DECLARATION
of 10 May 2007
on numbering plans for electronic communications networks and services
According to Section 150 (2) of Act No. 127 / 2005 Coll., on Electronic Communications and on the amendment of certain related laws (Act on Electronic Communications), as amended, the Act provides for the implementation of Section 29 (4) of the Act:
INTRODUCTORY PROVISIONS
Subject matter
(1) This decree sets out numbering plans for public communications networks, public data networks, network routing numbers, signalling points for public communication networks with signalling system No 7, numbers identifying the publishers of international telecommunications payment cards and the issuer of identification subscribers cards and the numbering plan of the mnemonic addresses of public administration management domains for the reporting system.
(2) The numbering plans referred to in paragraph 1 shall include rules on the creation and use of numbers, codes, identifiers, addresses and names for addressing and numbering end points of public communications networks intended for access to electronic communications services and to non-public communications networks, as well as rules on the creation and use of numbers identifying the issuer of international telecommunications payment cards and the issuer of identification participating cards.
Definition of terms
For the purposes of this decree:
(a) the sequence number of digits of the specified number;
(b) a code-defined part of the number, a defined sequence of digits, a binary number or a hexadecimal number,
(c) by the identifier of the sequence of digits;
(d) on behalf of the sequence of characters in the address of the messaging system;
(e) address

(f) the ISDN digital network of integrated services,
(g) the European harmonised number of the single telephone number provided for by European Union legislation.
NUMBER PLAN OF PUBLIC TELEFONES
The numbering plan for the public communications networks sets out the numbering of the services, the addresses of the public communications networks and the end points of the public communications networks for voice transmission, according to CEPT / ECTRA REC (98) 03 and CEPT / ECTRA REC (98) 04 of the CEPT (Conférence Européene des Administrations des Postes et des Télécom Communications) - European Conference of Postal and Telecommunications Administrations. The telephone number under this numbering plan is the national (significant) number in the national format as recommended by the CEPT / ECTRA REC (98) 04.
International Number
(1) The international number, determined in accordance with the recommendations of the ITU-T E.164 International Telecommunications Union, determines the international end point of the networks referred to in § 3.
(2) The international number consists of a country code and a telephone number. For the Czech Republic, the country code is 420. The format of the international number is set out in Annex 1.
(3) In public fixed communication networks and in public communication networks for voice transmission, the international crossing sign "00" ("zero" "zero") is set for the choice of an international number, the international crossing sign "00" ("zero" "zero") or "+" ("plus") is set for the choice of an international number.
Telephone number in public communications networks
(1) The telephone number is part of an international number which follows the country code and which sets out in national format the address of the end point of the networks referred to in Article 3 for access to or access to electronic communications services provided through such networks.
(2) The telephone number for a public fixed communications network consists of a numbering code and supplementary digits or a network access code and additional digits. The telephone number for the public mobile communications network and for the public communications network for voice transmission shall be composed of a network access code and additional digits.
(3) The telephone number for access to an electronic communications service consists of an access code to an electronic communications service and additional digits, where appropriate a routing code and additional digits. The access code to the electronic communications service shall determine the nature of the service or group of services.
(4) The format of the telephone number is set out in Annex 1.
(5) The telephone number shall also be used to determine the end-point address for connection of a non-public communications network under this Decree.
(6) For determining the national address of the end point of the networks referred to in § 3, the international number referred to in § 4 (2) may also be used with the international transactional character referred to in § 4 (3), where technically possible.
Reduced telephone number
(1) The shortened telephone number sets out the address of the end points of the networks referred to in Section 3 for access to the service provided through these networks.
(2) The abbreviated telephone number consists of an access code to the service and additional digits. The service access code determines the nature of the service or group of services. The reduced telephone numbers are given in Annex 1.
Symmetrical and easily memorable numbers
(1) A symmetrical number means, for the purposes of this decree, a telephone number whose symmetry is defined by a central digit.
(2) For the purposes of this Decree, a readily memorable number means any telephone number in the formats set out in Annex 1 and any three-digit, four-digit, five-digit, shortened telephone number or European harmonised number.
Codes for operator selection and preselection
The codes for operator selection and operator preselection are given in Annex 1. After selecting the operator's choice code or when the operator's preset code is set, a telephone number shall be selected and transmitted when making a national call without an international transactional character in accordance with § 4 (3) and without a country code in accordance with § 4 (2).
International identifier of the mobile communications network participant
(1) The international identifier of the mobile communications network participant identifies the participant in the mobile communications network as recommended by the International Telecommunications Union ITU-T E.212
(2) The international identifier of the mobile communications network participant shall consist of the country code of the mobile communications network, the mobile communications network code and the identification number of the mobile communications network participant. For the Czech Republic, the country code of the mobile communication network is 230. The format of the international identifier of the mobile communications network participant is set out in Annex 1.
