of 24 November 1962
on the economy of the operation of road vehicles for motor transport
The Ministry of Transport and Communications shall, in agreement with the participating central authorities and the Regional National Committees pursuant to Article 16 (1) (b) of Decree-Law No 54 / 1953 Coll., on road traffic, as amended by the statutory measure of the Bureau of the National Assembly No 13 / 1956 Coll., pursuant to Article 2 of Decree-Law No 107 / 1949 Coll., on certain measures relating to unused material, and under Sections 44 (2) and 192 of Law No 69 / 1958 Coll., on economic relations between socialist organisations:
Preliminary provisions
§ 1
The performance of road transport tasks depends substantially on the condition and use of road vehicles for motor transport, i.e. own motor vehicles, their trailers and semi-trailers (hereinafter referred to as "vehicles'). The implementation of this decree will create economic and technical conditions for the use and maintenance of vehicles, the extension of their overall fitness period, the reduction of their own operating costs, the uncovering of internal reserves, and thus to ensure the economy and safety of operations.
§ 2
(1) Vehicle holders are obliged to apply the technical and economic standards laid down in this Decree. If these standards appear to be not effective in the operation of road transport, the holder of the vehicle shall immediately replace them, after consultation with the competent authority of ROH, by more effective standards and declare them within the scope of his competence. The amendments to the standards shall be notified to the competent national district committee of the registered office of the undertaking and to its superior organisation. Vehicle performance standards for individual work and levels of regular maintenance cannot be changed.
(2) Vehicles shall be maintained in such a way that, when operating them, they shall be used in such a way that they do not exceed fuel and lubricant consumption standards, maintenance, repair and shell cost standards, and in so doing exceed, or exceed, vehicle performance standards for medium and general repairs and vehicle fitness standards. To this end, vehicle holders are obliged to acquaint all road workers with the content of technical and economic standards.
(3) Vehicle holders are obliged to use general repairs to upgrade their vehicles and to equip them with equipment for the mechanisation of loading and unloading operations.
(4) Vehicle holders shall be required to normally record and check vehicle performance, fuel and lubricant consumption, maintenance and repair costs and shell costs within the time limits set. If the vehicle holder finds that the consumption standard or cost standard has been exceeded, he shall be obliged to take the necessary measures to ensure efficient operation. The holder shall keep prescribed records of the operation of vehicles of socialist organisations. The details of the keeping of such records and their models shall be laid down in specific provisions. The driving command (daily record of vehicle performance, record of operation of the passenger car and motorcycle), as confirmed by the responsible representative of the vehicle holder, shall be submitted for inspection by the driver upon request by the inspection authorities.
§ 3
Technical and economic standards for the operation of vehicles
(1) Technical and economic standards for fuel and lubricant consumption, vehicle performance for overhaul, vehicle fitness standards, maintenance and repair costs, mantle costs and performance and battery fitness standards shall be established in order to make the operation of vehicles economical, ensure economic control and for planning purposes (Annex 1).
(2) The technical and economic standards are expressed in the base kilometre (zkm), i.e. the kilometre travelled in favourable operating conditions. The operating conditions are determined by the slope of the road, the ground surface, the use of trailers and the special nature of transport. When driving in unfavourable operating conditions, the holder of the vehicle shall recalculate the mileage travelled per kilometre by applying the special allowances laid down for each type of service. In addition to operating conditions, fuel consumption is also affected by other operational circumstances (operating conditions). The effect of operating conditions on fuel consumption is expressed by specific increases to or from the basic fuel consumption standard. According to the tables of these increases or reductions, the standard fuel consumption of the vehicle shall be calculated (Annex 2).
Maintenance
§ 4
(1) In order to increase the economy, operational capacity and alert of vehicles, vehicle holders are required to perform the maintenance of both in-service and in-service vehicles placed in an operational backup according to the vehicle performance standards for each work and stage of planned maintenance (Annex 3).
(2) The manufacturer or, where appropriate, the importer of the vehicle is obliged to develop model technological procedures for the implementation of the different stages of planned maintenance to the extent and within the deadlines set out in Annex 3. These technological processes shall be processed by the manufacturer or importer of the vehicle, taking into account the specific characteristics of the vehicle type, and shall be published after approval by the Ministry of Transport and Communications in the vehicle operating and maintenance instructions.
(3) In-service maintenance of vehicles is carried out according to a maintenance schedule which determines the implementation of each maintenance group (planned maintenance). The maintenance plan shall be drawn up and shall be the responsibility of the vehicle holder. If the holder of the vehicle cannot provide maintenance in his own workshops, he shall be obliged to provide it in a delivery manner.
