Ministry of Labour and Social Affairs of the Czech Socialist Republic
of 18 November 1981
on the remuneration of certain outside-employment work
The Ministry of Labour and Social Affairs of the Czech Socialist Republic provides in accordance with Section 239 of the Labour Code in agreement with the Czech Trade Union Council:
Scope
(1) This decree regulates the remuneration of workers for the work provided for in other provisions for organisations
(a) on the basis of employment agreements (Section 232 (2) of the Labour Code),
(b) on the basis of employment agreements (Section 232 (3) of the Labour Code).
(2) The decree does not apply to remuneration
(a) activities under Act No. 36 / 1967 Coll., on Experts and Interpreters, in proceedings before state authorities and bodies to which the tasks of state authorities have been transferred;
b) creative activities resulting in works and works of art protected by Act No. 35 / 1965 Coll., on works of literary, scientific and artistic (copyright),
(c) lecturing and teaching activities and professional assessment and similar activities carried out for schools and educational establishments forming a single school system, 1)
(d) project activities carried out under work agreements outside the employment relationship, 2)
(e) activities secured by the Revolutionary Trade Union Movement.
Lecture and teaching activities
(1) The amount of remuneration for the teaching and teaching activities shall be determined taking into account its nature, difficulty, extent of the necessary preparation and qualification of the worker as follows:

(2) Where the activity referred to in point (c) of paragraph 1 is carried out by particularly excellent experts, in particular on the transfer of scientific and highly professional knowledge and experience, or on extremely important issues of ideological, political, educational or socio-economic importance, as a rule at the post-graduate level, the remuneration provided for may be increased by up to 30% in exceptional cases. The remuneration may also be increased equally in exceptional cases for the activity referred to in paragraph 1 (b), where it is carried out by particularly excellent innovators - holders of state honours and orders and honorary degrees of "deserving inventor" and "deserving enhancer."
(3) The provisions of paragraph 1 shall also apply to the remuneration of management of discussion, consultation, seminar or examinations related to lecture and teaching activities.
(4) The remuneration referred to in paragraph 1 (b) and (c) shall be reduced by at least 20% for exercises, practical training with demonstration and excursion guidance.
(5) For the preparation, management and assessment of any final work or written work specified in advance by the curriculum, up to 14 CZK per 1 hour shall be awarded.
(6) For syllabus (gross syllabus of lectures or teaching), remuneration shall be granted only if their preparation between the organisation and the worker has been agreed in advance. Rewards for syllables shall be awarded by the organisation according to the difficulty and scope of the processed substance up to 30% of the total remuneration for the relevant lecture or teaching.
Professional opinions and other similar activities
(1) A remuneration shall be established for the written drawing up of expert and lecturer opinions, analyses, studies, professional advice and expression of a similar nature, taking into account the qualifications of the worker and the professional complexity of the task, its social importance, scope, expected results and other relevant aspects, as appropriate.

(2) Where the scale of the work under consideration, expressed in terms of number of pages, is used to determine the remuneration, a remuneration of up to 6 Ccs shall be provided for one page of the text under consideration, taking into account the conditions set out in paragraph 1.
(3) Where an activity carried out by particularly excellent experts, in particular the transfer of scientific or high-level expertise, the remuneration referred to in paragraph 1 (b) and (c) and paragraph 2 may be increased by up to 30%.
Where expert opinions, expert advice or observations are submitted orally or in the context of the deliberations of expert commissions, the staff member shall be remunerated for the expression of the expert opinion, which shall be laid down mutatis mutandis in the light of the considerations set out in Section 3; the highest amounts of remuneration may be used only exceptionally, if the professional work of exceptional importance is carried out by particularly excellent experts.
Translation and revision of translations
(1) Translation of texts from foreign language to Czech or Slovak will be rewarded

(2) Translation of texts from Czech or Slovak to a foreign language will be rewarded

(3) For translations of texts from Czech to Slovak and vice versa, a reward will be provided for one page of translations up to 10 KCs.
(4) For translation from a foreign language into another foreign language, the remuneration referred to in paragraph 2 shall be increased by up to 50%.
(5) The remuneration provided for in paragraphs 1 to 4 may be further increased:
(a) for particularly specialised translations, particularly when carrying out economic cooperation between the Member States of the Council by up to 50%,
(b) if the translation is made by up to 30% from a tape recorder or other audio recording;
(c) if the translation is otherwise exceptionally difficult, in particular if requested within an exceptionally short period of time by up to 20%.
(6) For translation of passwords from foreign language to Czech or Slovak, a reward of up to 2 Ccs for one password, for translation of passwords from Czech or Slovak to foreign language up to 2.50 Ccs for one password. The remuneration thus determined shall include the remuneration for the possible classification of passwords.
(7) For the translation of passwords from a foreign language to a foreign language and their possible grading, a reward of up to 3 CZK will be provided for one password.
(1) A reward shall be provided for language revisions of translations

