of 31 July 2014
determining the external designation of a member of the Czech Prison Service, the demonstration of belonging to the Czech Prison Service and the special colour and marking of service vehicles
The Ministry of Justice provides pursuant to § 8 (3) and § 24b (2) of Act No. 555 / 1992 Coll., on the Prison Service and the Judicial Guard of the Czech Republic, as amended by Act No. 436 / 2003 Coll.:
§ 1
External designation of a member of the Czech Prison Service
(1) A member of the Prison Service of the Czech Republic (hereinafter referred to as "the Member") shall serve in the service uniform of the Prison Service of the Czech Republic (hereinafter referred to as "the Service Uniform"), unless the Director General of the Prison Service of the Czech Republic provides otherwise.
(2) The external appearance of the uniform shall be characterised by the following specific elements:
(a) composition, cut and colour,
(b) badges on the front of the headgear and quality markings,
(c) textile characters,
1. the sleeve characteristics determining the Czech Republic,
2. sleeve homes distinguishing jurisdiction between prison guards or judicial guards,
3. Homes marked with the text "Prison Service," "Prison Guard," "Judicial Guard," "Pyrotechnician" or "Dog Dipper,"
(d) the colour of the uniform shirts;
(e) identification number,
(f) uniform buttons,
(g) a branch character determining the membership of the Czech Prison Service ("the Prison Service").
(3) The badges on the front of the headgear, the textile features and the uniform buttons are shown in Annex 1 to this Decree. The model of the rating of members shall be laid down in another legislation1).
§ 2
Models of service uniforms
(1) Staff uniforms form part of the service equipment intended for uniform equipping of members. The external appearance of the uniforms is characterised mainly by the colour and cut of the uniforms, the external marking, the branch signs and the value marking.
(2) Models of service uniforms are, according to the purpose of wearing, broken down as follows:
(a) basic uniform,
(b) common uniform,
(c) field uniform;
(d) dog and pyrotechnics uniform,
(e) working uniform,
(f) a uniform uniform uniform for members of the service, under uniform command, and for members of the service, to carry out an escort of dangerous persons in the exercise of custody and in the execution of a custodial sentence.
External designation of service uniforms
§ 3
(1) The basic service uniform is marked on the sleeves with sleeve marks and sleeve homes. The sleeve characters are placed on the left sleeve of the service uniform and the sleeve homes on the right sleeve. The sleeves are made in an appropriate shade of purple with a frame and a yellow text in "Jail Guard ', if it is a prison guard or" JUSTMENT TRAINING', if it is a judicial guard.
(2) On the right sleeve, the service uniform is the basic one marked with a resortional branch in textile design.
(3) The markings referred to in paragraph 1 shall be on the shirts of the prison guard in a dark blue colour and on the shirts of the judicial guard in a light blue colour; other members shall wear a basic uniform of service without a homestead.
(4) The jacket of the service uniform of the base is marked on the left sleeve with a sleeve mark and on the right upper pocket with a resortional character in metal design. The matching buttons are in accordance with the silver or gold colour rating.
(5) The appropriate marking is to be worn on the service uniform of the base on shoulder pads, rank pads, sleeve cuffs and caps.
§ 4
(1) The service uniform shall be marked on the left sleeve of the jacket by the sleeve.
(2) The appropriate marking shall be worn on the service uniform on hats and sleeves.
§ 5
(1) The service uniform of the field above the upper left pocket of the blouse, jackets and coats is marked with a "JAIL SERVICE" in yellow. The uniform T-shirt is marked in yellow in the upper left part of the front part and in the rear part with the printed text "PENSION SERVICES '.
(2) The appropriate marking is to be worn on the service uniform of the field on the rating pads.
§ 6
(1) The service uniform of the dog and the pyrotechnician is marked on the sleeves of the jacket with textile characters similar to the service uniform of the basic.
(2) The service uniform of the dog is marked under the upper right pocket of the jacket with a character in the textile design, which is the shape of the shield with the symbolism of the head of the service dog in black and on the dark blue background of the yellow frame and with the two-line text "PENSION SERVICE / CZECH REPUBLIC 'in yellow at the top of the sign and the text" PSOVOD' in yellow at the bottom of the sign (hereinafter referred to as "the character of the dog).
(3) The service uniform of the pyrotechnics is marked under the upper right pocket of the jacket with a mark in the textile design, which is the shape of an inverted shield with pyrotechnic symbolism and the text "PYROTECHNNIK" in black on the blue background red-framed ("pyrotechnic character").
(4) On the back of the jacket is the service uniform of the dog and pyrotechnics marked with the back textile home in black with the text "PSOVOD" or "PYROTECHNNIK" in yellow. The shirt of the service uniform of the dog and pyrotechnician is marked with a resortional branch mark on the right sleeve and on the left sleeve by the dog or pyrotechnician. On the back part, the top of the shirt is marked with a printed back home with the text "PENSION SERVICE" in yellow.
