on certain characteristics of the sound component of advertisements, teleshopping and the designation of a sponsor in television broadcasting and how to measure the volume of the audio component of advertisements, teleshopping and the designation of a sponsor in television broadcasting
Pursuant to Article 49 (3) of Act No 231 / 2001 Coll., on the operation of radio and television broadcasting and amending other laws, as amended by Act No 406 / 2012 Coll.:
§ 1
Subject matter
This decree regulates certain characteristics of the sound component of advertising, teleshopping and the designation of a sponsor in television broadcasting.
§ 2
Some characteristics of the sound component of advertising, teleshopping and the designation of a sponsor in television broadcasting
(1) The television operator shall ensure that the audio component of the advertisements, teleshopping and sponsorship broadcaster comply with the requirements of the Recommendation of the European Broadcasting Union EBU-R 128 "Volume normalisation and maximum permitted level of sound signals," Geneva, August 2011 and the requirements of the Technical Document of the European Broadcasting Union EBU Tech Doc 3343 "Practical Guidelines for Production and Implementation under EBU R 128," Version 1.1, Geneva, October 2011.
(2) In particular, for the purpose of fulfilling the obligation under paragraph 1, the broadcaster shall ensure that:
(a) the level of volume of advertising, teleshopping and sponsor designation is standardised to a target level of -23,0 LUFS, with a maximum deviation of + / - 1,0 LU; and
(b) the maximum permitted true peak level of advertising, teleshopping and sponsor designation is -1 dBTP (dB actual peak) when measuring measuring equipment corresponding to the Recommendation of the International Telecommunications Union ITU-R BS.1770-2 "Algorithms for measuring the volume of sound programmes and the actual peak level of sound," March 2011 and the Technical Document of the European Broadcasting Union EBU Tech Doc 3341 "Volume measurement: measurements under" EBU mode "to complement the normalisation of volume in accordance with EBU-R 128," Geneva, August 2011.
(3) The Council shall publish the documents setting out certain characteristics of the audio component referred to in paragraphs 1 and 2 in a manner enabling remote access.
§ 3
Efficacy
This Decree shall take effect on 1 June 2013.