(2) For language revisions, particularly when carrying out economic cooperation between the Member States of the Council of mutual economic assistance, a reward shall be provided for one page of the translation up to 7 Ccs.
(3) For language revisions of translations from Czech to Slovak and vice versa, a reward of up to 1.50 CZK will be provided for one page of translation.
(4) The fees referred to in paragraphs 1 to 3 shall be increased by up to 30% for professional revisions of translations.
(5) For language or professional revision of the translation of passwords (including dictionary passwords), up to 0,70 CZK per password may be awarded instead of the remuneration referred to in the preceding paragraphs.
(6) If the translation text has to be revised mainly or entirely when the revision is carried out, the organisation may provide the revision worker instead of the remuneration referred to in the preceding paragraphs with remuneration up to the amount not paid by the translator (Section 238 (3) of the Labour Code), (3) if this is more favourable for that worker.
The fees for translations provided for in this decree include fees for the production of the typescript of the translation including a maximum of two surveys. If more than two cleavages are required at the time of printing, up to 0.50 CZK per translation page may be increased.
Interpretation
(1) Workers interpreting from a foreign language into Czech or Slovak, or vice versa, shall be provided for each hour of interpretation

(2) The remuneration provided for in paragraph 1 may be increased:
| a) | za ztížené podmínky, zejména provádí-li se tlumočení za extrémních vnějších podmínek (teplota, exhalace, hluk apod.) | až o 10 % |
| b) | za tlumočení politicky mimořádně významných a na přesnost tlumočení zvlášť odborně náročných projevů, zejména při uskutečňování hospodářské spolupráce mezi členskými státy Rady vzájemné hospodářské pomoci | až o 20 % |
| c) | za tlumočení afrických a asijských jazyků | až o 10 % |
| d) | za tlumočení z cizího jazyka do cizího jazyka | až o 50 %. |
(3) The interpretation period referred to in paragraph 1 (c) and (d) shall also include the period of the necessary rest during the course of the interpretation activity.
Corrections and editorial work
(1) A reward for one page of the manuscript is provided for the technical corrections and modifications of the texts

(2) The remuneration shall be determined according to the complexity and difficulty of the work awarded; taking into account in particular the contents of the manuscript and its complexity.
(3) The remuneration referred to in paragraph 1 shall not be attributed to copyright.
Written works
(1) The remuneration for typing is determined according to these difficult categories
A - common type of writing, i.e. the original with a maximum of two calculations
B - writing on a metal leaf, hymn, translucent, ormig, possibly with one or two calculations
C - writing photographic designs for printing
D - writing foreign-language Latin with a maximum of two deceptions
E - writing in foreign language with asbestos, in Arabic, etc.
(2) The reward for a single page of a typesetter is up to Kčs

(5) If, exceptionally, time wages are to be remunerated for typing work, the amount, complexity of the text and the accuracy requirements shall be determined by remuneration for 1 hour of work of up to 10 Ccs, when writing foreign language texts of up to 12 Ccs.
(6) Repairs of possible errors and typescripts are included in the fees for typing work.
(7) If, in exceptional cases, the organisation does not provide the material (paper, indigo, mud, ormig, etc.), the worker shall pay the costs incurred at the proven amount.
Screening of films and slides
(1) A reward is provided for 1 hour of work in film and slide screening
(2) Until the screening period, only the time necessary to prepare and finish the work may be included.
Common and final provisions
A single page within the meaning of this Decree means a text written by a machine containing 30 lines of 60 angles (when writing with a pearl of 72 angles), including spaces. An incomplete page is considered whole, if the text or its complete part is closed. One side of the verb script is considered to be 80% of the page, one side of the verse text as 60% of the page.
(1) If it is expressly agreed in the agreement that the work and activities referred to in Sections 8, 10 and 11 shall take place on Saturday, Sunday, holiday or night, a surcharge may be granted if the worker does not work at home.
(2) The amount of the premium for work carried out on Saturdays and Sundays is 25% and 100% of the agreed remuneration without increases in accordance with § 8 (2) and § 10 (3) and for the activity carried out at night 2,50 CZK for each hour of work at night.
Activities under non-employment employment agreements not referred to in Sections 2 to 11 shall be remunerated in accordance with the rules laid down by the competent central authorities. If these rules have not been issued, the organisation shall follow the wage rules in force in the relevant sector for the remuneration of the same or similar work performed in employment under conditions laid down by the central authority of which the organisation is responsible.
The Order of the Ministry of Finance No. 91 / 1966 Coll., on the remuneration of certain work outside the employment relationship is hereby repealed.
This Decree shall take effect on 1 January 1982.
