DECLARATION
of 7 April 2017
amending Decree No. 177 / 1995 Coll., establishing the construction and technical rules of the runways, as amended
The Ministry of Transport provides pursuant to § 66 (1) of Act No. 266 / 1994 Coll., on Railways, as amended by Act No. 181 / 2006 Coll., Act No. 191 / 2006 Coll., Act No. 194 / 2010 Coll., Act No. 134 / 2011 Coll., Act No. 64 / 2014 Coll. and Act No. 319 / 2016 Coll., ("the Act ') for implementation of § 4a (3), § 6 (1) and (2) and § 35 (4) Act:
Decree No. 177 / 1995 Coll., which issues the Construction and Technical Regulations of Railways, as amended by Decree No. 243 / 1996 Coll., Decree No. 346 / 2000 Coll., Decree No. 413 / 2001 Coll., Decree No. 577 / 2004 Coll., Decree No. 58 / 2013 Coll. and Decree No. 8 / 2015 Coll., are amended as follows:
1. In the heading of Part Two, after the word "COMMUNICATIONS ', the words" AND WITH A LEVEL TRANSPORT RUN FOR ACCESS TO THE ACCESS' are inserted.
2. In Part Two, the following Title 3 is inserted after the title and footnotes No 1 and No 2:
THE LEVEL EXCHANGE OF ROUND INTENDED FOR ACCESS TO THE ACCESS
Safety of track crossings intended for access by passengers to platforms by a warning device
(1) The track crossing warning device at the railway station, which is intended for the movement of passengers, shall warn the switch user in good time that a train or runway vehicle is approaching the crossing by red flashing light and intermittent acoustic signal. The light warning device for track crossing may be supplemented by barrier boards set up to cover the whole of the track; the sound signal shall be interrupted when the barrier is folded. The implementation of the barrier March must ensure the independent and safe movement of persons with reduced mobility and orientation2).
(2) The track crossings intended for the movement of passengers are equipped with tactile elements for the blind.
Track crossing warning device intended for access by passengers to platforms
(1) The track crossing warning device issues:
(a) "Stop light signal," expressed by intermittent red light lighting, "a signal for pedestrians with a Stop sign," according to a special legislation (1);
(b) "Stop acoustic signal" and "Free acoustic signal," which are expressed in the same way as the audible signals at the crossing points of the road with the road pursuant to a special legislation (1), additional light crossing safety devices;
(c) a "stop mechanical signal" expressed in tilting, tilting or lifting bar when the track crossing warning device is equipped with a barrier bar.
(2) The "Free acoustic signal" is issued by the track crossing warning device only for a short period based on the receiving of a command-controlled sound signal for the blind.
(3) The "Stop light signal" of the track crossing warning device is placed before the track crossing on the right and after the track crossing on the left in the direction of walking; Where appropriate, it may be set up simultaneously before or after the crossing of the tracks.
(4) If the sources of the audible signal of the warning devices for adjacent track crossings are located at a distance of less than 4 m, the audible signals of the warning device shall be distinguishable from each other for each direction of crossing by means of a remote control command.
(5) Paragraph 23 shall apply mutatis mutandis to track crossing warning equipment and its arrangement.

The third and fourth heads shall be referred to as the fourth and fifth.
3. The following Section 26a is inserted after Section 26:
The provisions of this Decree governing the technical conditions and requirements for railway construction and construction on the runway of the regional and technical conditions for the operation of the regional runway shall apply to railway construction and construction on the local track and to its operation. '
Efficacy
This decree shall take effect on the 15th day following its publication.
