DECLARATION
Czech Price Office
of 20 July 1984
on the prices of buildings, land, crops, remuneration for establishing the right of personal land use and compensation for temporary land use
The Czech Price Office according to § 6 of the Act of the Czech National Council No. 134 / 1973 Coll., on the competence of the Czech Socialist Republic bodies in the field of prices, in cooperation with the participating central authorities states:
Subject matter
(1) This decree provides for the method of establishing the price
(a) housing houses;
(b) construction for individual recreation;
(c) the garage,
(d) fences,
(e) wells,
(f) other structures,
(g) outdoor modifications;
(h) unfinished structures;
(i) land;
(j) crops
for the purposes of transfers or transfers of ownership to them.
(2) In addition, the Decree provides for the method of establishing:
(a) remuneration for establishing the right of personal use of land;
(b) compensation for the temporary use of land.
(3) The decree does not apply to:
(a) prizes for the payment of transfers of ownership and management of national assets between socialist organisations, 1)
(b) compensation for the temporary use of land between socialist organisations, 2)
(c) prices of privately owned apartments, 3)
(d) compensation for expropriate.4)
DIFFERENT HOME
Family homes
(1) The price of the family home5) is obtained by the sum of the awards of each floor. The floor shall be valued by multiplying the value of one point by the number of points recorded in Annex 1 and the floor area in m2. The value of one point is 1, - Ccs.
(2) For price determination, the floor area is:
(a) a built-up flat (6) of individual floors, with only 80% of the actual area being counted from the ground floor or technical floor and from the attic;
(b) the floor area of all areas of the underground floor, if it is less than the first above-ground floor, where it is impossible to detect its actual built-up surface;
(c) the floor area of all the rooms of the attic, provided that it is only part of the area of the attic, reduced by 20%.
(3) The floor area does not include the area of accessories, if it is outside the building, and the area of secondary buildings (wooden, perpendicular, garage, etc.) which are not connected to the family house.
(4) The price of the family house will be reduced accordingly by wear, taking into account its condition and expected durability; This reduction shall, as a general rule, be 1% for each year of construction, but not more than 80% for normal maintenance.
(5) The construction age is calculated for the purposes of this decree according to its actual use. If the age cannot be ascertained in such a way, it shall be calculated from the approval decision or from another document, if that is not the case, by estimation.
(6) According to paragraphs 1 to 5, the price of the residential part of the farm estate shall also be established if it is considered to be a family house, (7) the part of the built-up area containing rooms intended for agricultural purposes shall be valued at the rates referred to in Article 11 (1).
Other residential homes
(1) The price of dwellinghouses (8) with a maximum of three colluded dwellings for which the total floor area of the living rooms (9) does not exceed 180 m2 is equal to the price recorded in accordance with § 2 of the reduced coefficient. The coefficient shall be calculated by dividing 120 m2 by the actual floor area of the accommodation rooms.
(2) The price of other residential houses is determined by multiplying the price per m3 by quality class and by the number of m3 of occupied space. 6) The procedure for classification in each quality class is set out in Annex 1.

CONSTRUCTION FOR INDIVIDUAL RECREATION
Vacation cottages and garden cottages
(1) The price of the holiday cottage and garden cottages 10) is determined by the sum of the awards of each floor. The floor shall be valued by multiplying the value of one point by the number of points recorded in Annex 2 and the area in m2 as defined in § 2 (2) and (3). The value of one point is 1, - Ccs.
(2) The surface of the floor is not included in the built-in floor area of the ground floor and the attic intended for recreational use (e.g. bedrooms), unless it reaches a light height of not less than 1,6 m.
(3) Paragraph 2 (4) and (5) applies mutatis mutandis, with the reduction generally being 1,25% for the normal maintenance of buildings each year, and 2% for the wooden and assembled buildings, but not more than 80%.
