GOVERNMENT REGULATION
of 1 December 1993
on the free provision of textbooks, teaching texts and basic school needs
The Government pursuant to Article 4 (2) of Act No. 29 / 1984 Coll., on the System of Primary and Secondary Schools (School Act), as amended by Act No. 171 / 1990 Coll., provides:
Textbooks and teaching texts
(1) Teachers of the first years of primary schools, special primary schools, special schools and auxiliary schools and pupils of the preparatory years of primary schools and special schools are provided free of charge by the textbooks and teaching texts on the list of textbooks issued by the Ministry of Education, Youth and Sports (1)
(2) Teachers of second to ninth grade primary schools, special primary schools, special schools and auxiliary schools, pupils of gymnastics and conservatory with a course of compulsory schooling, individually integrated blind secondary school pupils and pupils of special secondary schools and vocational schools are provided free of charge for the school year by the textbooks and teaching texts published by the Ministry of Education, Youth and Sports (1)
(3) The principal of the secondary school establishes a library of textbooks and teaching texts for free use for socially needed pupils and lays down rules for their distribution. In the school year 1994 / 95, this library contains so many textbooks and teaching texts to cover the needs of up to 30% of pupils in the school year 1995 / 96 to 20% of pupils in the school year 1996 / 97, and will be maintained to cover the needs of up to 10% of pupils in the school year 1995 / 96 to 20% of pupils in the school year 1996 / 97.
(4) The textbooks and teaching texts provided under paragraph 1 are not returned by pupils; the textbooks and teaching texts provided under paragraphs 2 and 3 are returned by the end of the school year at the latest.
Basic school supplies
Basic school needs are provided to pupils in the first years of primary schools and special schools, pupils in primary schools and special schools, pupils in the first to ninth years of special primary schools and auxiliary schools and individually integrated primary school pupils. These school supplies are paid from the financial standard per pupil and school year in the amount of CZK 200 per pupil and school year.
Textbooks, teaching texts and basic school supplies can also be paid from other sources.
Transitional provisions
(1) The textbooks and teaching texts provided to pupils of primary, secondary and special schools for the 1993 / 94 school year, according to the current regulations, remain free of charge in this school year.
(2) Basic school needs shall be provided to pupils of primary, secondary and special schools in accordance with existing regulations by the date on which this Regulation takes effect.
(1) In the school year 1994 / 95, secondary school pupils buy textbooks and teaching texts at 50% of the purchase price or textbooks and teaching texts already used at a maximum of 50% of the remaining price.
(2) The school director shall retain the necessary number of textbooks and teaching texts for the creation of a library in accordance with Section 1 (3). The remaining textbooks are sold out at a maximum of 50% of the purchase price.
Final provisions
The Directive of the Ministry of Education of the Czech Socialist Republic No. 20.552 / 72-24 on the free provision of textbooks and school supplies, reg. 19 / 1972 Coll., as amended by Directive No. 20.368 / 79-24, reg. 19 / 1979 Coll.
This Regulation shall enter into force on the day of its publication.