(4) If it is apparent from the state of the vehicle that the provisions on the planned maintenance and care of the vehicle have been grossly infringed, the latter shall be obliged to submit a notification within 10 days to the district national committee responsible for carrying out the procedure with the vehicle holder and ensuring that corrective measures are taken.
§ 5
Defects on vehicles in service or defects detected during planned maintenance shall be removed by the vehicle holder before further use or by placing into the service backup, depending on the nature of the defect, either by normal, medium or general repair. *)
§ 6
Operation of new vehicles and vehicles after overhaul and management of the casing
(1) New vehicles and vehicles after overhaul must be driven in accordance with the conditions laid down in this Decree in order to ensure that they are economically efficient and fit-in in future operations (Annex 5).
(2) The durability of the coats and souls depends on their proper storage, thickening, treatment, in-service use and timely repair. Vehicle holders shall be obliged to store, use in service, denounce and discard their coats and souls in accordance with Annex 6 to this Regulation. At the same time, this Annex sets out the principles governing the sorting of coats. Part II of this Annex specifies under which conditions and to what extent suppliers are required to provide a guarantee for coats and how the notified guarantee cases are handled. *)
(3) Coats may only be used in service for long enough to allow economic retreading. The holder of the vehicle is therefore obliged to surrender each jacket for retreading as long as the tread pattern is visible on the most used surface of the casing. Coats whose skeleton is so damaged, or whose overall condition is so bad that their retreading would not be economical or the use of retreaders in operation is safe, shall be used without retreading. In the case of a casing of an unrunning dimension, retreading may be waived if further use in service cannot be expected.
(4) The new and used coats that the holder cannot use in his operation are required to offer for redemption. The sorting of used tyres is provided by the Department of Chemical Industry's sales organisation directly in the transport organisations' plants, provided that more than 20 tyres are removed on a quarterly basis.
§ 7
Construction and conversion of vehicles
(1) The construction and conversion of individual vehicles must be done economically. The construction of an individual motor vehicle may be subject to consent only if:
(a) a special vehicle intended for important purposes, in particular economic or sports (e.g. racing vehicle);
(b) a vehicle whose construction monitors the testing or introduction of new transport or mechanisation techniques (in particular the removal of strenuous hand labour during loading and unloading), or the improvement of road safety and efficiency, if its technical competence has not already been approved by the Ministry of Transport and Communications;
(c) a wheelchair if the applicant's physical condition does not permit the use of a wheelchair of normal (serial) production.
(2) Consent may only be given for conversion into another type of vehicle or for modification of essential vehicle types
(a) if the applicant proves that he urgently needs another type of vehicle and that he has exhausted the possibilities of replacement;
(b) where a higher economic value is created by conversion (e.g. the existing vehicle requires conversion for damaged bodywork),
(c) where the cost of conversion does not exceed 75% of the purchase value of the new vehicle.
The approval shall also be granted if the vehicle is converted into a vehicle where the manual work during loading and unloading is removed. The consent cannot be given for the conversion of a vehicle into a bus and for the conversion of a delivery or multi-purpose car (STW, Combi) to a personal car by a socialist organisation.
(3) The conversion to a different type of propulsion can only be authorised if there is a change in any petrol drive.
(4) For serious economic reasons, the District National Committee may impose on the vehicle holder the conversion of the vehicle to another type of vehicle or to another type of propulsion, at the same time deciding to sell (transfer) the equipment which served the propulsion.
§ 8
Disposal of vehicles
(1) In order to ensure effective renewal and modernisation of the fleet, vehicle holders are to be eliminated according to a pre-established annual decommissioning plan approved by the District National Committee.
(2) Consent to the permanent decommissioning of passenger and freight cars, buses, their trailers and trailers and trolleybuses may be granted if:
(a) the repair of the vehicle, having regard to its cost, condition and type, is not economical; or
(b) the vehicle is permanently stationary; or
(c) the operation of the vehicle in relation to the condition or age of the vehicle is uneconomical.
(3) Under the same conditions, permanent disposal may be imposed on the holder of the vehicle, in particular if the district public safety inspector finds that the vehicle is not fit for use and that its repair would be uneconomical.
(4) The decision to permanently discard the vehicle is the basis for the elimination of the parent vehicle and the vehicle becomes a wreck. Specific rules apply to the use of wreckage.
§ 9
Other measures to ensure the cost-effectiveness of vehicle operations