Holiday homes and holiday homes
(1) The price of the holiday home and holiday cottages 11) is found by the sum of the awards of the individual floors. The floor shall be valued by multiplying the value of one point by the number of points recorded in Annex 1 and the floor area in m2 in accordance with § 2 (2) and (3), the part of the built-up area of the holiday cottage exceeding the area of 80 m2 being counted only 50%. The value of one point is 1, - Ccs.
(2) Paragraphs 2 (4) and (5) and 4 (2) apply mutatis mutandis.

Separate garages
(1) The price of the separate garage shall be determined by the number of points and the area installed by multiplying the value of one point by the number of points determined in accordance with Annex 3 and the area built in m2. The value of one point is 1, - Ccs.
(2) The price determined in accordance with paragraph 1 shall be increased by 30% for each additional underground or above-ground floor which is not intended for garage use and shall occupy at least 50% of the area installed.
(3) Paragraph 2 (4) and (5) shall apply mutatis mutandis, with the reduction for each year of age of the garage generally being at least 1201 points 1,25%, 850 to 1200 points 1,75% less than 850 points 3,3% but not more than 80%.
Line and storey garages
The price of a row or a storey garage shall be 85% of the price recorded in accordance with Article 6, multiplied by the number of points observed for the storey by the built-up area of each deck for garages.
FRUITS AND STUDENTS
Fences
(1) The price of fences for structures valued in accordance with § 2, § 3 (1) and § 4 to 7 and fences of separate gardens shall be determined by multiplying the value of one point by the number of points determined in accordance with Annex 4 and the length of the fence in metres (including doors and gates). The value of one point is 1, - Ccs.
(2) Paragraph 2 (4) and (5) shall apply mutatis mutandis, with a reduction of at least 291 points 2%, 166 to 290 points 2,5%, 90 to 165 points 3,3%, less than 90 points 5%, but not more than 90%.
(3) The price of fences not covered by paragraph 1 shall be 10% of the price recorded in accordance with paragraphs 1 and 2.

(1) The price of the well and the hand pump (s) shall be determined as follows:

(2) The price of the impacted well is equal to the price of the drilled well with a diameter up to 150 mm.
(3) Paragraph 2 (4) and (5) applies mutatis mutandis, with a reduction of 1% for each year of well age, but not more than 80%.
(4) The price of the well for objects valued in accordance with Sections 3 (2) and 11 or on other parcels (Section 14 (3)) is equal to 10% of the price recorded in accordance with paragraphs 1 to 3.
(5) The price of a well which cannot serve its purpose in particular for the loss of water or other material defect shall be 20% of the price established under the preceding paragraphs.
OTHER CONSTRUCTION
By-buildings
(1) The price of constructions consisting of accessories of family houses, residential houses valued in accordance with § 3 (1), individual recreational buildings and buildings which by their nature may serve personal needs, built on separate gardens (wood, horse, laundry, etc.), shall be determined by multiplying the value of one point by the number of points determined in accordance with Annex 5 and the area built in m2. The value of one point is 1, - Ccs.
(2) The price determined in accordance with paragraph 1 shall be increased by 40% if the object has an additional underground or above-ground floor throughout the entire built-up area, and by 20% if it is at least half of the floor or an attic occupying at least 50% of the built-up area.
(3) Paragraph 2 (4) and (5) applies mutatis mutandis, with the reduction for each year of the age of secondary buildings generally being 5%, but not more than 85%, for a construction which has received at least 581 points of 1.25%, 461 to 580 points of 1,75%, 360 to 460 points of 3,3%, less than 360 points of 5%.
Construction not serving personal needs
(1) The price of buildings which are not intended for personal use, in particular stodols, warehouses, stalls, garages and buildings intended for operational purposes, shall be determined by multiplying the price per m2 by the total number of m2 of the area built up.

(2) The procedure for the classification of buildings in each quality class is set out in Annex 5, for the classification of garages in Annex 3.
(3) The price determined in accordance with paragraphs 1 and 2 shall be increased by 30% for each additional underground or above-ground floor which occupies at least 50% of the area installed.
PENALTIES
(1) The price of outdoor adjustments shall be determined in accordance with Annex 6 by multiplying the price per unit of measurement by the actual number of units of measurement.
