DECLARATION
of 18 May 2023
amending Decree No 343 / 2014 Coll., on Vehicle Registration, as amended
The Ministry of Transport provides, pursuant to Article 91 (1) of Act No. 56 / 2001 Coll., on the conditions for the operation of vehicles on the road, as amended by Act No. 193 / 2003 Coll., Act No. 226 / 2006 Coll., Act No. 170 / 2007 Coll., Act No. 239 / 2013 Coll., Act No. 63 / 2017 Coll., Act No. 193 / 2018 Coll., Act No. 52 / 2020 Coll., Act No. 3, § 38c., Act No. 543 / 2020 Coll., and Act No. 432 / 2022 Coll., ("Act No. 7f.) to implement § 4 (7), § 5 (9), § 6 (8) § 7 (6), § 38 (6), § 7b (8), § 7d (3), § 7e (3), § 7e § 7f (3), § 9 (§ 9), § 13 (8), § 8), § 3), § 7 (6), § 38 (6), § 38 (6), § 7b.
Decree No 343 / 2014 Coll., on Vehicle Registration, as amended by Decree No 399 / 2015 Coll., Decree No 10 / 2017 Coll., Order No 86 / 2017 Coll., Order No 158 / 2017 Coll., Order No 72 / 2019 Coll., Order No 40 / 2020 Coll. and Order No 330 / 2022 Coll., are amended as follows:
1. Paragraph 2 (4) is deleted.
2. in Articles 3 (2) (b) and 10 (2) (f), "waste" is replaced by "end-of-life products."
3. In Paragraph 3 (2), the words "and road vehicle data 'shall be added at the end of the text in point (c).
4. In Article 3 (2) (e), the words "by entering the data contained in the register of the technical data of the approved road vehicle types of the road vehicle register, in the case of technical data on the road vehicle, 'are replaced by the words" by manual typing of the data when data are not kept in the information systems referred to in points (a) to (d)';
5. In Article 3 (2) (f), at the end of the text in point 2, the words "if it is no longer available electronically in the register of road vehicles' shall be added.
6. In Article 3 (2) (f) (3), the words "the issue of a vehicle technical licence 'are replaced by the words" the registration of a vehicle in the register of road vehicles';
7. in § 3 (2) (f) (6):
"6th vehicle technical licence which has been surrendered or withdrawn. ';
8. in Article 3 (2), point (g) is deleted;
9. In Article 3 (3), "(a) to (e) 'is replaced by" (a) to (d)';
10. in Article 3 (4), the last sentence is deleted;
11. in Article 3, paragraphs 5 and 6 are deleted;
12. in Article 6 (1) and (2), the words "and the technical licence of a road vehicle" shall be deleted;
Article 13 (7) shall be deleted, including the title.
14. In Section 9, the words "and the technical licence of a road vehicle 'are deleted.
15. In Section 9 of the Introductory Part of the Provisions, the words "and the technical licence of a road vehicle 'are deleted.
16. in Articles 10 (1) (d) and 10 (2) (d), the words "technical pass" shall be deleted;
17. in Paragraph 10 (1), the word "a" shall be replaced by a comma at the end of point (e).
18. In Article 10, at the end of paragraph 1, the dot is replaced by "a 'and the following point (g) is added:
"(g) an indication of the maintenance of the registration mark, the plates bearing this registration mark and the vehicle registration certificate if the road vehicle is disabled for more than 3 consecutive years."
19. in Paragraph 10 (3) (e), the words "documents issued" are replaced by the words "documents issued."
20. in Paragraph 13 (1) (e), the words "and special vehicle" shall be deleted;
21. in Article 13 (1), the word "or" shall be deleted at the end of point (f) and the following point (g) shall be added:
"(g) a motor-powered wheelchair, if its width or length exceeds 1,4 m, its design speed exceeds 15 km.h-1 or its maximum permissible mass exceeds 450 kg; or"
Point (g) shall be renumbered as point (h).
22. in Paragraph 14 (1) (b):
'(b) engine power determined by the road vehicle manufacturer
1. in kW / rated speed in min-1 in the case of an internal combustion engine; or
2. in kW for other engines, ';
23. in Article 14 (1) (c), the word "incineration" shall be inserted after the word "volume."
