THE LAW
of 17 March 2021
amending Act No. 505 / 1990 Coll., on Metrology, as amended
Parliament has decided on this law of the Czech Republic:
Act No. 505 / 1990 Coll., on Metrology, as amended by Act No. 4 / 1993 Coll., Act No. 119 / 2000 Coll., Act No. 13 / 2002 Coll., Act No. 137 / 2002 Coll., Act No. 226 / 2003 Coll., Act No. 444 / 2005 Coll., Act No. 481 / 2008 Coll., Act No. 223 / 2009 Coll., Act No. 155 / 2010 Coll., Act No. 18 / 2012 Coll., Act No. 85 / 2015 Coll., Act No. 264 / 2016 Coll., and Act No. 183 / 2017 Coll., is amended as follows:
1. Paragraph 2 (2), including footnote 7, reads as follows:
"(2) The basic metering units (7) are:
(a) time unit - second (s),
(b) unit of length - meter (m),
(c) unit of mass - kilogram (kg),
(d) electric current unit - amperage (A),
(e) thermodynamic temperature unit - kelvin (K),
(f) the substance quantity unit - mol (mol),
(g) unit of luminous intensity - candela (cd).
7) Commission Directive (EU) 2019 / 1258 of 23 July 2019 adapting to technical progress the Annex to Council Directive 80 / 181 / EEC as regards the definitions of basic SI units. ';
2. In Article 2, the following paragraph 3 is added:
"(3) Basic measurement units (7) are defined as follows:
(a) the second is defined by the determination of a fixed numerical value of the frequency of the latter, the transition between two levels of the very fine structure of the base state of the caesium 133, situated in a resting state equal to 9 192 631 770, expressed in Hz, which is equal to negative 1;
(b) the meter is defined by the fixed numerical value of the light speed in vacuum c, which is equal to 299 792 458, if expressed in m / s unit, where the second is defined by the latter;
(c) the kilogram is defined by determining the fixed numerical value of Planck's constant h, which is equal to 6,626 070 15 × 10-34, if expressed in J unit s, which is equal to kg m2 s-1, where the meters and seconds are defined by means of c and the latter;
(d) the amperage is defined by the fixed numerical value of the elementary charge e, which is equal to 1,602 176 634 × 10-19, if expressed in unit C, which is equal to A s, where the second is defined by means of the latter;
(e) kelvin is defined by the fixed numerical value of the Boltzmann constant k, which is equal to 1,380 649 × 10-23, if expressed in J K-1 unit, which is equal to kg m2 s-2 K-1, where the kilogram, meter and second are defined by h, c and hh;
(f) one mole contains exactly 6,022 140 76 × 1023 elementary entities; This number is the fixed numerical value of the Avogadro constant (NA), if expressed in mol-1 unit, and is called the Avogadro number; The mass (n) of the system is the number of specified elementary entities; An elementary entity may be an atom, molecule, ion, electron, any other particle or specified particle grouping;
(g) the candela is defined by the determination of a fixed numerical value of the light efficiency of monochrome radiation at a frequency of 540 × 1012 Hz (Kcd) which is equal to 683 when expressed in the unit lm W-1, which is equal to cd sr W-1 or cd sr kg-1 m-2 s3, where the kilogram, meter and second are defined by h, c and vCs. ';
Efficacy
This Act shall take effect on 13 June 2020.
