The Ministry of Foreign Affairs states that on 29 October 1992 the Agreement between the Government of the Czech Republic and the Government of the Slovak Republic on cooperation in the field of environmental protection and development was signed in Prague.
The Agreement entered into force on 1 January 1993 pursuant to Article 7 thereof.
The Czech version of the Agreement is hereby published at the same time.
AGREEMENT
between the Government of the Czech Republic and the Government of the Slovak Republic on cooperation in the field of environmental protection and development
The Government of the Czech Republic and the Government of the Slovak Republic, hereinafter referred to as the Contracting Parties,
led by the desire to strengthen friendly relations between the two countries,
striving to develop and promote mutual cooperation in the field of environmental protection and development,
led by the desire to implement the relevant provisions of the Final Act of the Conference on Security and Cooperation in Europe and its subsequent documents,
building on the results of the joint efforts to date in the field of environmental protection and protection of human health which they consider to be a priority,
aware of the importance of addressing environmental issues on a regional and global scale,
agree on the following:
On the basis of equality and mutual benefit, the Parties shall develop and promote cooperation on environmental protection and development issues of interest to both Parties.
Cooperation shall, in particular:
- environmental protection in the area of the common national border,
- environmental effects across borders,
- international regional projects and programmes,
- water management issues at border waters,
- conservation of nature and landscape,
- protection of air from pollutants,
- water use and pollution protection,
- waste management, including import, export and transit of waste,
- the protection of mineral wealth and rock environment,
- soil protection,
- risk factors affecting the environment and environmental accidents,
- environmental monitoring and information systems,
- a system of government in environmental matters.
The Parties shall cooperate with each other in particular in the form of:
- exchange of information on the state of the environment, on how to assess the impact of activities on the environment and on measures to protect and create them,
- coordination of environmental protection and development procedures, in particular in neighbouring regions,
- approximation of environmental legislation,
- joint research activities.
Cooperation under this agreement will be coordinated under the Czech Republic by the Ministry of Environment of the Czech Republic and under the Slovak Republic by the Ministry of Environment of the Slovak Republic.
This Agreement shall be implemented in accordance with implementing protocols approved by the environmental ministers for a period of at least one year. Implementation of implementing protocols will be provided by working groups set up by ministers.
The Parties shall initiate, support and allow cooperation between professional institutions of both Parties in the areas of interest of cooperation referred to in Article 1.
The Parties shall also promote contacts and cooperation between environmental NGOs and interest civil associations.
This Agreement shall be concluded for a period of five years. It shall be renewed for a further period of five years, unless one of the Contracting Parties denies the Agreement in writing, not later than three months before its expiry.
This Agreement shall enter into force on 1 January 1993. The first implementing protocol shall be negotiated within three months of the entry into force of the Agreement.
This Agreement is drawn up in two copies, each in the Czech and Slovak languages, the two texts being equally authentic.