Rules for the allocation of telephone numbers
(1) The telephone numbers for access to public communications network participants are assigned in a number series of consecutive numbers with an increment of "1" in a series of 1,000 numbers and its multiples for public fixed communications networks, and in a series of 10,000 numbers and its multiples for public mobile communications networks.
(2) The telephone numbers for access to public communications network participants for voice transmission are assigned in a number series of consecutive numbers with an increment of "1" in a series of 10,000 numbers and its multiples.
(3) The telephone numbers for access to electronic communications services are allocated according to the nature of the service listed in Annex 1 and in the number indicated in the application for authorisation to use numbers.
(4) The reduced telephone numbers shall be allocated according to the nature of the service listed in Annex 1 and in the number indicated in the application for authorisation to use the numbers.
(5) Telephone numbers for access to non-public communications networks with a length of 9 digits shall be assigned in a number series of consecutive numbers with an increment of "1 ', in a series of 10,000 numbers and their multiples.
(6) The single European emergency number 112 and the abbreviated telephone numbers with SAC code = 15 are not allocated.
NUMBER PLAN OF PUBLIC DATA NETWORKS
The numbering plan for the public data networks sets out the numbering of the endpoints according to the recommendations of the ITU-T X.121 International Telecommunications Union on public data networks operated under the recommendations of the ITU-T X.25 and ITU-T X.75.
International data number in public data networks
(1) The International Data Number defines the address of the end point of the public data network as recommended by the International Telecommunications Union ITU-T X.121.
(2) The international data number shall consist of the country data code and the national data number, or the public data network identification code (hereinafter referred to as "identification code ') and the network end data number. For the Czech Republic, the country data code is 230. The format of the international data number is set out in Annex 2.
(3) The identification code identifies a public data network or a group of public data networks or a group of private data networks connected to public data networks. The identification code shall consist of the country data code and the public data network number. The format of the identification code is set out in Annex 2.
Rules for the use of identification codes and transferees
(1) Only one identification code can be assigned to one operator to identify all its data networks.
(2) The identification code of the non-public data network connected to the public data network shall be determined by the operator to whom the public data network identification code has been assigned.
(3) The transmittance character for data connections from public data networks to public telex networks is the digit "8 ', from public data networks to public communication networks with analogue interface is the digit" 9' and from public data networks to public communication networks with digital interface ISDN is the digit "0 '(" zero') as recommended by the International Telecommunications Union ITU-T X.121.
(4) Where the identification code is common to a group of public data networks, the relevant public data network shall be identified by the first digit following the identification code, which shall be the number B from the network end number.
TEMPLATE NUMBER PLAN
The numbering plan for network routing numbers determines the creation of network routing numbers, the values of centre identification numbers and network identification numbers for routing calls on public communications networks.
Network code
(1) The network code determines the address information using the associated address method with the telephone number. It shall consist of the network routing number code and the central line identification number or the network routing number code and the network identification number.
(2) The format of the network routing number is set out in Annex 3.
Rules for using network routing numbers
(1) The identification numbers of the centres are assigned in a series of at least 10 consecutive numbers with an "1" increment from the 1000 to 9999 interval.
(2) The public communications network identification numbers are assigned from the 200 to 999 interval.
SIGNALISING NETWORK NUMBER PLAN WITH SIGNALISING SYSTEM No 7
(1) The numbering plan of the signalling networks with signalling system No 7 sets out the way the network indicators are assigned to these networks, the way the codes are assigned to the signalling points of the part of the international signalling network belonging to the Czech Republic and the way the codes are assigned to the national signalling network.
(2) Signalling system No 7 means a signalling system as recommended by the International Telecommunications Union ITU-T Series Q.
(3) For the purposes of this decree, the signal point shall be the signalling network equipment with signalling system No 7 which sends and receives signals between or within these networks.
Numbering of the international signalling network with signalling system No 7
(1) The international signalling network with signalling system No 7 is determined by the network indicator of the international signalling network and the codes of international signalling points as recommended by the ITU-T Q.708. International Telecommunications Union
(2) The international signal point code is a binary code identifying the signal point in the international signalling network with signalling system No 7.
(3) The format of the international signal point code is set out in Annex 4.
Numbering of the national signalling network with signalling system No 7
(1) The national signalling network with signalling system No 7 of the Czech Republic is determined by the network indicator of the transition signalling network with signalling system No 7 and by the network indicators of signalling networks of operators as recommended by the International Telecommunications Union ITU-T Q.708.
(2) The format of the national signal point code is set out in Annex 4.
