on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on cooperation in the field of health, medical sciences and the medical industry
On 26 September 1980, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on cooperation in the fields of health, medical sciences and the medical industry was signed in Prague. Pursuant to Article 11 thereof, the Agreement entered into force on the date of signature.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics on cooperation in the fields of health, medical sciences and the medical industry
The Government of the Czechoslovak Socialist Republic and the Government of the Union of Soviet Socialist Republics,
in accordance with the principles of the Treaty of Friendship, Cooperation and Mutual Assistance between the Czechoslovak Socialist Republic and the Union of Soviet Socialist Republics of 6 May 1970,
guided by the best interests of the construction of socialism and communism, carried out in the name and for the good of man,
recognising that ensuring citizens' right to health, first declared by the socialist social establishment as one of the fundamental human rights of citizens and enshrined in the constitutions of both countries, is the most important social task of the States,
Recognising its great responsibility for the implementation of this right, with satisfaction of the extraordinary achievements of socialist states in protecting the health of their peoples and recognising that further improvement in human health requires the rapid development of medical sciences, the implementation of a wide range of state, social and health measures in the care of the people, the continuous improvement of generally available and highly qualified medical preventive care to all populations, as well as the socialist integration of the production of medical industry objects,
highlighting that the successful performance of these tasks in each individual country is inseparably linked to the protection and consolidation of the health of all nations and the development of broad international cooperation in this important field of activity,
convinced that the development of health and the achievement of the required level of health of the population in the various countries of the world is primarily linked to the solution to the main problem of the present day - the preservation and consolidation of peace, progress in disarmament and the elimination of the threat of nuclear war,
On the basis of the positive experience gained in implementing the measures provided for in the Convention between the Government of the Czechoslovak Republic and the Government of the Union of Soviet Socialist Republics on cooperation in the field of health of 4 December 1957, they agreed:
The Parties will develop and deepen the cooperation of their States in all areas of health, medical science and the production of articles for medical purposes, aimed at continuously improving the health status of the people of both countries on the basis of the principles of socialist health widely recognised on an international scale - state and planned nature of health, its focus on prevention, the principles of non-validity and the universal availability of highly qualified medical care to all populations, the unity of medical science and practice, the wide participation of the public in addressing these tasks.
The Parties will exchange experience in developing and improving health and health industry policies, taking into account the development of the perspective of socialist health.
The Parties shall focus their joint efforts on addressing the following most important tasks of the health and health industry of both States:
improving the organisation and management of health and medical science, ensuring the rapid application of scientific knowledge to medical practice based on long-term plans and forecasts of economic and social development of the national economy, world science and practice,
increasing the effectiveness of national health surveillance aimed at providing health and hygienic-epidemiological care for the population of both States,
further development and improvement of basic and specialised preventive care facilities,
improving the preparation and specialisation of health workers, rational and efficient use of cadre and material technical resources to protect the health of the population,
carrying out scientific clinical research on new medical devices and medical techniques,
further improvement of the production of medical devices and medical devices in order to meet as fully as possible the needs of the health authorities of both countries.
Cooperation under this Agreement shall take place:
by mutual consultation with a view to coordinating plans for the development of health, medical sciences and the health industry,
This appropriation is intended to cover commitments remaining to be settled from previous years.
developing and deepening direct contacts and cooperation between scientific research and teaching institutes, as well as between major health and healthcare institutions, editorial boards of medical journals and medical journals,
developing and implementing joint programmes aimed at addressing the most important tasks of the health and health industry of both countries, on the basis of broad cooperation and specialisation of scientific research and production of articles for medical purposes, as well as other effective measures under bilateral and multilateral cooperation,
the exchange of trainees and experts to study experience and increase skills and specialisation, by improving the preparation of young experts,
the exchange of scientific, technical, medical and manufacturing information, including the results of joint scientific research and development work, the issuance of monographs, teaching aids, collections, articles and other publications, information on registered joint patents.
