on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the United Kingdom of Great Britain and Northern Ireland on cooperation in the field of medicine and health
On 23 April 1976 the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the United Kingdom of Great Britain and Northern Ireland on cooperation in the field of medicine and health was signed in Prague. On the basis of Article 9 thereof, the Agreement entered into force on 23 May 1976.
The Czech version of the Agreement is hereby published at the same time.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic
and the Government of the United Kingdom of Great Britain and Northern Ireland
on cooperation in the field of medicine and health
the Government of the Czechoslovak Socialist Republic and the Government of the United Kingdom of Great Britain and Northern Ireland,
Desiring to promote further development and expansion of cooperation between their countries in the field of medicine and health,
aware of their responsibility for providing universal health care to their citizens and wishing to ensure at the reciprocal basis the provision of medical care to their citizens while staying in the other country,
they have agreed as follows:
The Parties shall promote and develop cooperation in the field of medicine and health on the basis of reciprocity and taking into account mutual interests. The various areas of this cooperation shall be agreed by mutual agreement, taking into account the experience gained by both parties during exchanges, visits and other contacts.
The Contracting Parties shall make every effort to facilitate, in particular:
(a) exchange of information of common interest in the field of health;
(b) exchange of experts for the purpose of study and consultation;
(c) direct contacts between institutions and organisations in their countries;
(d) exchange of information on new devices, pharmaceutical products and technological developments relating to medicine and health;
(e) other forms of cooperation in the field of medicine and health, which may be mutually agreed.
In order to implement this Agreement, the Contracting Parties will discuss detailed cooperation plans for a period of two years, with the place of negotiations alternating between the Czechoslovak Socialist Republic and the United Kingdom.
Within the framework of the provisions of this Agreement and taking into account the relevant procedures and regulations of both Contracting Parties,
(a) programmes for exchange of experts and delegations,
(b) specified content, forms, methods and conditions of cooperation;
(c) the results of such cooperation shall be evaluated and analysed.
Cooperation under this Agreement shall be financed on the basis of arrangements drawn up pursuant to Article 3 from the sources of the Ministry of Health of the Czech Socialist Republic and the Ministry of Health of the Slovak Socialist Republic and the Ministry of Health and Social Security of the United Kingdom or, in the cases covered by this Agreement, from the resources of the organisations and institutions involved in this cooperation.
1. In cases of accident, acute illness or other cases requiring immediate medical treatment (hospital and outpatient treatment), the citizens of the Czechoslovak Socialist Republic and the citizens of the United Kingdom shall receive medical treatment while staying in the other country under the same conditions as citizens of the recipient country in accordance with the health legislation in force in that country during the period of validity of this Agreement.
2. The medical treatment referred to in paragraph 1 of this Article shall be provided free of charge by the competent authorities of the beneficiary country, with the exception of fees normally paid by citizens of that country.
3. The provisions of this Article shall not apply to a citizen of one country who visits another country with the obvious aim of benefiting from medical care under this Agreement.
The Parties shall provide the possibility for international medical organisations, in particular the World Health Organisation, to benefit from the experience of both Parties, including the experience gained during their cooperation.
As regards the Czechoslovak Socialist Republic, "citizen 'means a person who has a permanent residence in the Czechoslovak Socialist Republic and holds a valid Czechoslovak passport.
With regard to the United Kingdom, the territory covered by this Agreement will be Great Britain and Northern Ireland, and a "citizen 'will be considered to be a person who has a permanent residence in the United Kingdom and for whom a valid UK passport has been issued authorising a trip to the Czechoslovak Socialist Republic.
Nothing in this Agreement shall be construed as damaging or amending any other agreement concluded between the two countries.
This Agreement shall enter into force one month after its signature and shall remain in force for an unlimited period, unless either Party informs the other Party in writing of the termination of the Agreement at least six months in advance.
In order to prove the signature below, duly authorised by their governments, they signed this agreement.
In two copies in Prague on 23 April 1976 in Czech and English, both texts are equally valid.
