on the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Federal Military Government of the Federal Republic of Nigeria
On 1 September 1978 the Cultural Agreement between the Government of the Czechoslovak Socialist Republic and the Federal Military Government of the Nigerian Federal Republic was signed in Lagos. The Agreement entered into force on 1 September 1978 on the basis of Article XV thereof.
The Czech version of the Agreement is hereby published at the same time.

CULTURAL AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Federal Military Government of the Federal Republic of Nigeria
the Government of the Czechoslovak Socialist Republic and the Federal Military Government of the Federal Republic of Nigeria ("the Parties'),
Desiring to strengthen friendly relations and understanding existing between the two countries and to promote and develop cooperation in the fields of culture, education, science, health and technology,
they have agreed as follows:
The Parties will develop cooperation in science, education, culture, art, health, education, media, tourism, physical education and sport.
The Parties shall promote cooperation in education, science, health and education:
(a) exchange of university professors, teachers, experts, research scientists and health professionals; and
(b) providing scholarships to students and graduates to study at universities, universities and other educational institutions of the other Party.
Each Party shall, as far as possible, support the study of languages, culture and literature of the other Party in its respective educational and scientific institutions.
Each Contracting Party shall proceed to the other Contracting Party with statistics on education and information material which could represent a useful contribution to the development of education of the other Contracting Party.
Each Contracting Party shall examine the methods and conditions by which scientific grades, diplomas and other certificates, issued by institutions of one Contracting Party, may be recognised by the other Contracting Party for scientific or professional purposes.
The Parties shall promote the mutual familiarity of their peoples with the culture of the other Party by organising exchange programmes for their musical and theatre groups, artists, actors, musicians, writers and journalists, and by organising concerts, art exhibitions and lectures in their countries.
1. For the purpose of mutual understanding and information on culture and civilisation, the Parties shall organise the exchange of books, periodicals, scientific and technical publications, magazines, newspapers, photographs, films and tape recordings, as well as statistical information on the general development of their countries.
2. For the same purpose, as referred to in the preceding paragraph, the Contracting Parties shall allow the exchange of views and information on their museums, libraries and other cultural facilities, as well as the exchange of information on materials related to ancient monuments, nature letters and art.
The Parties shall invite representatives of the other Party to participate in congresses, conferences, seminars with international participation held in their countries.
The Parties shall promote the cooperation of their radio, television, film and press organisations and their representatives. To this end, they will exchange programmes, films, information and other materials contributing to the mutual recognition of the people of both countries and organise exchanges of experts in events organised by the other Party.
Taking into account the great importance of tourism for the knowledge of the life, art and culture of their peoples, the Parties will encourage the exchange and dissemination of tourist literature and the organisation of tourism.
The Parties shall promote cooperation between the sports organisations of both countries in order to develop sport as well as in order to conduct friendly sporting competitions between the two countries.
For the implementation of this Agreement, both Parties shall jointly draw up implementation plans for specific actions for a specific period of time. These plans shall also include the financial terms of the agreed actions.
The Parties shall endeavour by diplomatic means to settle any dispute concerning the interpretation or implementation of this Agreement.
Persons broadcast in connection with the implementation of this Agreement shall be governed by the laws and regulations of the host country.
This Agreement shall enter into force on the date of signature and shall remain in force for four years. It shall then be automatically extended for a further two years, unless one of the Contracting Parties denies it in writing at six months' notice.
Done at Lagos on 1 September 1978 in two original copies in Czech and English, the two texts being equally authentic.
