DECLARATION
of 5 May 2017
amending Decree No. 133 / 2010 Coll., on fuel requirements, on the method of monitoring and monitoring the composition and quality of fuel and on their registration (Decree on the quality and registration of fuel), as amended by Decree No. 278 / 2011 Coll.
The Ministry of Industry and Trade provides, pursuant to Section 11 of Act No. 311 / 2006 Coll., on Fuel and Fuel Pump Stations and on the amendment of certain related laws (Fuel Act), as amended by Act No. 91 / 2011 Coll., Act No. 234 / 2013 Coll. and Act No. 152 / 2017 Coll., to implement Sections 3 (4), 4 (1), 5 (4) and 7 (5):
Decree No. 133 / 2010 Coll., on the requirements for fuel, on the method of monitoring and monitoring the composition and quality of fuel, and on their registration (Decree on the quality and registration of fuel), as amended by Decree No. 278 / 2011 Coll., is amended as follows:
1. In Paragraph 1 (1) of the Introductory Part of the Provisions, the words "European Community1) 'are replaced by the words" European Union1'.
2. The following sentence is added at the end of footnote 1: "Directive 2014 / 94 / EU of the European Parliament and of the Council of 22 October 2014 on the introduction of infrastructure for alternative fuels. '
3. in Article 2, the following point (a) is inserted:
"(a) the code of the combined nomenclature for the code number of the selected products referred to in the Council Regulation on the tariff and statistical nomenclature and on the Common Customs Tariff (6), as amended on 1 January 2002,
(6) Council Regulation (EEC) No 2658 / 87 of 23 July 1987 on the tariff and statistical nomenclature and on the Common Customs Tariff. "
Points (a) to (o) shall be renumbered (b) to (p).
4. in Article 2 (b), the word "nomenclature" is replaced by "nomenclature."
footnote 2 is deleted.
5. in Article 2 (i), "3824 90 91" is replaced by "3824 90 99."
6. In Paragraph 2 (j), "3824 90 97 'is replaced by" 3824 90 99'.
7. in Article 2 (m):
"(m) liquefied natural gas (LNG) gas intended for the propulsion of combustion positive-ignition engines referred to under CN code 2711 11 11 00, '.
8. in Article 2, the following points (n) and (o) are inserted after point (m):
"(n) biomethane-treated biogas, the quality and purity of which is comparable to that of natural gas covered by Combined Nomenclature code 2711 21 00,
(o) hydrogen gas intended for the propulsion of combustion positive ignition engines or for fuel cells with a proton exchange membrane referred to under CN code 2804 10 00, '.
Points (n) to (p) shall be renumbered as points (p) to (r).
9. in Paragraph 3 (1) (j):
"(j) hydrogen for direct use CSN ISO 14687 - 1 (65 6520) or hydrogen for fuel cells with proton exchange membrane CSN ISO 14687 - 2. '
10. In Article 3, at the end of paragraph 1, the dot is replaced by a comma and the following points (k) and (l) are added:
"(k) LNG ČSN 65 6517 and complies with the quality indicators set out in Annex 3 to this Regulation,
(l) biomethane CSN 65 6514. ';
11. in the first sentence of Article 4 (4), the words "or compulsory" shall be inserted after the word "controlled."
12. the words "and LNG" shall be inserted after the word "CNG."
13. in the last sentence of Article 6 (1), "26" is replaced by "10."
14. in the last sentence of Paragraph 7 (2), the words "and CNG" shall be replaced by the words "CNG and LNG."

Fuel records
The summary report on the quantities and composition of each type of fuel sold at service stations in the previous calendar year or for the period of that year during which the activity was carried out shall contain:
(a) details of the service station operator transmitting the report, namely:
1. if the natural person, name or surname, surname or business name, date of birth, identification number, if assigned, address of the place of permanent residence and, where applicable, place of business, address of the place of residence in the Czech Republic with a foreign person, if permitted, address of the place of registered residence in the Czech Republic or location of the organizational component of the enterprise in the Czech Republic, if established;
2. if a legal person, a business firm or a name, registered office and identification number has been assigned to a foreign person, the location of the organisational component of an enterprise in the Czech Republic, if it establishes it,
(b) a clear identification of the individual service stations;
(c) information on the quantities of fuel sold at individual service stations listed in Annex 15 to this Decree;
(d) the name and, where appropriate, the name, surname and signature of the person responsible for the processing of the summary report. ";
16. In Annex 1, Table 1, row 11, "6,0 'is replaced by" 2,0'.
17. In Annex 2, at the end of the table, the following row 12 is added:
