit the construction of the required smallest size group, at least two houses with four flats may be placed in the group, provided that such a solution is included in the list of parcels for the construction of family houses or approved by the construction office in the territorial proceedings.
(2) The highest area of the plot intended for the row group house is 300 m2 at the house with one apartment and 400 m2 at the house with two apartments.
(3) If, in determining the area of land referred to in paragraph 2, parts of the land which cannot be used for further construction or otherwise economically used are left, the remaining areas may be merged with adjacent parcels intended for the construction of terraced houses, provided that the plot does not exceed 400 m2 for the house with one flat and 500 m2 for the house with two apartments, and that such a solution is approved by the building office in the territorial proceedings.
(4) The house must have at least two above-ground living floors or at least one above-ground living floors and a living attic when using inclined roofs.
(5) Each row house in the group shall be connected to each other by at least a third of the width of the shield wall. The row houses with one above-ground living floor and with a living attic must be connected to each other by at least half the width of the shield wall.
(6) Group houses must have access from public infrastructure. 2) If the conditions of the territory so permit, the principle of installation on both sides of the communication shall apply; the setting up of communications to the rear of the land is not permitted.
(7) The width of the row group house adjacent to the communication must not exceed 9 m (measured in the length of adjacent communication). If special territorial technical conditions so require, the construction office may allow a larger width.
(8) The location of group house houses, their connection to distribution networks and sanitation and housing solutions must comply with the general technical requirements for the exhibition. 2)
(9) If the construction of individual terraced houses is complementary to the existing terraced buildings, such construction shall be considered as a group terraced buildings and shall be subject to the corresponding requirements of this decree. Derogations resulting from territorial technical conditions shall be approved by the construction office in the territorial proceedings.
(10) The density of building of group house houses must be at least 110 inhabitants / ha (with 4 inhabitants per house and when counting the area of communications).
§ 4
Group terrace houses
(1) The group consists of at least four terraces, sorted in at least two floors in the direction of the slope.
(2) The terrace area may not exceed 150 m2 but may not exceed the built-in area of the apartment or its own apartment below.
(3) Group terraces must have access from public infrastructure. 2) If the conditions of the territory so permit, the principle of installation on both sides of the communication shall apply.
(4) The provisions of Section 3 (8) shall apply to the location of group terraces, their connection to distribution networks and sewerage and to the solution of flats.
(5) The density of building of group terraces must reach at least 120 dwellings / ha (with 4 inhabitants per house and counting the area of communications).
§ 5
Group atrium houses
(1) The group consists of at least eight atrium houses with one above-ground living floor, arranged as carpet buildings. If the conditions of the territory designated for the location of group atrium houses do not permit the required smallest size of the group, it is possible to reduce the group to up to four atrium houses, provided that such a solution is included in the list of parcels for the construction of family houses or approved by the construction office in the territorial proceedings.
(2) The area of the parcel for the atrium house must not exceed 300 m2.
(3) The group atrium houses must be connected either by the perimeter wall or by the barrier of the atrium.
(4) Group atrium houses must have access from public infrastructure. 2) If the conditions of the territory so permit, the principle of installation on both sides of the communication shall apply. The length of public road for motor vehicles to which group atrium houses are connected shall on average not exceed 10 m per atrium house.
(5) The density of the building of group atrium houses must reach at least 100 dwellings / ha on flat land, 120 dwellings / ha on sloping land to the south, west and east, 85 dwellings / ha on sloping land to the north, northeast and northwest (with 4 inhabitants per house).
§ 6
Final provisions
(1) From the date of the entry into force of this decree, the technical conditions of the Ministry of Construction and Technology of the Czech Socialist Republic and of the Ministry of Finance of the Czech Socialist Republic of 2 January 1973 and the technical conditions of the Ministry of Construction and Technology of the Slovak Socialist Republic and of the Ministry of Finance of 2 January 1973 for the preparation, construction and financing of group family houses for personal ownership.
(2) This decree shall take effect on 1 March 1982.
