Ministry of Foreign Affairs
The Ministry of Foreign Affairs announces that on 5 December 1996 the Joint Committee of the European Community and the European Free Trade Association (EC- EFTA) "Common transit procedure" Resolution 4 / 96 on the amendment of Annexes I, II and III to the Convention of 20 May 1987 on a common transit regime (1) was adopted in Brussels.
Order No 4 / 96 entered into force on 1 January 1997 on the basis of Article 6 and entered into force on that date for the Czech Republic.
The Czech translation of the resolution is announced simultaneously.

Convention of 20 May 1987 on a common transit procedure
THE JOINT COMMITTEE,
based on the Convention of 20 May 1987 on a common transit procedure (1), in particular Article 15 (3), point (a);
Considering that Resolution No 1 / 95 of the EC-EFTA Joint Committee of 26 October 1996 invited the Czech Republic, Hungary, Poland and Slovakia to become Contracting Parties to the Convention;
Considering that under the procedure laid down in Article 15a of the Convention, access by the countries concerned has become effective on 1 July 1996;
considering that, as a result of their accession to the Convention, Annexes I, II and III to the Convention and the model forms in their Annexes should be amended to include in the languages of the new Contracting Parties the records normally used in trade in goods and codes corresponding to the new names of the countries;

Article 22 of Annex The Convention shall also be amended as follows:
1. In paragraph 5, the part containing the entry "Irregularities: Office to which goods have been supplied.......... (name and country) ', translated into all languages of the countries currently Contracting Parties to the Convention, is replaced by the following:

Appendix IV (Global Guarantee), Appendix V (Guarantee for one transit operation), Appendix VI (Flat-rate guarantee) and Appendix VII (Guarantee Certificate) of Annex II to the Convention are replaced by the corresponding Appendices in Appendices A, B, C and D to this Resolution.
Annex III to the Convention is amended as follows:
(1) In Appendix IX to Annex III "Codes to be used for the completion of the T1 and T2 transit declaration forms," paragraph 51 "Predicted border customs offices," will indicate for the Czech Republic, the Republic of Hungary, the Republic of Poland and the Slovak Republic the codes given in the list of codes used to designate countries:
'- Czech Republic CZ
- Hungarian Republic HU
- Polish Republic PL
- Slovenská republika SK '.
The forms referred to in Appendices IV, V, VI and VII to Annex II to the Convention (Global Guarantee, Guarantee for a single transit operation, Flat-rate guarantee and Guarantee Certificate) used before the entry into force of this Resolution may continue to be used subject to the necessary adaptations until stocks are exhausted and until 31 December 1998 at the latest.
This resolution shall enter into force on 1 January 1997.
