of 28 September 1961
about museums and galleries
The Slovak National Council decided on this law:
Preliminary provisions
(1) Museums and galleries, whose collections form an essential part of our cultural wealth, have an important documentation, scientific, artistic and cultural political mission. In particular, the important cultural political task of museums and galleries is to demonstrate the high cultural level of our people, their struggle for national selflessness, the historical belonging of our brotherly peoples, their common class and political struggle and the achievements of socialist construction.
(2) The purpose of this law is to ensure that collections of museums and galleries are preserved and supplemented, managed professionally, and effectively used for the further education of our people in the spirit of scientific world opinion, Czechoslovak socialist patriotism, to enrich his aesthetic sensations and incite creative work in the creation of material and spiritual values of advanced socialist society and its transition to communism.
Museums and galleries
Museums and galleries are institutes which, on the basis of research or scientific research, plan to collect, manage and process collections of material documentary material on the development of nature and society, on artistic creation or other creative human activities and use these collections for cultural and educational activities.
Tasks of museums and galleries
(1) Museums carry out their awareness-raising tasks, contribute to the development of science and technology and effectively assist cultural and economic development by using their own means, in particular through the use of collections in exhibitions and exhibitions, lectures, publications and other activities
(a) clarify the lawfulness of the development of nature and society or of individual types of creative human activity and thus contribute to the upbringing of citizens in the spirit of scientific world opinion;
(b) contribute to increasing the general and vocational education of citizens, popularising the results of the scientific work of their field and promoting the tasks of the construction of socialism;
(c) taking care of the development of scientific work on the basis of the continuous recognition of their area; by illustrating and emphasizing progressive traditions, they consolidate socialist patriotism and proletarian internationalism.
(2) The gallery performs its culturally educational mission and contributes to the development of science and art by the form of permanent exhibitions, short-term and travelling exhibitions, lectures, besademes, through professional and popular publications, catalogues and the like
a) familiarize with works of art working and youth, deepen their knowledge of Slovak artistic heritage, highlight in particular the progressive traditions of our artistic development, thus enrich aesthetic sensations and strengthen the socialist patriotism of our people,
(b) clarify the lawfulness of the development of artistic creation and contribute to increasing the cultural level of citizens;
(c) actively active in the development of socialist artistic creation.
(3) Museums and galleries create the necessary preconditions for their educational and cultural activities, in particular by:
(a) carry out continuous research and, where appropriate, scientific research in their fields;
(b) the museums consistently collect evidence of the development of nature and society and of socialist construction with appropriate documentation;
c) galleries concentrate important works of art in their collections, especially contemporary art,
(d) they shall process their collections and publish the results, where appropriate scientifically;
(e) store, conserve and restore collections (objects of museum and gallery value) and keep records thereof.
(4) Museums and galleries develop their scientific, educational and cultural activities in cooperation with the institutes of academia, universities, other museums and galleries, archives and other institutions, social organisations and with the help of voluntary collaborators.
Museums and galleries
(1) According to their competence, museums are native and specialised; galleries of general type and specialized.
(2) The native museums carry out comprehensive research and documentation on the development of nature and society in their district. Specialised museums operate in one or several fields of science and technology.
(3) General-type galleries concentrate art works of old and contemporary art. Specialized galleries focus on a time or thematic area of artistic creation, the creation of the most prominent artistic personalities or a particular art technique.
Slovak National Museum, Museum of Slovak National Uprising, Technical Museum and Slovak National Gallery
(1) The Slovak National Museum, the Museum of the Slovak National Uprising and the Technical Museum are the museums which, given their importance to our science, culture and history, are the leading place in our museum business. In all their activities, they work closely with national institutions, especially the National Museum in Prague. They are the headquarters of scientific and methodological museum work. The Slovak National Gallery has the same position, which works closely with the National Gallery in Prague.
(2) The Slovak National Museum is created by the merger of the Slovak National Museum in Martina and the Slovak Museum in Bratislava as a centre of material documentation of the historical development of Slovakia, national efforts and progressive traditions of the Slovak people as well as the achievements of socialist construction.
Regional network of museums and galleries
(1) The museums and galleries in the region form a regional network. The centre of museum and land-based work in the region is the museum designated by the Regional National Committee, which also performs scientific research tasks and provides professional and methodological assistance to all museums of the regional network. The Regional National Committees will also identify galleries which are the centre of scientific and technical and methodological activities in the gallery section.