24. in Paragraph 14 (4):
"(4) The data on the overall dimensions of the road vehicle in mm shall be recorded within the scope of the design parameters of the road vehicle indicated in the roadworthiness document. ';
25. In Section 16, the word "authorisation 'is replaced by" approval'.
26. in Article 16 (1) (e), the words "Part I or Part II" shall be deleted;
27. in § 16 (2) of the introductory part of the provision, in § 16 (2) (a) and (c), in § 16 (3) of the introductory part of the provision, and in § 16 (3) (a) and (b), "authorisation" is replaced by "approval."
28. in Article 16 (2) (b), the word "authorised" is replaced by "approved."
29. After Paragraph 16, the following Section 16a is inserted:

(K § 5 (9) of the Act)
Details of the data entered in the register of road vehicles are given in Annex 8 to this Regulation. '.
30. Paragraph 17 to 20 shall be deleted, including the headings.
31. Paragraph 21, including the title, reads:
Means of recording the data in the new registration certificate of a road vehicle and its scope
(K § 7f (3) of the Act)
(1) Data shall be entered in the registration certificate of a road vehicle within the scope of Annex 12 to this Regulation.
(2) The entry in the registration certificate of a road vehicle shall be carried out by a computer printer of the register of road vehicles and certified by the stamp, signature of the authorised person and the date of registration. '
32. Paragraph 22, including the title, reads:
Model of road vehicle documents and model of application for new road vehicle documents
(K § 7 (6) and § 7f (3) of the Act)
(1) The technical certificate of a road vehicle contains protective features, is made in shades of green and blue colour and is 210 x 297 mm. The model of the road vehicle technical licence is set out in Annex 10 to this Regulation.
(2) The certificate of registration of a road vehicle contains protective features and is laminated with a protective liner. The document is made in shades of yellow-green-blue colour and its size is 105 x 75 mm. The model of the certificate of registration of a road vehicle is set out in Annex 12 to this Regulation.
(3) The model of the application for the issue of a new road vehicle technical licence and a new road vehicle registration certificate is set out in Annex 14 to this Regulation. '
33. Paragraph 22, including the title, reads:

(K § 7 (6) and § 7f (3) of the Act)
(1) The certificate of registration of a road vehicle contains protective features, is laminated with a protective film and its size is 105 x 75 mm. The model of the certificate of registration of a road vehicle is set out in Annex 12 to this Regulation.
(2) The model for the application for a new registration certificate for a road vehicle is set out in Annex 14 to this Regulation. "
34. In § 28, the text under the heading "§ 5 (8) 'is replaced by" § 5 (9)'.
35. in Article 29 (1) (a), (b), (h), (i), (n) and (o), the words "special vehicle" shall be deleted;
36. in Paragraph 29 (1) (e) and (l), the words "technical licence" are replaced by the words "register of road vehicles."
37. in Article 33 (3), the words "road vehicle technical pass" are replaced by the words "road vehicle register."
38. in Article 37a (1), "Article 17" is replaced by "Article 21."

For the entry of bodywork type data in the road vehicle register, the entry in the third column of the table shall be mandatory. An indication from the second column of the table may also be provided for each vehicle type.

Means of entering the data on the new vehicle technical licence
All entries in the technical licence (hereinafter referred to as "TP ') shall be in substantially large letters of the alphabet, even if it uses a different type of font in the submitted documentation. Only for the heading of the harmonised type-approval of a road vehicle, variant, version and text in" OTHER RECORDS', the letters of the small alphabet may be used.
In case the number of characters is greater than the capacity of the item, only the reference to "OTHER RECORDS 'is entered under the item, where the whole item is given. In such a case, the character" * "shall be entered in the relevant item and the full entry shall be entered in the item" OTHER RECORDS "under the same item number. When the maximum number of characters is exceeded, the box shall show the characters that can be entered." *
The data to the TP shall be entered on the basis of legal documents, i.e. the document of approval of the technical competence of the vehicle and documentation certifying the recorded data in the TP.
If the indication for the category is not relevant or does not appear in the Technical Authorisation Document, it shall not be provided.
Items entered on the vehicle's technical licence, classified as indicated on the vehicle's technical licence:
K Type-approval number of the vehicle: the harmonised or national type-approval number of the road vehicle shall be entered. If both options exist, they shall be written down and divided by a slash in order of harmonised approval.
Type of vehicle: the entry from the first column of the table set out in Annex 5 is entered.
