on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Vietnam on cooperation in the field of health
On 30 December 1964, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Vietnam on cooperation in the field of health was signed in Hanoi.
Pursuant to Article 11 thereof, the Agreement entered into force on 25 June 1967.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Vietnam on cooperation in the field of health
The Government of the Czechoslovak Socialist Republic and the Government of the Democratic Republic of Vietnam, led by a desire to extend and consolidate friendly relations between the peoples of the two countries and to deepen cooperation and mutual assistance in the field of health and medical science, have decided to conclude an Agreement on cooperation in the field of health and to this end have appointed their agents:

Government of the Democratic Republic of Vietnam
Dr. Pham Ngoc Thach, Minister of Health of the Democratic Republic of Vietnam,
who have exchanged their powers of attorney, which they have found in due order and prescribed form, have agreed on the following provisions:
The Parties shall promote and develop cooperation and mutual exchange of experience on health and medical science issues so that such cooperation contributes to the constant improvement of the health status of the people of both countries.
1. The Parties shall exchange experiences on health organisation and management issues, in particular on preventive and medical care, hygiene and anti-epidemic care, health education and the use of medical devices, tools and medicines.
2. The competent authorities and bodies of both Parties shall exchange experience on the prevention, diagnosis and treatment of such diseases in order to combat infectious diseases jointly.
The Parties shall exchange plans and materials relating to meetings, conferences and meetings, in particular international or international participation, dealing with health organisation and medical science issues. They shall invite each other to participate in scientific meetings and conferences organised in their countries.
The Contracting Parties will exchange medical literature, medical films, illustrative aids and other health-awareness materials.
The competent authorities and bodies of the Contracting Parties shall cooperate in the field of teaching health professionals, in particular by:
1. Help students of the other Contracting Party to study in their country's medical schools;
2. organise exchanges of doctors and other healthcare professionals for their specialisation and training;
3. exchange educational experience and teaching tools.
The competent authorities and bodies of the Contracting Parties shall organise mutual cooperation and exchange of experience between research institutes, medical schools and other health establishments of both countries.
The competent authorities and institutions of the Contracting Parties shall provide the citizens of the other Contracting Party in their territory with the necessary treatment for sudden illness.
In order to implement this Agreement, the health ministries of both Parties will negotiate a specific cooperation plan.
Costs associated with the implementation of this The Parties shall pay in accordance with the following principles:
1. medical literature, teaching and visual aids, films, medical information and samples of new types of drugs will be exchanged free of charge;
2. in the case of the mutual transmission of delegations, or in the event of visits to meetings and conferences, the sending Party shall bear the cost of travel to and from the place of destination and the host Party shall bear the cost of accommodation, meals and local travel expenses, including the corresponding allowance;
3. the costs of broadcasting and residence of doctors and other healthcare professionals in the territory of the other Contracting Party shall be borne by the party for whose benefit or at whose request they have been seconded;
4. emergency medical treatment under Article 7 of this Agreement shall be provided free of charge to citizens of the other Contracting Party.
Mutual cost accounting in accordance with Article 9 of this Regulation: The Agreements will be implemented through the State Bank of Czechoslovakia and the Bank for Foreign Trade of the Democratic Republic of Vietnam on the basis of the relevant non-commercial pay agreements applicable between the two Parties on the date of the settlement.
This Agreement shall be subject to approval under the national provisions of each Contracting Party and shall enter into force on the date of the exchange of notes on such approval.
This Agreement shall be negotiated for a period of five years and shall be extended for another five years, unless one of the Contracting Parties denies it in writing at least six months before the expiry of the current five-year period.
Done at Hanoi, 30 December 1964 in duplicate, each in the Czech, Vietnamese and French languages, the three texts being equally authentic.
