the full text of Act No. 359 / 1992 Coll., on the Geographical and Catastral Bodies, as follows from the amendments made by Act No. 107 / 1994 Coll., Act No. 200 / 1994 Coll., Act No. 62 / 1997 Coll., Act No. 132 / 2000 Coll., Act No. 186 / 2001 Coll. and Act No. 175 / 2003 Coll.
THE LAW
on the geographical and cadastral authorities
The Czech National Council decided on this law:

ČÁST PRVNÍ

GEOGRAPHICAL AND CATASTRAL AUTHORITIES AND THEIR SCOPE
§ 1
(1) The Czech Geographic and Catastral Office (hereinafter referred to as "the Office") is hereby established as the central administrative office of the Geometry and Land Register of the Czech Republic, based in Prague. The Office is the accounting unit (1)
(2) Head of the Office is the President, appointed and withdrawn by the Government of the Czech Republic.
§ 2
(1) The Geometry Office is established as another administrative office of surveyor with national jurisdiction based in Prague. The geographical office is the accounting unit (1)
(2) Geographical and cadastral inspectors (hereinafter referred to as "inspectorates') and cadastral offices are hereby established as other administrative offices for the surveying and cadastral of the Czech Republic. Inspectors and cadastral offices are accounting units. 1)
(3) The Geographical Office, the Inspectorate and the cadastral offices are managed by directors appointed and dismissed by the President of the Office.
(4) The headquarters and territorial competence of the inspectors are set out in Annex 1 to this Law. The seat and territorial competence of the cadastral offices are set out in Annex 2 to this Act.
§ 3
(1) Office
(a) ensure uniform implementation of these activities;
1. administration of the Czech Real Estate Registry, 1a)
2. building and maintenance of point fields;
3. the creation, renewal and publication of basic and thematic national map works and other publications,
4. standardisation of names of non-resident geographical objects from the territory of the Czech Republic and names of resident and non-resident geographical objects from the territory outside the Czech Republic,
5. the creation and management of an automated information system for surveying and cadastral of real estate in the Czech Republic,
6. documentation of the results of surveying activities;
(b) coordinate research in the geography and cadastral of the Czech Republic and the system of scientific and technical information for these areas;
c) provides and coordinates international cooperation in the surveying and cadastral of the Czech Republic;
(d) manage the Geometry Office, Inspectorate and cadastral offices, unless otherwise provided for in this Act;
e) manages the central database of the Czech Real Estate Register, which is managed by computer-based means to the national extent, contains real estate data and provides data to the real estate register by remote access;
(f) decide, in case of doubt, whether the performance of the agricultural activities is concerned, 4)
(g) approve standardised names of geographical objects and names of cadastral territories;
(h) decide on appeals against decisions of the Geographical Authority and the Inspectorate;
i) sets out the administrator of the basic and thematic state map works;
(j) grant and withdraw official authorisation, 5)
(k) organise and provide proficiency tests and comparative proficiency tests for the granting of official authorisation;
(l) keeps a list of natural persons to whom it has granted official authorisation;
m) issues basic state map works 5a) and thematic state map works 5b)
n) carry out other tasks in the area of surveyor according to the special regulation 6) and carry out other activities necessary for the development of surveyor and cadastral of real estate of the Czech Republic.
(2) The Ministry of Defence shall perform similar tasks in the performance of geographical activities for the defence of the State as the Office.
§ 3a
Geographical office
a) manages geodetic foundations of the Czech Republic, 6a)
(b) decide on the location, transfer or removal of the measuring marks of the base point field, 6a, including the signalling and protection equipment of the point point field;
(c) carry out the administration of basic State map sections (5a) and thematic state map sections (5b) established by the Office;
(d) keeps database sets of points of the point field registered in technical units;
e) manages the basic base of geographical data of the Czech Republic,
(f) shall be maintained by the Central archive of the surveyor and the cadastral, which shall be of particular importance, 2)
(g) carrying out surveying activities 6b) at national frontiers in agreement with the administrator of the documentary work of state frontiers, 6c)
h) deals with breaches of order on the section of surveying according to special law, 6d)
(i) carry out other tasks in the field of surveying entrusted to it by the Office.
§ 4
Inspectors
a) control the performance of the state administration of the Czech Real Estate Registry by the cadastral authorities;
b) supervise the verification of the results of the surveying activities used for the Czech Real Estate Register and the state map work;
(c) submit to the Office proposals for measures to address deficiencies identified in the control and supervision referred to in points (a) and (b);
(d) decide on appeals against decisions of the cadastral offices, 7)
(e) submit an application for withdrawal of official authorisation, 8)
f) discuss breaches of order on the section of surveying according to special law, 8a)
(g) carry out other tasks in the area of surveyor according to the Special Regulation (9) and tasks in the section of surveyor entrusted to it by the Office.
§ 5
(1) Catastral authorities
a) perform state administration of the Czech Real Estate Register, 1a)
(b) perform management of thickening points and detailed position and height fields;
c) discuss the breach of order on the section of the cadastral property of the Czech Republic according to special law, 10)
(d) approve amendments to the local nomenclature and ensure activities linked to the standardisation of geographical nomenclature;
(e) approve amendments to the boundaries of the cadastral territories;
(f) carry out the administration of basic national map sections (5a) established by the Office;
(g) carry out other tasks in the area of surveying and cadastre of real estate of the Czech Republic, to which they will be entrusted by the Office.
(2) The list of cadastral centres which are the internal organisational units of the cadastral offices under the special legislation, 10a) their names, registered offices and territorial districts in which they exercise the competence of the relevant cadastral office, will be published by the Office by a communication in the Collection of Laws. 10b)
§ 6
The general rules on administrative management11) apply to decisions of the Office, the Geographical Office, the Inspectorate and the cadastral offices in cases referred to in Sections 3 (f), (h) and (j), 3a (b) and (h), 4 (d) and (f) and 5 (1) (a), (c) and (e) of this Act.