(1) Only those types of vehicles which conform to the nature of the transport may be used in service. If a truck or special vehicle, bus or tractor, trailer or semi-trailer is used for such carriage that the vehicle or its special equipment cannot be effectively and fully used and if the holder of the vehicle does not demonstrate that it is essential to ensure its production tasks, he shall, with the agreement of the District National Committee, transfer the vehicle to another socialist organisation which will make better use of it. As a general rule, such approval shall be given by the district national committee if it is granted for the transfer of vehicles subject to the same central office. If the holder does not do so, the competent district national committee shall, upon prior notification to the superior authority, require him to transfer the vehicle, including where appropriate to holders from another economic sector. This decision may be given only if the transport needs of the vehicle holder are met. Movements of vehicles for a longer period of one month shall be compulsory for holders to report to the Regional National Committee. This shall be without prejudice to the obligations imposed on vehicle holders when changing the vehicle position. *)
(2) The transfer of buses with a occupancy of more than 40 persons between economic and budgetary organisations, as well as the transfer from economic and budgetary organisations to voluntary organisations, may be carried out only after prior agreement of the district national committee responsible for the unit of the vehicle transferred. Such consent is not required when transferring between organisations subject to the same central authority.
(3) The Ministry of Transport and Communications may, in agreement with the Regional National Committees and the participating central authorities, declare by specific measures the effective concentration of vehicles of selected types in the areas of individual regional national committees.
(4) The use of replacement fuels (liquid gas, methane and natural gas) is not extended further. Vehicle holders may use replacement fuels only within the scope of the authorisation (s) issued without the possibility of transferring this authorisation to other holders or other vehicles.
(5) The Ministry of Transport and Communications may, in agreement with the competent central authorities and the regional national committees, take other measures to ensure the economy of the operation of vehicles, in particular by providing for:
(a) the quantity of spare parts of automotive parts and parts, the consumption of which can be considered economical for specified vehicle performance, taking into account the conditions of operation and the construction of vehicles, and which must therefore not be exceeded;
(b) the quantities of spare car parts and parts which may be kept in stock for their vehicles by vehicle holders with a view to consumption as referred to in (a);
(c) mandatory fitting of vehicles, increasing the cost-efficiency of their operation, in particular the cost-effective consumption of fuel and tyres (e.g. thermometers, thermostats, oil cleaners, magnet discharge bolts, engine temperature maintenance equipment, whirlpool liners, coolers, etc.),
(d) restrictions on the use of special fuel-saving devices only to those authorised by it.
§ 11
Tasks of national committees and other organisations
(1) The Regional and Regional National Committees control compliance with this Decree for all road vehicle holders for motor transport.
(2) The heads of organisations shall ensure compliance with this decree in subordinate organisations and establishments and shall ensure the transfer and exchange of experience in the implementation of this decree between the working and individual organisations and operations.
§ 12
Scope of the Order
(1) The first sentence of Paragraph 2 (2), § 4 (2) applies to trolleybuses, as regards the standards of the cost of tyres, paragraphs 6 and 10 and Annexes 2 and 6 to the Decree. Maintenance of trams and trolleybuses shall be carried out in accordance with separate directives issued by the Ministry of Transport and Communications.
(2) The provisions of Sections 6, 7 and 8 and Annex 6 of the Decree shall apply to tractors used in agriculture. The management of these vehicles shall be regulated by the Ministry of Agriculture, Forestry and Water in agreement with the Ministry of Transport and Communications.
(3) The holders of private vehicles are not subject to the provisions of Sections 2, 3, 4 (4), 5, 8 (1), 9, except for paragraphs 2 and 4, 10 and Annexes 1, 2 and 7 to this Decree.
(4) Vehicles of armed corps are not covered by this decree.
(5) If economic or other specific reasons so require, the Ministry of Transport and Communications may authorise exemptions from the provisions of this Decree.
§ 13
Repeal provisions
The Ordinance of the Ministry of Transport No 144 / 1958 Ú. l., on the economy of the operation of road vehicles for motor transport, with the exception of Annex 7, which shall be repealed on 1 January 1964, Annex 1 (Directive on the economic organisation of motor vehicle parks) and Annex III (Directive on the equipment of technical service stations and workplaces in the implementation of the planned maintenance of motor vehicles) to the Ordinance of the Ministry of Transport No 59779 / 53 of 19 I 1954 published in the Official Gazette of 26 January 1954, the measures of the Ministry of Transport and Communications on the construction and conversion of motor vehicles Regulations No 82 / 1960 of the Reports of Instructions for the Authorities of the National Committees.
§ 14
Efficiency of the Order
This Decree shall take effect on 1 January 1963, except for Annex 7, which shall take effect on 1 January 1964.