2 The entry from the second column of the table set out in Annex 5 shall be entered.
J Vehicle category: abbreviation of vehicle category - an indication established on the basis of harmonised and national rules based on technical characteristics of the vehicle.
D.1 Factory mark: an indication specified at the time of approval of the vehicle's technical competence.
D.2. Type: an indication established at the time of approval of the technical suitability of the vehicle.
3 / 4 Variant / version: an indication set at the time of approval of the vehicle's technical competence. If not specified by the manufacturer, it shall not be entered in TP.
E Vehicle identification number (VIN): The vehicle identification number shall be entered without spaces and separators.
D.3. Trade description: an indication established at the time of approval of the vehicle's technical competence. If not specified by the manufacturer, it shall not be entered in TP.
5 Vehicle manufacturer: indication in the format of the manufacturer's name, city, state. If the maximum number of characters is exceeded, it is possible to shorten the name of the manufacturer or not to indicate the city.
6 Engine manufacturer: an indication in the format of the manufacturer's name, city, unless otherwise specified in the approval of technical competence. If the maximum number of characters is exceeded, it is possible to shorten the name of the manufacturer or not to indicate the city.
7 Type: an indication established at the time of approval of the technical competence of the vehicle.
P.2 / P.4 Maximum power [kW] at speed [min-1]: structure figure: power rounded to a maximum of one decimal place / speed or maximum continuous rated power for an electric motor. In the case of previously approved vehicles which have power shown in horses, the figure shall not be recalculated and the symbol "k 'shall be entered for the power value. The power unit declared by the vehicle manufacturer shall always be reported.
P.3 Fuel: the entry from the table set out in Annex 4 is entered.
P.1 Lift, volume [cm3]: structure: volume rounded to no more than one decimal place
V.9 Emission limit No: entry of data on the basis of a regulation that clearly meets the / emission level of EURO. The EURO emission level shall be reported in the form of "EURO 'in conjunction with Arab numerals.
V.6 Correction coefficient of absorption [m-1]: structure figure: smoke value rounded to no more than two decimal places.
V.7 / V.8 CO2 / Fuel consumption [g * km-1 / L * 100 km-1]: structure figure: CO2 combined / consumption combined, rounded to a maximum of one decimal place. The data is recorded for vehicles of those categories for which this information is required by the international regulatory base, which is bound by the Czech Republic.
8 Manufacturer: Body manufacturer in manufacturer's format, city, state. If the maximum number of characters is exceeded it is possible to shorten the name of the manufacturer or not to indicate the city If the bodywork manufacturer is the same as the vehicle manufacturer, it shall not be entered in TP.
Type (s): the entry from the third column of the table set out in Annex 5 by type of vehicle.
10 Production number (next step): the entry shall be entered only if it is different from the vehicle identification number (VIN); in this TP item, the superstructure manufacturer (in gradual production) writes his serial number.
R Color: entry from Annex 6 is written.
S / S.1 / S.2 Total number of seats / seating / standing position: an indication set at the time of approval of the vehicle's technical competence.
11,12,13 Total [mm]: length, width, height: an indication specified when the vehicle is approved for its technical competence.
M Wheelbase [mm]: an indication established at the time of approval of the vehicle's technical competence. The sub-frames shall be separated by the symbol "+"
14 Dispatch [mm]: an indication established at the time of approval of the vehicle's technical competence. In case of a range, a larger figure is written. To be reported for M1 and N1 category vehicles.
G Operating mass [kg]: an indication established at the time of approval of the vehicle's technical competence.
F.1 / F.2 The maximum technically permissible mass (s) [kg]: The value determined when the vehicle is approved shall be recorded. The mass technically permissible and authorised shall always be entered with the separate symbol "/ '. If technically permissible and permissible masses are identical in value, both values shall always be recorded. The technically permissible value is determined by the manufacturer and the authorised mass is the mass established by the legislation governing the authorised mass of vehicles. Where authorised masses are not included in the submitted documentation under the law, these values should be established for the category and implementation of the vehicle under the legislation governing the authorised vehicle masses.
N Maximum technically permissible axle load / permissible axle mass [kg]: The value determined when the vehicle is approved for its technical competence shall be recorded. The mass technically permissible and authorised shall always be entered with the separate symbol "/ '. If technically permissible and permissible masses are identical in value, both values shall always be recorded. The technically permissible value is determined by the manufacturer and the authorised mass is the mass established by the legislation governing the authorised mass of vehicles. Where authorised masses are not included in the submitted documentation under the law, these values should be established for the category and implementation of the vehicle under the legislation governing the authorised vehicle masses.
