THE LAW
of 21 May 2025
amending certain laws in connection with the adoption of the law on the regulation of lobbying
Parliament has decided on this law of the Czech Republic:
Amendment of the Act on the Establishment of Ministries and other Central Authorities of the Czech Republic
In Article 11 of Act No. 2 / 1969 Coll., on the Establishment of Ministries and other Central Authorities of the Czech Republic, as amended by Act No. 575 / 1990 Coll., Act No. 358 / 1992 Coll., Act No. 548 / 1992 Coll., Act No. 21 / 1993 Coll., Act No. 285 / 1993 Coll., Act No. 135 / 1996 Coll., Act No. 272 / 1996 Coll., Act No. 257 / 2000 Coll., Act No. 517 / 2002 Coll., Act No. 14 / 2017 Coll., Act No. 59 / 2017 Coll., and Act No. 172 / 2023 Coll., a new paragraph 7 is inserted after paragraph 6, which reads:
"(7) The Ministry of Justice is the central body of the State administration for lobbying."
Paragraphs 7 and 8 shall be renumbered paragraphs 8 and 9.
Amendment of the Intelligence Act
In Article 11 (3) of Act No. 153 / 1994 Coll., on the Intelligence Services of the Czech Republic, as amended by Act No. 53 / 2004 Coll., Act No. 227 / 2009 Coll., Act No. 170 / 2013 Coll., Act No. 186 / 2013 Coll., Act No. 219 / 2015 Coll., Act No. 251 / 2017 Coll., Act No. 227 / 2019 Coll., Act No. 431 / 2022 Coll. and Act No. 125 / 2024 Coll., the words "register of lobby13 'are inserted after the words" register of electronic identification'.
Footnote 13 reads:
"13) Act No. 168 / 2025 Coll., on the regulation of lobbying. '.
Amendment to the Rules of Procedure of the Chamber of Deputies
Act No. 90 / 1995 Coll., on the Rules of Procedure of the Chamber of Deputies, as amended by Act No. 47 / 2000 Coll., Act No. 39 / 2001 Coll., Act No. 78 / 2002 Coll., Act No. 192 / 2002 Coll., Act No. 282 / 2004 Coll., Act No. 359 / 2004 Coll., Act No. 482 / 2004 Coll., Act No. 167 / 2005 Coll., Act No. 205 / 2006 Coll., Act No. 225 / 2023 Coll., Act No. 573 / 2006 Coll., Act No. 162 / 2009 Coll., Act No. 200 / 2017 Coll., Act No. 265 / 2011 Coll., Act No. 265 / 2011 Coll., Act No. 275 / 2012 Coll.
1. In Paragraph 43, the following paragraph 2 is inserted after paragraph 1:
"(2) Where an amendment to the committee's draft law is tabled by a resolution of the committee, the minutes of the committee meeting to which the amendment was adopted shall also include information pursuant to Article 20 (1) (j) of the Law on the Collection of Laws and International Treaties; that information shall be provided to the person making the minutes of the committee meeting by the Member on the basis of whose proposal the amendment was adopted. ';
Paragraphs 2 to 4 shall become paragraphs 3 to 5.
2. In Paragraph 94, the sentence "The information referred to in Paragraph 20 (1) (j) of the Law on the Collection of Laws and International Treaties is added at the end of paragraph 1."
Amendment to the Senate Rules of Procedure
Act No. 107 / 1999 Coll., on the Rules of Procedure of the Senate, as amended by Act No. 78 / 2002 Coll., Act No. 172 / 2004 Coll., Act No. 625 / 2006 Coll., Act No. 162 / 2009 Coll., Act No. 275 / 2012 Coll., Act No. 16 / 2015 Coll., Act No. 322 / 2016 Coll. and Act No. 168 / 2020 Coll., is amended as follows:
1. In Paragraph 95, at the end of paragraph 1, the sentence "If an amendment to the Committee's draft act is tabled, the minutes of the committee meeting to which the amendment was adopted shall also include the information referred to in Paragraph 20 (1) (j) of the Law on the Collection of Laws and International Treaties; This information shall be provided to the person making the minutes of the committee meeting by the Senator, on the basis of whose proposal the amendment was adopted. ';
2. In Paragraph 109 (1), the sentence "The information referred to in Article 20 (1) (j) of the Law on the Collection of Laws and International Treaties is added after the first sentence."
3. In Paragraph 120a, the words "and the reasons why its adoption cannot be delayed 34d) 'are replaced by the words" the reasons why its adoption cannot be suspended 34d) and the information provided for in Paragraph 20 (1) (j) of the Law on the Collection of Laws and International Treaties'.
Amendment of the Act on certain measures against the legalisation of proceeds from crime and terrorist financing
In Article 30 (4) of Act No. 253 / 2008 Coll., on certain measures against the legalisation of proceeds from crime and terrorist financing, as amended by Act No. 368 / 2016 Coll., Act No. 527 / 2020 Coll. and Act No. 107 / 2024 Coll., the words ", the register of lobby48 'are inserted after the words" and the central register of drivers'.

Amendment of the Law on the Collection of Laws and International Treaties
In Article 20 of Act No 222 / 2016 Coll., on the Collection of Laws and International Treaties and on the Legislation of Laws and International Treaties (Act on the Collection of Laws and International Treaties), as amended by Act No 177 / 2022 Coll., the dot is replaced by a comma at the end of paragraph 1 and the following point (j) is added:
"(j) information under the lobbying regulation law, which is the name and / or surname, business name or name of the lobbyist who lobbied during the preparation, negotiation or approval of the draft legislation."
EFFECTIVE
This Act shall take effect on 1 July 2025.