Technical economic standards for the operation of vehicles

Basic fuel consumption standards
1. The basic standard of fuel consumption is set for driving vehicles under favourable operating conditions, for normal types and types of vehicles.
2. The basic standard of consumption is the fuel consumption of the vehicle after running (without trailer) in proper technical condition, loaded with the highest permissible load when driving under favourable weather conditions on a dry, flat and straight road with hard surface. The basic standard of consumption does not include heating consumption of the vehicle, pumping of liquids by special equipment, etc.
3. For vehicles not referred to in paragraph 8, the basic fuel consumption standard shall be determined by the vehicle owner. The determination of the basic standard of fuel consumption shall be carried out in accordance with Section 2. The test result report shall be permanently annexed to the vehicle technical licence.
4. The basic standard of consumption of fuels other than gasoline blends and diesel is determined according to these ratios
(a) 1 m3 of methane or natural gas at 1 pm at 0 ° C corresponds to 1 litre of petrol
(b) 1 kg of liquefied (liquid gas) corresponds to 1,5 litres of gasoline mixture or 1 litre of gasoline mixture corresponds to 0,67 kg of liquefied gas.
5. In the case of road tractors, the basic fuel consumption standards have been established when driving with a trailer whose total weight is equal to twice the service weight of the tractor.
6. The basic standard of fuel consumption of semi-trailer tractors has been established at the highest permissible load of the coupled semi-trailer.
7. The application of the winter baseline standard is generally fixed for the period 1 November to 31 March inclusive.
The earlier or later application of the winter standard shall be subject to a drop in temperatures below 0 ° C at the point of use (site) of the vehicle and shall be permitted by the lead operator, on the other hand, if the temperature is maintained above the freezing point for one week, the summer standards shall be applied from the eighth day.

When driving with two persons, these standards increase by 25%.

Method for determining the basic standard of fuel consumption of the vehicle
For the determination of fuel consumption, the following conditions shall apply to motor vehicle, test track, weather and fuel:
1. A motor vehicle for which fuel consumption is determined shall conform in all its parts to a series design, in particular as regards the carburetor or injection pump and ignition. All values affecting the proper running of the tyres, wheel tightness, adjustment of brakes, etc., shall correspond to those given in the type-certificate of the vehicle concerned.
2. During test runs, the motor vehicle shall be loaded on the prescribed maximum total mass according to ČSN 30 0030 (October 1956). The tractor shall be tested with a trailer of a total weight equal to twice the service weight of the tractor.
3. The engine shall be run properly and properly heated before measurements so that the cooling water temperature or, in the case of air-cooled engines, the oil temperature is at least 70 ° C. At the beginning of the measurement, the engine shall show the prescribed operating temperature.
4. For test runs, the maximum normal gear (the minimum normal gear included - usually direct shot) shall be used.
5. The test shall be carried out on a dry, flat and straight road with a hard surface, on a 1 km section, defined by fixed kilometer lines. A short climb and fall of up to 1,5% is allowed.
6. An air temperature of 5 to 20 ° C, absolute air pressure of 745 to 760 mmHg and relative humidity of about 80-50% is permitted.
7. Holiday wind speed 7 to 18 km (second to third degree by Beaufort).
8. In determining the basic standard of fuel consumption, use shall be made of:
(a) for petrol engines of normal commercial fuel mix;
(b) for commercial diesel engines of commercial quality.
9. Before the test itself, a special test run shall be carried out to determine whether the speedometer data correspond to the actual speed and whether the vehicle's range corresponds to that of the manufacturer or to the test. In addition, the hourly consumption of running empty shall be determined, namely:
(a) for motorcycles and passenger cars from two four-minute consumes,
(b) for trucks, buses and tractors from two-minute consumes.
10. When measuring consumption, the vehicle shall run 200 m before the start of the test track at a uniform speed and shall comply with this speed when passing the entire track. This speed corresponds to two thirds of the largest speed of the tested vehicle declared by the manufacturer and, for tractors and vehicles whose engine has a speed limiter, three quarters of that maximum speed. The speed thus determined in km / h shall be rounded to the nearest number ending 0 or 5. The speed tolerance may be ± 3,5 per cent.
11. Measurements shall be made three times in both directions. The paths in both directions follow immediately. The time at which the vehicle passes the test track shall be measured with stoppers.
12. During the course of the test, the driver shall not agitate with the accelerator. It is recommended that the driver and the meter take turns on each journey.
13. The exact amount of fuel consumed on the run (1 km) shall be measured separately for each journey back and forth; A total of six measurements shall be made. The measuring instrument shall give the ability to measure and subtract to an accuracy of 2 cm3.
14. The average fuel consumption per km shall be determined from the measured values. Add 10% to this consumption in view of possible adverse circumstances during measurements: by multiplying by 100 we will receive fuel consumption, which is referred to as the basic standard of fuel consumption.
15. The basic standard of consumption is given to one place after the decimal point (rounded down below 0,05, 0,05 and up).
Example: Basic fuel consumption standard 9,7 l / 100 km at speed...
16. If the whole fuel consumption curve is measured, measurements shall be made in accordance with paragraphs 10, 11, 12 and 13.
17. If there is any defect during the measurement, e.g. in ignition, fuel supply, etc., or any failure on the vehicle that would affect the result of the measurement, the whole measurement shall be repeated.
18. Measured values are entered in the protocol.
19. The winter baseline fuel consumption standard shall be determined in accordance with the provisions of Article 1-18 of this section and the measured values shall be increased by 10%.