(5) The appropriate marking shall be worn on the service uniform of the dog and the pyrotechnician on the shoulder and rank pads.
§ 7
(1) The working uniform above the upper left pocket of the blouse is marked with a yellow-coloured "Prison Guard," if it is a member of the prison guard, or "JUSICAL," if it is a member of the judicial guard, or "Prison Service," if it is other members.
(2) The T-shirt of the working uniform is marked on the right sleeve with a certificate mark in a printed version. On the back part, the top of the shirt is marked with a printed back home with the text "PENSION SERVICE" in yellow.
(3) The appropriate marking shall be worn on the service uniform of the work on the watch pads.
§ 8
(1) A special service uniform shall be designated as a home in the upper part of the front part of the service in the colour of the service uniform with the yellow text "PENSION SERVICE" for officers under the uniform command and for members intended to carry out the escort of dangerous persons in the exercise of custody and in the execution of the prison sentence. On the back part, the upper part of the service uniform is marked with a printed rear home with the text "PENSION SERVICE" in yellow.
(2) The appropriate marking shall be worn on the service uniform referred to in paragraph 1 on the rating plate on the specified components of the service uniform.
§ 9
(1) A service uniform entitled to wear on the territory of another State may be marked with the national flag of the Czech Republic or with another special designation of competence with the Czech Republic, or with an indication of belonging to an international organisation under whose auspices the member will carry out the task.
(2) The service uniforms may be further marked with distinguishing marks, badges and badges determining jurisdiction with the Prison Service Organisational Unit, distinguishing marks, badges, and sleeves.
§ 10
(1) The accessories of service uniforms are nameplates, goaters, trimmings, lamps, cords and highlighting, identification or other decorative elements.
(2) The accessories of service uniforms are also state honours, medals and ministerial badges, which are placed on the service uniform in the specified order. State honours and medals are worn on the upper left and the resortional badges on the upper right of the service uniform.
(3) The service uniform of members of the General's rank shall be identified by the decorations and equipment belonging to those grades.
§ 11
(1) The models of service uniforms, their colour and external markings, including the emblem of the dog and pyrotechnics, are shown in Annex 2 to this Decree.
(2) The model of the sleeve tape of the entrusted authority of the Prison Service is shown in Annex 3 to this Order.
(3) The models of certain accessories of the service uniforms and the design of the decorations belonging to the General Rates are shown in Annex 4 to this Decree.
§ 12
Resorts
(1) The refractory character in the gold metal version consists of a heraldic Spanish shield in gold colour and bent from both vertical sides inside. Its motif consists of a sword placed in the middle of the visual surface with a blade up, in which three quarters the scales are placed as a symbol of justice. The entire picture is surrounded by lime leaves placed in a circle at the top of the open. In the lower quarter of the screen there is a label with a two-line text "JAIL SERVICE / CZECH REPUBLIC" in black.
(2) The refractory character in the metal design is oval. Its motif consists of a sword placed in the middle of the visual surface with a blade up, in which three quarters the weights are placed as a symbol of justice and in the middle a large state emblem of the Czech Republic. In the upper part of the character is placed the one-line text "PRISON SERVICE OF THE CZECH REPUBLIC," in the lower part the character is supplemented with lime leaves.
(3) The refractory character in the printed and textile design consists of a heraldic Spanish shield from both vertical sides inwards. The shield is yellow-lined throughout the perimeter. Its motif in yellow form a sword placed in the middle of the visual surface with a blade up, in which three quarters the scales are placed as a symbol of justice. The whole picture is surrounded by lime leaves placed in a circle, at the top of the open. In the lower quarter of the picture area there is a label with a two-line text "JAIL SERVICE / CZECH REPUBLIC" in yellow. The textile resortional character is purple dark and purple light.
(4) The models of the branch name are shown in Annex 5 to this Decree.
§ 13
Evidence of belonging to the Prison Service
(1) When proving jurisdiction, a member shall present to the front of the service a photograph without giving it away.
(2) The service card has a purple-blue underprint on the front side with bellows and is equipped with the text "Prison Service of the Czech Republic" in purple on white background. In the left half of the service card there is a colour photograph of the holder of the service card size 25 × 33 mm, on the centre of the upper part of the licence is depicted the national emblem of the Czech Republic in colour and on the lower part the date of issue of the licence. In the right half of the service card is located in the upper part of the hologram with the character of the Prison Service, in the lower part is indicated the number of the service card and the signature of the Minister of Justice or Director General of the Prison Service.
(3) On the back of the service card, the text of the approval of the holder of the service card, the instruction for the finder, the name and surname of the holder is given. The serological name of the holder of the service card shall be entered in the insert of the service card bearing the service card number in the upper part of the licence. The insert is an integral part of the service card. The service card and the service card insert are placed in a leather case of dark blue colour, on whose front side the national emblem of the Czech Republic is pushed out. Part of the case is a resorting branch character in the gold metal version.