The competent authorities of the Contracting Parties shall immediately inform each other of the quarantine and other infectious diseases arising in the territory of one of the two States which could affect the epidemiological situation in the other State. They shall exchange information on knowledge in the field of prevention, diagnosis and treatment of these diseases and, where necessary, coordinate and take joint action to eliminate them.
The Parties shall contribute to the development of mutually beneficial bilateral and multilateral scientific, technological and economic cooperation in the field of the manufacture of chemical and pharmaceutical and biological preparations and articles of medical technology in order to meet as fully as possible the needs of the health authorities of both countries for new effective products for medical purposes.
The development of cooperation in these areas will take place on the basis of specialisation and cooperation of production in order to deepen and expand socialist economic integration.
The Parties shall coordinate their action and cooperate within the framework of the World Health Organisation and other international organisations and shall focus their efforts in particular on addressing issues that will contribute to improving the effectiveness of the activities of these organisations.
The Parties shall provide these organisations with the opportunity to benefit from their experience in the field of health and medical sciences.
The Contracting Parties shall ensure free qualified medical care for citizens of the other Contracting Party who are temporarily or permanently on their territory in the event of a sudden illness requiring outpatient and constitutional care.
The Contracting Parties shall ensure, where necessary, the provision of posts in preventive facilities and in sanitarium facilities to patients of the other Contracting Party after consultation between the health ministries of both countries.
In order to coordinate efforts to implement this Agreement, the Parties shall set up a permanent working group on cooperation in the field of health, medical sciences and the medical industry.
The Standing Working Group shall regularly draw up cooperation plans and monitor their implementation in accordance with the legal rules in force in each of the Contracting Parties.
The Standing Working Group shall hold its meetings alternately in the State of each Contracting Party.
The Parties shall comply with the following financial provisions when implementing this Agreement:
1. Scientific and technical cooperation between the organisations of the two Parties, including the exchange of scientific documentation in the fields of medical sciences and health, the development and production of articles for medical purposes (pharmaceutical and medical technology), as well as the provision of scientific and methodological and consulting assistance, will be carried out on the basis of the General Conditions for the implementation of scientific and technological cooperation between the CSSR and the USSR of 18 May 1973.
2. When officially inviting experts from one of the Contracting Parties to participate in the work of medical congresses and conferences in the State of the other Contracting Party, the receiving Party shall take on all costs associated with the residence of experts in that country, except travel to and from the place of destination.
3. The Parties shall, as far as possible, make exchanges of health and scientific and technical personnel under this Agreement on the basis of reciprocity and non-exchange settlement.
In such a case, the receiving Party shall bear the costs associated with the residence of the health and scientific and technical staff of the other Party in its country. Travel to and from the destination will be carried by the sending party.
4. The sending Party shall bear the costs of sending health and scientific and technical personnel to the State of the other Party to study various health and medical science issues beyond reciprocity.
5. The Contracting Parties shall, in accordance with their national provisions, provide free of charge to the citizens of the other State referred to in the first paragraph of Article 7 of this Agreement all kinds of medical care, including meals and the medicines required, for the duration of their placement in the bedside departments of medical facilities.
The costs associated with the travel of the patients referred to in the second paragraph of Article 7 of this Agreement to and from the place of destination and their residence in the State of the other Contracting Party before and after their completion in the bed ward of the medical establishment shall be borne by the sending Party.
The Convention between the Government of the Czechoslovak Republic and the Government of the Union of Soviet Socialist Republics on Health Cooperation, signed in Prague on 4 December 1957, expires on the date of entry into force of this Agreement.
This Agreement shall enter into force on the date of signature.
This Agreement shall be negotiated for a period of 10 years. The Agreement shall be tacitly extended for a further period of five years, unless one of the Contracting Parties notifies the other Party in writing six months before the expiry of the relevant period of validity of the Agreement of its wish to terminate it.