Fuel consumption standards for engine and vehicle testing
1. The fuel consumption standard for testing the engine running after a complete repair shall be determined by 150% of the basic consumption standard of the vehicle concerned. If the same engine is used by the manufacturer for several vehicle types (s), the fuel consumption standard for that engine shall be calculated from the basic vehicle consumption standard with the lowest standard.
2. The fuel consumption standard for the test run of the vehicle shall be determined by standard consumption (see Part III) for the vehicle in question,

3. The fuel consumption standard for level 1 roadworthiness tests shall be 5% and for level 2 roadworthiness tests 10% of the basic standard of the vehicle concerned.
4. Fuel shall not be used for the washing and cleaning of vehicles and their parts.

The above consumption standards shall always apply to the rolling stock unless otherwise specified.
For tipping and special vehicles, these standards are increased by 5%. (A group of special vehicles includes vehicles which are designed for special transport purposes or for transport under special transport conditions, such as tank vehicles, dumpsters, and other vehicles which have different devices for the mechanisation of loading and unloading operations, or other vehicles powered by the vehicle's engine).
2. The standard for the consumption of lubricants in the transmission train shall be:

Notes:
1. The consumption standards for lubricants (fats and oils) apply only to road motor vehicles. For other internal combustion engines used in construction, forestry and agricultural machinery, and similarly the standards set by the machine manufacturer apply.
2. The consumption standards for motor oils shall include:
(a) oil for the replacement of oil charges;
(b) oil for replenishing the engine itself and engine accessories where the engine oil is prescribed.
3. Consumption standards shall be expressed in volume percent. For conversion to weighting quantities, the values shown shall be multiplied by the coefficient given by the ratio of density of oil and fuel.
4. The holder of the vehicle shall keep a clear record of the consumption of each type of oil for each vehicle.

Performance standards for overhaul and fitness standards for vehicles
1. The power standard of the vehicle shall be determined by the number of basic kilometres from vehicle entry into service to the first overhaul or from the first overhaul to the next overhaul or from the last overhaul to permanent decommissioning.
2. The standard of overall fitness is based on the assumption that two overhaul will be carried out on the vehicle.
The standard is expressed
(a) the performance of the vehicle in essential kilometres from its first entry into service until its permanent decommissioning; or
(b) the number of years for which at least the vehicle is to be used from delivery until its permanent decommissioning. Time limits for fitness may be applied only exceptionally; the standard shall be determined by the vehicle holder with the agreement of the competent authority.
3. For the overall repair of individual vehicle groups (gearboxes, reduction gearboxes, rear axles, bodywork, booths, sidewall platforms), vehicle performance standards for overhaul apply.
4. For the mean vehicle repair (total engine repair, front axle and steering), the power standard shall be determined by half of the vehicle's standard power before overhauls.
