of 26 March 2008
establishing the list of pollutants and thresholds and the data required for reporting to the integrated environmental pollution register
The Government orders pursuant to § 3 (1) (b) and (c) and § 3 (3) of Act No. 25 / 2008 Coll., on an integrated register of environmental pollution and an integrated system for fulfilling environmental reporting obligations and amending certain laws:
List of pollutants
(1) The contaminants and the reporting thresholds for releases to the integrated pollution register are set out in Annex 1 to this Regulation.
(2) Pollutants and pollution thresholds for the reporting of emissions of pollutants in waste arising directly or directly from the activity of the installations operated are set out in Annex 2 to this Regulation.
Data required for reporting to the integrated pollution register
The data required for reporting to the integrated pollution register are set out in Annex 3 to this Regulation.
Efficacy
This Regulation shall enter into force on the day of its publication.

Explanatory notes
1 The numerical labelling of the substance corresponds to the serial number following the list of substances in Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council of 18 January 2006 establishing a European Pollutant Release and Transfer Register and amending Council Directives 91 / 689 / EEC and 96 / 61 / EC.
2 A dash (-) indicates that there is no reporting obligation for the relevant parameter and component.
3 Total quantity of the following brominated diphenylethers (PBDE): hexa-BDE and heptan-BDE.
4 When one of the pollutant thresholds for brominated diphenylethers (PBDE) as the total amount of brominated diphenylethers penta- BDE, octa- BDE and deca-BDE as set out in Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council is exceeded, the total amount of brominated diphenylethers hexaBDE and heptabde shall be reported in the relevant leakage.
5 When one of the pollution thresholds for pentachlorophenol (PCP), as set out in Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council, is exceeded, the total amount of salt and esters of pentachlorophenol shall be reported in the relevant leakage.
6 The total amount of polychlorinated naphthalene shall be reported in the relevant leakage when any of the limits of the pollutants of naphthalene set out in Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council are exceeded.
7 When one of the pollution thresholds for polycyclic aromatic hydrocarbons (PAH), as set out in Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council, is exceeded, the total amount of benzo (a) pyrene shall be reported in the relevant leakage.
8 When the pollution threshold for carbon dioxide (CO2), as set out in Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council, is exceeded, the total amount of carbon dioxide (CO2) without biomass burning shall be declared in the relevant leakage.

Explanatory notes
1 The numerical labelling of the substance corresponds to the serial number used in Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council or subsequent numbering.
2 Unless otherwise stated, each pollutant listed in Annex 2 shall be declared as the total quantity of that pollutant or, where the pollutant is a group of substances, as the total quantity of the group.
3 All metals are reported as the total amount of element in all chemical forms present in the transmission of substances in waste.
4 Expressed as I-TEQ.
5 Individual pollutants are reported when the BTEX threshold is exceeded (aggregate parameter for benzene, toluene, ethyl benzene, xylenes).
6 Total amount of phenol and simple substituted phenols expressed as total carbon.
7 Polycyclic aromatic hydrocarbons (PAH) are measured as benzo (a) pyrene (50-32- 8), benzo (b) fluoranthene (205-99-2), benzo (k) fluoranthene (207- 08- 9), indeno (1,2,3- cd) pyrene (193- 39-5) for the purpose of reporting the transmission of substances in waste.
8 Total amount of xylene (ortho-xylene, meta-xylene, para-xylene).
9 A total amount of polychlorinated naphthalene is also reported when the pollution threshold for waste is exceeded outside the plant for the pollutant naphthalene.
10 The total amount of benzo (a) pyrene is also reported when the pollution threshold for waste is exceeded outside the plant for the pollutant polycyclic aromatic hydrocarbons (PAH).