FINAL PROVISIONS
§ 12
Rights and obligations from employment and other relationships pass from the Czech Geodetic and Cartographic Office to the Czech Geometric and Catastral Office.
§ 13
They shall be deleted:
1. Act No. 36 / 1973 Coll., on the Bodies of Geodesy and Cartography.
2. Paragraph 37 (1) (a) and (b) and paragraph 2 of Act No. 200 / 1990 Coll., on Infringements.
§ 14
This Law shall take effect on 1 January 1993.

Headquarters and territorial scope of inspectors
Landscape and cadastral inspector in Brno, which exercises responsibility for the territorial districts of South Moravian Region, Highlands and Zlín Region.
The surveying and cadastral inspector in České Budějovice, who exercises responsibility for the territorial district of South Bohemia.
The Land and cadastral inspector in Liberec, who exercises responsibility for the territorial districts of the Liberec Region and the Ústí Region.
Geographical and cadastral inspector in Opava, who exercises responsibility for the territorial districts of the Olomouc Region and the Moravian-Silesian Region.
The Land and cadastral inspector in Pardubice, who exercises responsibility for the territorial districts of the Pardubice Region and the Hradec Králové Region.
The Land and cadastral inspector in Pilsen, who exercises responsibility for the territorial districts of the Pilsen Region and the Karlovy Vary Region.
The surveyor and cadastral inspector in Prague, which is responsible for the territorial districts of the capital of Prague and Central Bohemia.

Act No. 107 / 1994 Coll., amending and supplementing Act No. 359 / 1992 Coll., on Geographical and Catastral Authorities, became effective on 1 June 1994.
Act No. 200 / 1994 Coll., on surveying and amending and supplementing certain laws related to its implementation, took effect on 1 January 1995.
Act No. 62 / 1997 Coll., amending and supplementing Act No. 359 / 1992 Coll., on Geographical and Catastral Authorities, as amended, came into force on 1 May 1997.
Act No. 132 / 2000 Coll., on the amendment and abolition of certain laws related to the Act on Counties, the Act on Municipality, the Act on District Offices and the Law on the Capital City of Prague, became effective on 1 January 2001.
