ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 6 April 2020
on the adoption of crisis measures
Following the Government Resolution No 194 of 12 March 2020 by which the Government, in accordance with Article 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, issued emergency measures for the purposes of Article 5 (a) to (e) and § 6 of Act No. 240 / 2000 Coll., on emergency management and amending certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of crisis measures, by virtue of the provisions of § 5 (c) and § 6 (1) (b) of the Crisis Act.
Government with effect from 7 April 2020 at 00: 00 for the duration of the emergency situation
I. requires representatives of local authorities and other persons, including the public, to observe a distance of at least 2 metres between each other in order to restrict the freedom of movement within the territory of the Czech Republic and to use breathing protection (nose, mouth), such as respirator, mask, scarf, scarf or other means of preventing the spread of the droplets, when participating in the meetings of local authorities;
II. requires the local authorities to:
1. ensure, in an appropriate manner, compliance with the obligations laid down in point I., that the participants' distance between the representatives of the local authorities are respected at least 2 metres;
2. ensure, in an appropriate way, that the public is able to exercise the legal rights associated with participating in the deliberations of the council;
III. Recommends the local authorities to ensure, where possible,
1. the participation of representatives of local authorities and other persons, including the public, at the meetings of the local authorities, by means of means of distance communication allowing real-time participation without their personal presence, such as videoconferencing or teleconferencing, provided that they allow the exercise of the legal rights associated with participation in the meetings of the local authorities;
2. in the case of the personal participation of the representatives of the local authorities and other persons, including the public at the meetings of the local authorities, the separation of the representatives of the local authorities from the public by appropriate means, such as their participation in a separate room or an open area meeting;
IV recommends that the local authorities apply the measures provided for in points II and III accordingly in the negotiations of their other collective bodies;
V. the Government Resolution of 23 March 2020 No 274, published under No. 122 / 2020 Coll.
