DECLARATION
of 14 June 2018
amending Decree No. 162 / 2015 Coll., on details of the official examination
The Ministry of Interior provides pursuant to § 41 of Act No. 234 / 2014 Coll., on the Civil Service:
Decree No. 162 / 2015 Coll., on the details of the official examination, is amended as follows:
1. In the fourth sentence of Paragraph 1 (1) "60" is replaced by "30" and at the end of the text of the fourth sentence the words "; in cases of special consideration, this period may be extended to a maximum of 60 minutes."
2. In Paragraph 2 (1), at the end of the second sentence, the words "; in cases of special consideration, the period of preparation may be extended to a maximum of 60 minutes."
3. In the first sentence of Paragraph 3 (2), "22 'is replaced by" 23'.
4. In the second sentence of Paragraph 3 (2), the word "folded 'is replaced by" executed'.
5. In the first sentence of Article 4 (1), the word "normally 'shall be deleted and the words" at the end of the text of the first sentence' shall be added; this shall not apply if only one part of the official examination is tested because the remainder of the official examination has already been successfully carried out or if the test considered equivalent to the general or special part of the official examination has been carried out '.
6. In Paragraph 4 (2), the words "official examination 'are replaced by the words" preparation for a specific part of the official examination'.
7. In the first sentence of Article 4 (3), the word "tested 'shall be inserted after the word" tested'.
8. in Annex No 1, Part II, the following point (c) is inserted after point (b):
"(c) Regulation (EU) 2016 / 679 of the European Parliament and of the Council of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repealing Directive 95 / 46 / EC (General Data Protection Regulation)."
Points (c) to (za) shall be renumbered points (d) to (zb).
9. In Annex No 1, Part II, point (g) is deleted.
Points (h) to (zb) shall be renumbered as points (g) to (za).
10. in Annex No 1, Part II, point (k) is deleted;
Points (l) to (za) shall be renumbered points (k) to (z).
11. In Annex No 1, the following comma shall be added at the end of Part II:
"(za) the Cybersecurity Act,
(zb) the law on liability for and proceedings against offences;
(zc) the law on the processing of personal data '.
12. In Annex No 1, Part III, the words "Code of ethics of a civil servant 'are replaced by the words" Rules of ethics of civil servants'.
13. In Annex 2 to the State Service Finance, the required scope of knowledge is:
"(a) the Price Act;
(b) the Accounting Act;
(c) the law on the valuation of assets;
(d) budgetary rules;
(e) the Law on the budgetary rules of the territorial budgets;
(f) the Financial Control Act;
(g) the Act on the Rules of Budgetary Responsibility;
(h) the law on budgetary determination of taxes'.
14. In Annex 2, for the civil service sector, Taxes, fees and other similar cash transactions, the required range of knowledge is:
"(a) the Local Charges Act;
(b) the law on judicial fees;
(c) the Real Estate Tax Act;
(d) the Income Tax Act;
(e) the Road Tax Act;
(f) the Excise Tax Act;
(g) the Value Added Tax Act;
(h) the Administrative Charges Act;
(i) the Act on the stabilisation of public budgets within the scope of the provisions on natural gas and certain other gases, fixed fuel and electricity taxes;
(j) the tax rules;
k) Act on the Financial Administration of the Czech Republic,
(l) the statutory measure of the Senate on the acquisition tax on immovable property;
(m) gambling tax law '.
15. In Annex 2 to the Civil Service Audit, the required scope of knowledge is:
"(a) Regulation (EU) No 1303 / 2013 of the European Parliament and of the Council of 17 December 2013 on common provisions for the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund, laying down general provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund and the European Maritime and Fisheries Fund and repealing Council Regulation (EC) No 1083 / 2006,
(b) Commission Delegated Regulation (EU) No 480 / 2014 of 3 March 2014 supplementing Regulation (EU) No 1303 / 2013 of the European Parliament and of the Council on common provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund and the general provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund and the European Maritime and Fisheries Fund;
(c) the Financial Control Act;
(d) the Act on the examination of the management of local authorities and voluntary associations of municipalities;
(e) the control rules;
(f) The International Framework of Professional Practice of Internal Audit issued by the International Institute of Internal Auditors'.
16. In Annex 2, for the field of State Service Lottery and other similar games, the required range of knowledge is:
"(a) Recommendation of the European Commission of 14 July 2014 on the principles for the protection of consumers and online gambling service players and the prevention of online gambling by minors,
(b) the Consumer Protection Act;
(c) the Advertising Regulation Act;
(d) the law restricting cash payments;
(e) the administrative rules;
(f) the Act on certain measures against the legalisation of proceeds from crime and terrorist financing;
(g) control rules;
(h) gambling law;

17. In Annex 2, for the field of state services, the financial market is:

18. In Annex 2 to the Civil Service Sector, the required scope of knowledge is:

(b) Regulation (EU) 2015 / 847 of the European Parliament and of the Council of 20 May 2015 on information accompanying transfers of funds and repealing Regulation (EC) No 1781 / 2006;