(4) The service passes are distinguished on the front of the type by a horizontal stripe of 7 × 17 mm placed in the middle 3 mm under the national emblem of the Czech Republic, in colour
(a) red, issued to the Director-General of the Prison Service and to his Vice-Presidents,
(b) yellow, issued to trade union directors of the Directorate-General for the Prison Service,
(c) green, issued to members of the Department of Control of the Directorate-General for the Prison Service.
(5) The model of the service card is shown in Annex 6 to this Order and the models of the different service cards are shown in Annex 7 to this Order.
§ 14
Identification number
(1) The identification number shall be assigned to the national in accordance with the number of the service card. The identification number shall be worn in a metal or textile version at the top of the service uniform. A special service uniform for officers designated for official operations under the single command and for officers designated for carrying out the escort of dangerous persons in the exercise of custody and in the execution of the prison sentence shall be identified by a printed identification number.
(2) In the event of the loss or theft of a metallic identification number or of the readmission of a national after the expiry of the period for which the metallic identification number has been retained, a provisional metal identification number which is not identical to the service card number shall be issued to the national until the new metal identification number is issued.
(3) The models of the identification number are shown in Annex 8 to this Decree.
§ 15
Identification label
(1) A member of the service in civil clothing may prove his / her competence by means of an identification mark on his / her pocket or lapel in the upper left half of the garment.
(2) The identification plate shall bear a colour photograph of dimensions 35 × 35 mm, the signature of the Minister of Justice or the Director-General of the Prison Service, the imprint of a small round stamp with a state emblem and an identification number.
(3) The model of the label is shown in Annex 9 to this Regulation.
§ 15a
Evidence of jurisdiction of a member of the Police of the Czech Republic called upon to perform the tasks of the Prison Service
(1) The external designation of a member of the Police of the Czech Republic called for the performance of the tasks of the Prison Service is a sleeve made in purple with the text "PENSION SERVICE" in white visible on the right sleeve of its prescribed uniform.
(2) The pattern of sleeve tape of a member of the Police of the Czech Republic called for the performance of the tasks of the Prison Service is illustrated in Annex 11 to this decree.
§ 16
Special colour and marking of service vehicles Prison services
(1) A service vehicle of the Prison Service of a special colour design and marking (hereinafter referred to as the "vehicle") is a special vehicle intended for transport and the armed escort of persons in custody, in the execution of a custodial sentence or security detention (hereinafter referred to as the "transported person"). The vehicle is white with a horizontal purple stripe along its circumferential sides. The words "AMBULANCE 'shall appear on the front and, where applicable, on the rear of the vehicle. This inscription consists of large purple letters with white background.
(2) The vehicle shall have, in accordance with the regulations governing the conditions of use of vehicles on the road, the approval of the technical competence and the technical conditions of use of vehicles on the road by the manufacturer and the Ministry of Transport, approved special technical adaptations which make it impossible for passengers to leave the transport area without authorisation. The transport area shall be divided into the transport area for the transport of persons and the area for the prison guards and, where appropriate, the judicial guards, with the exception of the ambulance vehicle.
(3) The provisions of paragraph 1 shall apply mutatis mutandis to the specific colour design of the relevant type and category of vehicle, the extent of which is limited by the design of the vehicle. The specified combination of white and purple must be maintained.
(4) The models of the special colour design and marking of service vehicles are shown in Annex 10 to this Decree.
§ 17
Transitional provisions
(1) Until 31 December 2018, the service uniforms, their components and components of the service equipment, as shown in Annexes 1 and 2 to Decree No. 89 / 2004 Coll., laying down the external designation of a Member of the Prison Service of the Czech Republic, the special colour and marking of the service vehicles and the demonstration of belonging to the Prison Service of the Czech Republic, as effective before the date of entry into force of this Order, may be used.
(2) The service cards issued pursuant to Decree No. 89 / 2004 Coll., laying down the external designation of a Member of the Prison Service of the Czech Republic, the special colour and marking of the service vehicles and the demonstration of membership of the Prison Service of the Czech Republic, as effective before the date of entry into force of this Order, remain valid.
§ 18
Repeal
The following shall be deleted:
1. Decree No. 89 / 2004 Coll., laying down the external designation of a member of the Prison Service of the Czech Republic, the special colour and marking of service vehicles and the demonstration of belonging to the Prison Service of the Czech Republic.
2. Decree No. 474 / 2005 Coll., amending Decree No. 89 / 2004 Coll., laying down the external designation of a Member of the Prison Service of the Czech Republic, the special colour and marking of service vehicles and the demonstration of belonging to the Prison Service of the Czech Republic.
3. Decree No. 151 / 2008 Coll., amending Decree No. 89 / 2004 Coll., laying down the external designation of a Member of the Prison Service of the Czech Republic, the special colour design and marking of service vehicles and the demonstration of belonging to the Prison Service of the Czech Republic, as amended by Decree No. 474 / 2005 Coll.
§ 19
Efficacy
This decree shall take effect on the fifth day following its publication.
