establishing the scope and structure of the data for the drafting of the draft State Budget Act and the draft medium-term outlook of the State Budget and the deadlines for their submission
The Ministry of Finance provides pursuant to Sections 4 (4) and 8 (2) of Act No. 218 / 2000 Coll., on budgetary rules and on the amendment of certain related laws (Budget Rules), as amended by Act No. 320 / 2002 Coll., Act No. 479 / 2003 Coll., Act No. 482 / 2004 Coll. and Act No. 26 / 2008 Coll.:
This decree regulates the scope and structure of the data for drawing up the draft State Budget Act and for drawing up the medium-term outlook of the State Budget and the deadline for submitting them.
(1 The Security Information Service shall process and submit a draft budget and medium-term outlook in the budgetary system under a special regime to the extent and structure agreed with the Ministry of Finance (hereinafter referred to as "the Ministry ') to ensure the protection of classified information.
(2) In addition to the information referred to in paragraph 1, the administrator of the chapter shall submit to the Ministry additional information to the extent and structure set out in Annexes 1, 5, 6, 7, 8, 9 and 10 on this decree, including a detailed comment within the time limit (3). The data referred to in Form 1 / 5 set out in Annex 1 to this Order shall be submitted by the State contribution organisations to the central system of the State's accounting information according to the Technical Decree on accounting records.
(3) The State Fund will submit to the Ministry the data for drawing up the draft State Budget Act and the medium term in the scope and structure set out in Annex 2 to this Decree, including a detailed comment within the deadline (3).
(4) The counties will submit to the Ministry the data for drawing up the draft State Budget Act for the municipalities within the scope and structure set out in Annex 3 to this Decree within 30 days of receipt of the Ministry's request. Within the same time limit, the capital of Prague also presents this information.
(5) Other legal and natural persons who require funds from the State Budget from the General Treasury chapter or from the Operation of State Financial Assets shall submit to the Ministry data for the establishment of the draft State Budget Act by 30 April of the current year, to the extent and structure set out in Annex 4 to this Decree.
(6) The requirements for amending the data notified by the ministerv4) will be submitted by the administrator of the chapter to the Ministry in accordance with Annex 5 to this decree and Annex 1 to this decree, the model of form 1 / 1 and 1 / 2 and Annex 9 to this decree. These Annexes do not specify the data which are included in Annexes 6 and 7 to this Order pursuant to § 3 and Article 4 of Annex 8 thereto.
(1) Data on budgetary measures in the year preceding the year for which the draft State Budget Act is drawn up, within or between chapters of a permanent nature, shall be submitted by the administrator of the chapter to the Ministry in accordance with Annex 6 to this Decree and Annex 1 to this Order, a model form No 1 / 1 and No 1 / 2.
(2) Where the administrator of a chapter proposes transfers under a chapter or between chapters of a permanent nature in the year to which the draft State Budget Act is submitted, and for the years of the medium term, he shall submit to the Ministry the data referred to in Annex 7 to this decree and Annex 1 to this decree, a model form No 1 / 1 and No 1 / 2.
If the administrator of the chapter pursuant to Section 10 (3) of the budget rules applies a requirement to include expenditure in the General Treasury chapter in the draft State Budget Act and the medium term, he shall submit to the Ministry the data referred to in Annex 8 to this Order and in Annex 1 to this Order, the model form 1 / 1 and 1 / 2.
In the event that the budget chapter is to be budgeted for programmes or projects co-financed by the budget of the European Union or by financial mechanisms (5), the administrator of the chapter shall submit to the Ministry the data for drawing up the draft State Budget Act to the extent and structure set out in Annex 9 to this Decree and in Annex 1 to this Order, a model form No 1 / 1. Expenditure which is or is to be covered by the budget of the European Union without a specified proportion of the State budget for the co-financing of such expenditure shall be agreed by the competent managing authority, including, where appropriate, the intermediate body, or by another body as coordinator, if provided.
The administrator of the chapter or the State Fund shall submit to the Ministry data on expenditure arising from public contracts with a estimated value of CZK 300 million or more, if the contract is concluded for more than 1 year, and on expenditure relating to their preparation and implementation in the structure by event according to Annex 10 to this decree.
The following shall be deleted:
1. Decree No. 165 / 2008 Coll., setting out the scope and structure of the data for the drafting of the Bill on the State Budget and the dates for their submission.
2. Decree No. 415 / 2008 Coll., establishing the scope and structure of the supporting documents for the preparation of the medium-term outlook of the state budget.
Efficacy
This Decree shall take effect on 1 June 2013.

Overview of budget costs and revenues of state contribution organisations and other additional data - main activity
Methodological information for the transmission of the statement:
1. The report is presented in CZK to two decimal places in the central system of the state's accounting information (hereinafter "CSÚIS").
2. The report is scheduled by the Ministry of Finance at CSÚIS for the 31st year of N-1.
3. Chapter Manager:
3.1 verifies in CSÚIS the accuracy of the summary for the chapter on the basis of the data submitted by the relevant state contribution organisations (SPO);
3.2 ensures that, where deficiencies are identified, the data transmitted to the relevant SPO are corrected;
3.3 approve the summary for the chapter in CSÚIS at chapter level;
3.4 The copy of the summary for the chapter will be printed in total in CSÚIS, signed and presented in the draft budget by its chapters.
4. In the event of changes in the data for the SPO following further runs of the draft budget (i.e. between August and December of the year N-1), a new Overview must be sent again with the date of 31 July of the year N-1. Subsequently, the summary for the chapter must be approved again. Pending the approval of the State Budget Act for year N by the Chamber of Deputies of the Parliament of the Czech Republic, a statement from the level of the Ministry of Finance will not be approved.
Technical means of transmission of the statement:
1. A more detailed description of the transmission of the summary to the Central System of Accounting Information of the State (CSÚIS) is given in the Technical Manual published at http: / / www.statnikladna.cz / en / csuis / technicke- information.
2. To send a statement, it is necessary to use the XSD scheme "Fin _ SPO-RIS 'from the XSD package published at the same address mentioned in the previous item.
3. The XML template is part of the above XSD package.