Explanatory notes
1 Indicate the operator identification number if assigned; if the operator has an IČO of less than eight seats, it shall be completed from left to 8 seats.
2 To be indicated if the operator is a person with a registered office outside the Czech Republic.
3 This is the unique identification number of the establishment which is assigned to each establishment. This is not a person identification number (ICO).
4 Identification of equipment in the integrated prevention information system of the Ministry of Environment - device identifier in 12-digit format consisting of large letters and numbers.
5 Where an installation is partly or wholly covered by Directive 2003 / 87 / EC of the European Parliament and of the Council of 13 October 2003 establishing a scheme for greenhouse gas emission allowance trading within the Community and amending Council Directive 96 / 61 / EC, the identifier used for reporting under that Directive shall be provided.
6 The geographical coordinates of the establishment shall be expressed in longitude and latitude coordinates (details of the approximate centre of the establishment).
7 Designation of the river basin area according to Decree No. 393 / 2010 Coll., on the river basin areas.
8 Only reported when the substance is released into the water, for each leakage separately.
9 Classification of the NACE code with 4 digits pursuant to Commission Regulation (EC) No 29 / 2002 of 19 December 2001 amending Council Regulation (EEC) No 3037 / 90 on the statistical classification of economic activities in the European Community.
10 Classification of economic activities of the establishment published by the Czech Statistical Office.
11 This information shall not be published.
12 The field may contain additional information on the establishment which the operator wishes to provide to the public (e.g. information on changes within the establishment and others).
13 It is a non-public figure which is used exclusively for the communication of the operator and the administrator of the integrated environmental reporting registry (IRZ) with the notifier (e.g. due to the control of the reported data, their repair, etc.).
14 This is a public figure through which the public, media etc. can contact the announcer. The data will be published in accordance with Act No. 25 / 2008 Coll.
15 The operator shall provide information on the current state of the establishment (in operation / functional, cancelled / decimated, out of service / disabled, outside the E-PRTR / not regulated mode).
16 In the case of the submission of a so-called supplementary / corrective report through an integrated environmental reporting system (ISPOP), it is necessary to fill in the reasons for such submission, such as the identification of the error and the reason for the error, the accuracy of the reported data, supporting documents can also be attached, etc. Information is used only for the needs of the Ministry of Environment and Czech Environmental Inspection. The data will not be publicly available.
17 The activities and coding system set out in the Annex shall be indicated. I Regulation (EC) No 166 / 2006 of the European Parliament and of the Council and IPPC code, where available. In accordance with this coding system and IPPC code, where available, a list of all activities listed in Annex I to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council carried out in the establishment shall be provided. In accordance with Annex I to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council, the code E-PRTR consists of numbers 1 to 9 and points (a) to (g). All activities listed in the Annex to Act No. 25 / 2008 Coll.
18 Main activity as specified in the Annex I Regulation (EC) No 166 / 2006 of the European Parliament and of the Council or the main activity of the Annex to Act No 25 / 2008 Coll., where the establishment in question does not operate in accordance with Annex I to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council.
19 Data on pollutants listed in column 1a of Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council and Annex 1 to this Regulation shall be provided.
20 The serial number, CAS number and name of the pollutant shall be indicated in accordance with Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council or Annex 1 to this Regulation.
21 Mandatory indication of whether the reported information is based on measurement (M), calculation (C) or estimation (E).
22 Labelling of the method used if the data are measured or calculated. Where more than one methodology is used for one pollutant, all methodologies used should be identified by the establishment.
23 In case of estimation, the method used may not be indicated, but also in this case, the reported data must be adequately demonstrated and documented. The estimation may be used in particular if the amount of the reported substance cannot be determined by other means, i.e. by measurement or calculation (e.g. in case of emergency leaks).
24 Indication of the total amount of leakage / transfer of the relevant pollutant from all sources of activity (including emergency and diffuse); the quantity must be expressed in kg / year.
25 Indication of quantity (kg / year) of the pollutant in case of emergency.
26 Data on pollutants listed in column 1b of Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council shall be provided.
27 Enter the serial number, CAS number and name of the pollutant in accordance with Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council.
28 Data on pollutants listed in column 1c of Annex II to Regulation (EC) No 166 / 2006 of the European Parliament and of the Council shall be provided.
29 Data on pollutants listed in Annex 2 to this Regulation shall be provided.
30 Enter the serial number, CAS number and name of the pollutant as set out in Annex 2 to this Regulation.
31 Address of the waste recovery, disposal, collection or recovery facility under the Waste Act.
32 Article 5 of Regulation (EC) No 166 / 2006 of the European Parliament and of the Council
33 In the case of a person with a registered office outside the Czech Republic, the name or business name or name of the operator and the relevant address of the registered office shall be indicated.