(2) The price of outdoor adjustments not listed in Annex 6 is equal to the cost of acquisition at the time of valuation.
(3) Paragraph 2 (4) and (5) applies mutatis mutandis, with a reduction of between 2% and 3% for each year of outdoor adjustment, but not more than 85%.
(4) The price of outdoor modifications for buildings valued in accordance with § 3 (2) and § 11 or outdoor modifications on other parcels (§ 14 (3)) is 10% of the price calculated in accordance with paragraphs 1 to 3.
UNCOMPLETED CONSTRUCTION
The price of the unfinished construction is part of the price of the finished construction, which corresponds to the ratio of the construction and work carried out at the time of the transfer or transfer of ownership of the unfinished construction to the volume of all construction and work according to the project documentation verified by the construction office.
OBSERVATIONS
Land prices
(1) The price per 1 m2 of land or part of land designated for 12) for the construction or land already built, unless otherwise specified in paragraphs 2 and 3, shall be:
20 Czech in Prague and Brno,
15 Czech Republic in other regional cities and spa places of the 1st group, 13)
10 Czech in district cities,
8 Cds in other cities,
6 Ccs in central municipalities,
4 Cds in other municipalities.
The price shall be adjusted in accordance with Table I of Annex No 7.
(2) The price for 1 m2 of land or part of land intended for construction for individual recreation or the establishment of a separate garden (12) or the land already used for these purposes is 15, - Kčs. This price shall be adjusted in accordance with Table II of Annex No 7.
(3) The price of land other than those referred to in paragraphs 1 and 2 and the price of land used by a socialist organisation under the Specific Regulations (14) is 0,40 CZK per 1 m2.
Reimbursement for the establishment of the right of personal use of the land
Amount of remuneration for establishing the right of personal use of land 15) shall be established at the rates set out in Article 14 (1) and (2).
Compensation for temporary use of land
(1) The amount of compensation for the temporary use of land (16) is to be found from the remuneration which could be claimed for the establishment of a right of personal use, amounting to:
(a) 5% per year for parcels fenced, built, intended for construction or establishment of a separate garden;
(b) 2,5% per year for other parcels intended for non-agricultural activities.
(2) The amount of compensation for the temporary use of parcels intended for farming activities (17) and other parcels used for this purpose for both each 100 m2 starting over a period of 1 year is:
(a) 1,50 CZK for arable land, orchards, vineyards and hops;
(b) (1) - Cur for pastures and meadows,
(c) 0,50 CZK for other land.
(3) Refunds established in accordance with paragraph 2 shall be increased if the average yield standard of 1 ha laid down by the special regulation18) is higher than 2200, - CZK, by:
(a) 10% of yield at an average yield of 3000, - Kčs,
(b) 12% of the yield at an average return of 4000, - Kčs,
(c) 15% of the yield at an average yield of 5000, - Kčs.
LEVELS
(1) The price of fruit trees is determined in accordance with Table I of Annex No 8.
(2) The price of vineyards, including vineyard establishments, is determined in accordance with Table II of Annex No 8.
(3) The price of hop crops and hop establishments is determined in accordance with Table III of Annex No 8.
(4) The price of forest crops is determined in accordance with Table IV of Annex No 8.
(5) The price of ornamental trees is determined in accordance with Table V of Annex No 8.
BUILDINGS TRANSFERRED FROM SOCIAL PROPERTY
When transferring the buildings referred to in Section 11 from socialist ownership to the ownership of citizens or non-socialist organisations, the transferring organisation may negotiate a higher price with the buyer, taking into account the possible use of the construction. However, the price agreed in this way may not exceed the cost of acquiring the same or comparable building at the place and the time of the transfer after deduction of adequate wear.
BUILDINGS, GROUNDS AND GROUNDS FOR TRANSFER FROM CITIZENS TO SOCIAL PROPERTY
(1) If they are the subject of a transfer of a construction used by the owner to provide services on the basis of a permit (19) or used by a member of a single agricultural cooperative as a funnel or, where appropriate, by an individual farmer to operate the agricultural activity, the price shall be determined in accordance with Article 10.
