Resolution of the Government of the Czech Republic on the adoption of crisis measures

ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 30 March 2020
on the adoption of crisis measures
Following Government Resolution 194 of 12 March 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency status for the territory of the Czech Republic because of a health threat related to the detection of coronavirus / referred to as SARS CoV-2 / in the territory of the Czech Republic and, within the meaning of § 5 (a) to (e) and § 6 (1) (b) and § 6 (2) (b) of the Crisis Act, decided to take emergency measures to deal with the crisis situation.
Government with effect from 31 March 2020 from 00: 00 to 12 April 2020
I. Orders
1. the ban on entry into the Czech Republic for all foreigners does not apply:
(a) for foreigners residing with a temporary stay of more than 90 days or a permanent stay in the territory of the Czech Republic and minor children of citizens of the Czech Republic who were outside the territory of the Czech Republic before a resolution on a travel ban (repatriation) was issued,
(b) for citizens of the European Union and foreigners authorised to reside in the European Union who transit through the Czech Republic for the purpose of travelling home and have a note issued to that effect by the representative office (transit and repatriation),
(c) for citizens of the European Union who are spouses of citizens of the Czech Republic,
d) if the entry of these foreigners is in the interest of the Czech Republic,
(e) for cross-border workers who, for the purpose of carrying out their work, cross the national border with the Federal Republic of Germany or the Republic of Austria for a period of more than 21 days, and at the same time as the last entry into the Czech Republic has passed for at least 14 days;
(f) for cross-border health workers, social services and an integrated rescue system who regularly cross the national border with the German Federal Republic, the Republic of Austria, the Republic of Poland or the Slovak Republic for the purpose of carrying out work;
(g) for cross-border workers who regularly cross the national border with the Republic of Poland or the Slovak Republic for work;
(h) for international transport workers;
(i) for critical infrastructure service personnel;
(j) for diplomats and officials of international organisations based in the Czech Republic,
(k) emergency situations;
the Ministry of the Interior may, by means of its communication on the website, lay down further conditions and formalities required for crossing the national border,
2. the ban on travel from the territory of the Czech Republic does not apply:
(a) for foreigners who wish to leave the Czech Republic for the purpose of one-off travel;
(b) for citizens of the Czech Republic who hold a residence permit in another country and wish to leave the Czech Republic for a one-off trip to that country,
(c) for cross-border workers who, for the purpose of carrying out their work, cross the national border with the Federal Republic of Germany or the Republic of Austria for more than 21 days;
(d) for cross-border health workers, social services and an integrated rescue system who regularly cross the national border with the German Federal Republic, the Republic of Austria, the Republic of Poland or the Slovak Republic for the purpose of carrying out work;
(e) for cross-border workers who regularly cross the national border with the Republic of Poland or the Slovak Republic for work;
(f) for international transport workers,
(g) for critical infrastructure service personnel;
(h) for diplomats and other staff of the State in carrying out urgent tasks;
(i) emergency situations;
the Ministry of the Interior may, by means of its communication on the website, lay down further conditions and formalities required for crossing the national border,
3. to all persons entering the territory of the Czech Republic immediately after entering the Czech Republic to notify this fact, by telephone or other remote means, to their registered health service provider in the field of general practical medicine or practical medicine for children and adolescents, or, if they do not have a registered provider, to any provider in the field of general practical medicine or practical medicine for children and adolescents; This does not apply to persons referred to in points 1 (b), (e), (f), (g) and 2 (d) and (e). Persons who have arrived under the derogation under points 1 (h) to (k) shall be subject to the first sentence if their expected stay in the Czech Republic is longer than 21 calendar days. Persons who have travelled from the territory of the Czech Republic on the basis of the derogation provided for in point 2 (f) to (i) shall be subject to the first sentence if their travel period has lasted more than 21 calendar days,
4. to all providers of health services in the field of general practical medicine or practical medicine for children and adolescents to decide on quarantine pursuant to § 2 (7) (a) of Act No. 258 / 2000 Coll. for persons who declare entry to the Czech Republic under point 3,
5. All persons for whom the obligation referred to in the first sentence of point 3 does not apply:
(a) in the event of any symptoms of influenza, notify without delay, by telephone or other remote approach, to its registered health service provider in the field of general medical practice, or, if they do not have a registered provider, to any provider in the field of general medical practice,
(b) to suffer from the cross-border control of symptoms of infectious disease and, if signs of infectious disease are detected, to provide the necessary synergies to health professionals when carrying out a biological sample to detect the presence of COVID-19 disease;
(c) in the case of travel, limit the maximum direct contact with local staff in foreign territory;
II.
all persons entering the territory of the Czech Republic for whom the obligation referred to in point I / 3 of the first sentence does not apply, free movement within the territory of the whole Czech Republic, with the exception of:
(a) travel to and for the pursuit of business or other similar activities;
(b) journeys strictly necessary to provide basic living needs, to provide care for children, to provide care for animals, to use the necessary financial and postal services, to supplement fuel;
(c) travel to health and social services establishments;
(d) travel to deal with urgent official matters;
(e) travel back to their place of residence;
(f) funerals;
III. Saves
1. Vice-Prime Minister and Minister of the Interior
(a) to lay down, by means of a communication published on the website of the Ministry of Interior or by any other appropriate means, the additional conditions and formalities required for crossing the national border under point I / 1 of this resolution;
(b) to lay down, by means of a communication published on the website of the Ministry of Interior or by any other appropriate means, the additional conditions and formalities required for crossing the national border in accordance with point I / 2 of this resolution;
IV.