O1, O.2 The maximum technically permissible mass (s) of the trailer [kg] (Braked or unbraked): The value specified at the time of approval of the vehicle's technical competence shall be recorded. The mass technically permissible and authorised shall always be entered with the separate symbol "/ '. If technically permissible and permissible masses are identical in value, both values shall always be recorded. If the vehicle is not intended for towing, the items shall remain empty.
15 The maximum technically permissible / permissible mass of the combination [kg]: an indication specified when the vehicle is approved for its technical competence. The data shall be recorded only for vehicles capable of towing the trailer.
16 Connector - type: entry from Annex 7 is entered.
L Number of axles - of which driven: the figure in the structure is recorded: the total number of axles - the number of axles driven and verbally, which are (according to order from the front of the vehicle).
N Wheels and tyres on axle (1-2- 3-4....) - dimensions / installation (dual = 2): the structure information is recorded: the wheel dimension including the bay; Tyre size including mass and speed index (e.g. 7.0JX18 ET51; 225 / 55 R18 98V). If it is a double assembly, "(2)" is written for writing. Where the information is given in a harmonised approval, it shall be recorded to the extent that it is entered in the certificate of conformity. Variable uses are listed in "Other records."
U.1 / U.2 External noise of the vehicle (dB (A)) - standing at [rpm * 1]: the figure in the structure is recorded: the noise rounded to no more than one decimal place / speed.
U.3 while driving: The figure in the structure is recorded: noise rounded to no more than one decimal place.
T Maximum permitted speed (km / h): The value determined at the time of approval of the vehicle's technical competence shall be recorded. The equipment of the vehicle shall not be indicated by the restraint.
Q: Power / mass ratio (kW * kg-1): the figure is rounded to three decimal places. This is the ratio of power to operating weight. To be reported only for L-category vehicles.
17 Regulation, fuel consumption (L / 100 km): The data shall be entered for those categories of vehicles which have it in the information package. Data shall be provided according to the methodology applicable at the time of approval. Indication of the structure: the code by which consumption is declared, the value of consumption rounded to no more than one decimal place.
RECORDING TO APPROVAL OF THE TECHNICAL ELIGIBILITY OF THE VEHICLE
The box is intended for the completion of the data on the approval of the technical capacity of a road vehicle and is always entered at the time of issue of the technical licence under the heading "date 'and" stamp and signature of the authorised person', the recognition and approval of the technical capacity of the vehicle, including the "approval number '.
OTHER RECORDS
The following information shall be entered in the box:
1. on the document of technical competence of a road vehicle accompanying the application for registration of a vehicle in the register of road vehicles to the extent that the document is identified and the particulars of the registration mark issued in another Member State, including the indication of the country of origin of the vehicle.
2. the variable design of the road vehicle with the indication "#" and the alternative design with the indication "*" and the item to which the entry is linked.
3. the legal exceptions allowed when approving the technical competence of a road vehicle.
4. on the approval of the technical competence of a road vehicle at stage 2 of approval.
5. Whether it is a duplicate. In the case of duplicate, the data entered in the vehicle technical licence shall be used to the extent applicable at the time of approval of the technical competence of the vehicle, even if such data contravenes the legislation in force at the time of issue of the duplicate, except for obvious errors.
6. on the individual use / installation of vehicle equipment requiring a technical assessment.
7. the historical nature of the vehicle.
8. specifying the performance of the vehicle.
9. on fuel consumption and CO2 value in case of multi-fuel vehicle approval. Data for second and other fuels shall be recorded. ';

Details of data entered in the register of road vehicles
All entries in the road vehicle register shall be written in substantially large letters of the alphabet, even if the manufacturer uses a different type of font in the submitted documentation. Only the heading of the harmonised type-approval number of a road vehicle, variant, version and in the text "other written data 'may be used with the letters of a small alphabet.
The data shall be entered in the register of road vehicles on the basis of legal documents, i.e. the document of approval of the technical competence of the vehicle and the documentation certifying the entry in the register of road vehicles.
Data not relevant for the category concerned or not appearing in the Technical Authorisation Document shall not be provided.