(2) If the price of the crops determined in accordance with § 17 exceeds 40 000, - Cčs, the part of the price exceeding 40 000, - Cčs is reduced by 50%.
(3) For parcels valued in accordance with Paragraph 14 (1), which exceed the area of 3000 m2 individually and for parcels valued in accordance with Paragraph 14 (2), which exceed the area of 1500 m2 individually, the area above these limits is valued at 0,40 Kns per 1 m2.
(4) Socialist organisations may negotiate higher prices than those established under this Decree only in exceptional cases, in particular in social cases, or where the interest of the company so requires, with the agreement of the directly superior body, national committees with the agreement of the national committee of higher degrees; Central authorities, senior bodies of cooperatives and social organisations and regional national committees do not need approval. Socialist organisations may not negotiate higher prices where the price is established in accordance with paragraph 1 and § 3 (1). However, the agreed higher price may not exceed the cost of acquiring the same or comparable building at the place and the time of the transfer after deduction of adequate wear.
PROVISIONS COMMON AND FINAL
If the owner has acquired the construction after 1 June 1953 at a price higher than that established under Sections 2 and 4 to 13, the higher price, after deduction of wear, is the applicable price and for other transfers and transfers of ownership of these buildings. The higher price can be demonstrated by contract of sale, invoices from the contractor of the construction or by a detailed budget of the construction at the price level applicable at the time of construction.
The prices of buildings established under the previous provisions may be increased by up to 20%, in particular in relation to location, location and special equipment. Prices may not be increased if they have already been increased in accordance with § 18 or § 19 (4).
The prices under this decree are at the most admissible.
In the case of transfers of buildings and land between citizens and transfers from socialist organisations to citizens or non-socialist organisations, the Czech Price Office may grant an exception to the provisions of this decree before concluding the contract in exceptional cases.
The following shall be deleted:
1. the provisions of § 1 (1) (a) and (b), § 2, § 2 to 11 and § 22, 23 and 25 of the order of the ČCÚ and MF ČSR No. 43 / 1969 Coll., on the prices of personal property buildings and on the compensation for the expropriation of real estate;
2. for the territory of ČSR the area of ČCÚ and SCÚ no 315 / 126 / 1978 on the prices of crops, registered in the amount of 16 / 1978 Coll.;
3. for the territory of ČSR the area of ČCÚ and SCÚ no 120 / 47 / 1979 on land prices, registered in the amount of 11 / 1979 Coll.;
4. area ČČÚ No 982 / 1980 extending the validity of area No 120 / 47 / 1979;
5. for the territory of the Czech Republic the area of the Czech Republic and SCÚ No 664 / 23 / 336 / 14 / 1976 on the fixing of compensation for the temporary use of land by citizens;
6. ČČČO issue No 396 / 1981 on the fixing of compensation for the temporary use of land in the administration of state forests by employees of state forests;
7. for the territory of the Czech Republic, the scope of the ČCÚ and SCÚ No 1145 / 637 / 1981 on the fixing of compensation for the temporary use of land in the administration of Military Forests and Property by the employees of Military Forests and Goods;
8. For the territory of the Czech Republic, paragraph 3 of the scope of the Czech Republic and SCÚ No 952 / 465 / 1977 concerning the fixing of compensation for the temporary use of land in the management of the Czech Republic by ČSD staff.
This Decree shall take effect on 1 January 1985.

The number of points for each design and equipment is constant.
If some characters are not present on the object, the number of points for these characters is 0.
The number of characters shall not be extended.
If certain structures and equipment occur on the building in a different design, they shall be evaluated by the number of points according to the nearest comparable design.
The number of points shall be determined according to the predominant design on each floor.
Character No 2 is only considered for the first above-ground floor.
Character No 5, 6, 7 and 8 and symbol 19 shall be counted on the above floor with the largest built-up surface.