(2) Within the regional network, the district national committee shall determine the scope of the individual museums and galleries as well as the collection area of museums in agreement with the relevant national committees. for specialised museums and galleries whose scope exceeds the regional national committee, the Commission of the Slovak National Council for Education and Culture will also request comments.
Monuments
The regional network of museums and galleries complement monuments, which, as a facility of local (urban) national committees with the help of museums and galleries, take care of the preservation and use of monuments in significant events or personalities and develop primarily cultural educational and educational activities.
Establishment and cancellation of museums and galleries
(1) Museums and galleries of Slovak importance are established by the Bureau of the Slovak National Council on a proposal from the Slovak National Council for Education and Culture. Other museums and galleries are set up by local and urban national committees under the regional network plan.
(2) Paragraph 1 shall apply mutatis mutandis to the abolition of museums and galleries.
Museum and Gallery Management
(1) The Slovak National Museum, the Museum of the Slovak National Uprising and the Slovak National Gallery are governed by the Slovak National Council and its Bureau by the Slovak National Council for Education and Culture.
(2) The Bureau of the Slovak National Council will determine which other museums and galleries of Slovak importance will be centrally managed and which Commission of the Slovak National Council will manage them.
(3) Other museums and galleries as well as monuments are managed by local or urban national committees (hereinafter referred to as "museums and galleries in the management of national committees").
(4) The Commission of the Slovak National Council for Education and Culture will issue guidelines for the management of museums and galleries according to uniform principles; It also provides professional and methodological assistance to museums and galleries in the management of national committees through centrally managed museums and galleries.
(5) The authority which manages the museum or gallery shall issue a statute or an organisational order specifying in detail the scope, tasks, organisation and management of the museum and gallery. The approval of the Regional National Committee is required to issue an organisation order for museums and galleries in the administration of national committees.
Advisory bodies
The initiative and advisory body of the Slovak National Council for Education and Culture on the management of museums and galleries is the Slovak Council for Museums and galleries. The function of President and Members is honorable.
Museums and galleries workers
(1) Museums and galleries workers must have the necessary political and professional qualifications to perform their duties.
(2) Museums and galleries create and organise the assets of volunteer workers who assist museums and galleries in the performance of their tasks, in particular in the development of their scientific work, educational and cultural activities.
Collection of museums and galleries
(1) The protection of collections of museums and galleries as sets of material documents of scientific or artistic value is of public interest.
(2) The collections of museums and galleries are multiplied by the purchase, exchange, gifts, references and transfer of items of documentary value by state socialist organisations, collections of museums also own research and collecting activities.
(3) The disposal, disposal, transfer, transfer and exchange of collections and individual collection items may be carried out only with the agreement of the competent managing authority, which, when disposed of, will request the Slovak Council's observations for museums and galleries.
(4) Unless otherwise provided for in this Act, the provisions on the management of national property shall apply to collections.
Exports of museum and gallery items
(1) The objects of museum and gallery value may be exported abroad only with the permission of the Slovak National Council Bureau; the right to consent to the export of museum and gallery items may be transferred by the Bureau of the Slovak National Council to the delegates of the Slovak National Council for Education and Culture and to the Regional National Committees.
(2) The Bureau of the Slovak National Council will issue more detailed guidance on the export of objects of museum and gallery value to foreign countries following the observations of the participating central authorities and authorities. General export authorisation rules remain unaffected.
Articles in the use of museums and galleries
Museums and galleries may use objects of museum and gallery value or their files which are either the property of other organisations or persons.
Museum and gallery buildings
The authorities that control museums and galleries ensure that museums and galleries are located in buildings (rooms) appropriate to the tasks of museums and galleries, their importance and the value of collections. The buildings (rooms) of museums or galleries in the administration of national committees may be removed from their purpose and such a museum, gallery or part thereof may be moved only with the approval of the Regional National Committee.
Final provisions
This law shall not apply:
(a) museums of social organisations;
(b) collections, permanent exhibitions and sample shops of economic and budgetary organisations.
Act No. 24 / 1948 Coll. SNR, on the Slovak National Gallery, and Act No. 12 / 1949 Coll. SNR, on the nationalisation of the Slovak National Museum in Tzemianská Martina and the Slovak Museum in Bratislava is hereby repealed.
This Act shall take effect on the day of its publication.