Network Indicator Values
The values of the network indicators of signalling networks with signalling system No 7 are given in Annex 4.
NUMBER PLAN NUMBER OF IDENTIFICATION ISSUERS OF INTERNATIONAL TELECOMMUNICATIONS PAYMENT CARTS AND ISSUER OF IDENTIFICATION PARTICIPATION CARTS
The numbering plan of the numbers identifying the issuer of international telecommunications payment cards and the issuer of identification participating cards sets out the way in which the issuer of international telecommunications payment cards and the issuer of identification participating cards are created.
Basic account number
(1) The basic account number is used to number international telecommunications payment cards and identification participating cards (SIM cards) (hereinafter referred to as "cards') as recommended by the International Telecommunications Union ITU-T E.118.
(2) The basic account number shall be composed of the card issuer's identification number, the number identifying the individual account and the Luhn control number used to check the validity of the basic account number.
(3) The card issuer identification number shall be composed of the main sector identifier, the country code for which the cards are intended and the card issuer identifier.
(4) The identifier of the main electronic communications sector is defined by number 89.
(5) For cards used in the Czech Republic, country code 420 is specified.
(6) The format of the basic account number is set out in Annex 5.
NUMBER PLAN OF THE MNEMOTECHNICAL ADRES OF THE PUBLIC ADMINISTRATIVE MANAGEMENT HOME SYSTEM
Numerical plan of mnemonic addresses of public administrative management domains for the reporting mediation system sets out the method of creating mnemonic addresses of public administrative management domains in the reporting mediation system as recommended by the International Telecommunications Union ITU-T F.400 and ITU-T F.401.
Rules for the creation of mnemonic addresses of public administration management domains
(1) Public administration management domain (hereinafter referred to as "domain") means an area which contains message exchange systems operated by one service provider. This provider is a domain manager.
(2) The user of the message exchange system is anyone who receives or sends messages in that system.
(3) The Mnemonic domain address shall always consist of the name of the country and the name of the domain and the optional attributes referred to in Annex 6. At least the attribute "name 'or the attribute" surname' or the attribute "organisation name 'shall always be included in the mnemonic domain address of the optional attributes.
(4) For the Czech Republic the name of the country "CZ."
(5) The domain name is intended to address messages sent and received.
(6) The provisions of paragraphs 1 to 5 shall apply mutatis mutandis to non-public management domains connected to the domain.
SPECIFIC CASES OF NUMBER USE
In the public communications network, codes consisting of a combination of numbers with the characters "* '(" star') or "# '(" double cross') may be used, or a combination of numbers which must not start with the number "1 ', and which allow, depending on their length, routing to services only within the operator's network. Services addressed to these codes are not available to users from other public communications networks.
For sending short text messages (SMS) and multimedia messages (MMS) on public communications networks, short codes, consisting of a combination of numbers that are neither telephone numbers nor shortened telephone numbers, are used, do not apply to emergency numbers.
For the purpose of sending short text messages in the context of emergency communication with the emergency communication centre by a participant who is a roaming customer in the visited network in the Czech Republic within the meaning of the directly applicable European Union regulation governing roaming on public mobile communications networks in Unii2), the telephone number "+ 420 720 000 112 'shall be used. The use of this number shall have the nature and consequences of using the emergency number.
Telephone numbers identified as a reserve without a specific purpose or a provision for a specific purpose shall not be assigned.
TRANSMISSION NUMBER
(1) Geographic communication numbers may only be transmitted in the appropriate numbering area, the TC code of which referred to in Annex 1 corresponds to the first or the second digit of the telephone number.
(2) A block of telephone numbers intended to connect telecommunications terminal equipment as a branch exchange to a public fixed communications network can only be transferred from the network to which it is connected at the time of transmission to the public fixed communications network of another operator as a whole block.
(3) A block of telephone numbers intended to connect telecommunications terminal equipment as a branch exchange to a public mobile communications network can only be transferred from the network to which it is connected at the time of transmission to the public mobile communication network of another operator as a whole block.
(4) The IMSI is non-transferable.
(5) The obligation of portability under the Electronic Communications Act does not apply to:
(a) numbers for access to a service used simultaneously on public communications networks by multiple operators;
(b) shortened communication numbers;
(c) numbers with the access code to the service (SAC) 800 and digits A = 0, B = 0,
(d) numbers bearing the routing code 701, 93, 960 to 969, 970 and 977,
(e) numbers with access code 972 to 974, 980, 983 and 98900 to 98999; and
(f) individual numbers from the assigned block of numbers with the access code 95000 to 95999.
FINAL PROVISIONS
Efficacy
This decree shall take effect on 1 July 2007.
