Federal Ministry of Transport
of 15 June 1976
on certain measures for the implementation of the Europe Agreement on the work of vehicle crews in international road transport (AETR)
The Federal Ministry of Transport provides in the agreement with the participating central authorities pursuant to § 10 (2) of Act No 57 / 1950 Coll., on the modification of road transport business:
This decree applies to the members of the international road transport vehicle pool carried out under the Europe Agreement on the work of international road transport vehicle seating - AETR (Geneva, 1970) - (hereinafter referred to as the Agreement).
[Articles 2 (2) (a) and 3 (2) of the Agreement]
The provisions of the Agreement shall also apply to:
(a) a member or members of a group of road vehicles who, during international road transport, do not leave the territory of the Czechoslovak Socialist Republic in which they normally engage;
(b) international carriage of goods by road by a vehicle registered in a State which is not a Contracting Party to the Agreement and whose permissible total weight is not more than 3,5 tonnes;
(c) international road transport by a vehicle registered in a State which is not a Contracting Party to the Agreement and limited to the territory of the Czechoslovak Socialist Republic and to the territory of a neighbouring State which is not a Contracting Party to the Agreement, even if the vehicle does not leave the territory of the Czechoslovak Socialist Republic a zone adjacent to the borders and defined as a border zone or use the territory of the Czechoslovak Socialist Republic only in transit.

Drivers in international road transport for vehicles with a permissible total mass of more than 7,5 tonnes shall complete at least 21 years of age.

In any international road transport, the driver or his assistant in the territory of the Czechoslovak Socialist Republic must have a personal control book. Replacement of a personal control book with other documents is not permitted.
(to points 6 and 7 of the Annex to the Agreement)
(1) In personal control books issued in the territory of the Czechoslovak Socialist Republic, members of the crew shall record their period of professional activity in addition to those of management in the manner set out in point 6 (a) of the Annex to the Agreement; in the daily statement, headings 7a and 14a are deleted.
(2) For personal control books published in the territory of the Czechoslovak Socialist Republic, it is provided that:
(a) the diagram in the daily statement will have two lanes containing time data from 0 to 12 and from 12 to 24 hours;
(b) the daily statement shall be kept in one copy,
(c) further details or sections shall not be supplemented;
(d) in the weekly statement, the entries Ha and Hb shall be merged into one column;
(e) daily statements over 14 days of age shall not be separated from the personal control book.
This decree shall take effect on the day of its publication.
