DECLARATION
of 31 May 2018
amending Decree No. 155 / 2005 Coll., on the method of making call signs, identification numbers and codes, their use and the types of radio communications services for which they are required
The Ministry of Industry and Trade provides pursuant to Section 150 (2) of Act No. 127 / 2005 Coll., on Electronic Communications and on the amendment of certain related laws (Act on Electronic Communications), as amended by Act No. 110 / 2007 Coll., Act No. 153 / 2010 Coll., Act No. 468 / 2011 Coll., Act No. 214 / 2013 Coll. and Act No. 258 / 2014 Coll., ("the Act ') for the implementation of Section 16 (7) of the Act:
Decree No. 155 / 2005 Coll., on the method of making call marks, identification numbers and codes, their use and the types of radio communications services for which they are required are amended as follows:
1. In Article 1, at the end of point (p), the dot is replaced by a comma and the following points (q) to (x) are added:
"(q) a radio service whose broadcasting is intended for direct reception by the general public; that service may include audio, television or other types of broadcasting;
(r) a data flow transport flow consisting of one or more data flows representing a particular service provided;
(s) an identification number common to all terrestrial digital television broadcasting networks within the Czech Republic,
(t) by the network identifier, the identification number of a particular network for the dissemination of terrestrial digital television;
(u) an identification number for the transport data stream identifier of a particular transport data stream in terrestrial digital television broadcasting networks;
(v) by the service identifier, the identification number of the particular service transmitted by the data stream; for terrestrial digital broadcasting, the PI code shall be considered as the service identifier;
(w) a radio flow identifier identifying the number of a specific transport data stream in terrestrial digital broadcasting networks;
(x) PI code code to distinguish between states, areas and identification of a specific radio programme distributed via radio analogue broadcasting, to which it is clearly assigned according to the technical standard specifying the radio system RDS (Radio Data System) specification for very short waves with VHF / FM frequency modulation (Very High Frequency / Frequency Modulation) radio transmission in the 87,5 MHz to 108,0 MHz frequency band. ';
2. At the end of Paragraph 1, the following sentence is added:
"The identification of identifiers referred to in points (s) to (v) used in the English language is set out in Annex No 2 to this Decree. ';
3. In Paragraph 2 (3), the words "unless otherwise provided for in the general authorisation 'shall be added at the end of the text in point (b).
4. In Paragraph 2 (3), the dot at the end of point (b) is replaced by a comma and the following point (c) is added:
"(c) lighthouses for the Amateur Radio Direction Finding."
5. Sections 3 and 4, including the headings, read:
Identification numbers and codes
(1) Identification numbers and selective call codes are assigned for the needs of maritime mobile, air mobile and ground mobile radio communications services.
(2) The identifiers referred to in § 1 (s) to (w) and PI code are assigned for radio service needs.
Creating call signs
(1) The same call sign may not be used or allocated to two or more station operators. The ban on multiple use of the same call sign does not apply to club stations for amateur radio communications services.
(2) The call signs are assigned in such a way that they cannot be confused with distress signals (SOS / MAYDAY), pilot signals (XXX / PANPAN), security signals (TTT / SÉCURITY) or code abbreviations of Q-code.
(3) The allocation of the call sign shall take into account the applicant's proposal to assign a call sign applied for the application for individual authorisation for the use of radio frequencies if the applicant's proposal complies with paragraphs 1 and 2 and paragraphs 9 to 11.
(4) The same call sign shall not be used by different station operators when using radio frequencies on the basis of a general authorisation. ';
6. The following Section 4a is inserted after Section 4:
Creation of identification numbers and codes
(1) Identifiers according to § 1 (s) to (w) and PI code are given in hexadecimal form.
(2) The basic data flow, representing a specific service provided, is structured according to a technical standard specifying the general coding of moving images and accompanying audio information.
(3) The value of the identifier of the network of the Czech Republic is fixed by 0x20CB for all terrestrial digital television networks in the Czech Republic. This value of the network identifier of the Czech Republic is included by all broadcasters of broadcasting networks for the dissemination of terrestrial digital television into the service information data stream.
(4) The value of the network identifier is determined from the range of 0x3101 to 0x3200. The value shall be determined according to the configuration of the network, in such a way that each particular network with a different content must have a different value of this identifier.
(5) The value of the transporter data flow identifier is determined from the range of 0x0101 to 0xEFFF. The specific value of the 0xvzz-shaped identifier is determined by the vv being the serial number of the operator of the relevant transmission network and zz being the serial number of the transport data stream generated by it.
(6) The value of the service identifier shall be determined from the range of 0x0001 to 0x3FFF for television programmes, 0x4001 to 0x7FFF for radio programmes disseminated in broadcasting networks for terrestrial digital broadcasting and 0x8001 to 0xFF for other services disseminated in this radio service.
(7) The value of the PI code for terrestrial digital radio broadcasting shall be determined in the form of 0x2zz, the value in which is equal to the territorial scope of the transmission as follows:

The zzs are assigned to individual radio programmes and are determined in the range of 0 to F.
(8) The value of the radio flow identifier is determined in the range of 0x2000 to 0x2FFF. The specific value of the 0x2xyz-shaped identifier shall be determined by establishing that x represents the territorial coverage of the transmission, the y-specific transport bitrate and the serial number of the operator of the relevant transmission network. ';
7. In Article 5 (3), the words "or a radio frequency user on the basis of the general authorisation in which the call sign is identified shall be inserted after the word" services, "'.
8. the following Section 7a is inserted after Section 7, including the title:
Use of identification numbers and codes
(1) The broadcasting network operator for terrestrial digital radio and television broadcasting is obliged to disseminate the assigned identifiers and service identifier.
(2) The same value of the service identifier in terrestrial digital television cannot be allocated to two or more television or radio programmes or other services. When the television or radio programme or other services have ceased to exist, this identifier shall also cease to exist. This value of the network identifier of the Czech Republic is included by all broadcasters of broadcasting networks for the dissemination of terrestrial digital television into the service information data stream.
(3) The service identifier whose use has been terminated cannot be reused. "
9. In Section 9, the words "and aircraft station call signs' shall be added at the end of paragraph 2.
10. in Article 9 (3) (c) and (d), including footnote 3:
"(c) coastal stations: three letters, the first two being OL, followed by one digit; the call sign of the coastal station may also be created from the name of the coastal station, in which case it shall consist of the geographical name of the position of the site and the purpose of using the coastal station and, where appropriate, the name of the operator of the coastal station (3);
(d) air stations: three letters, the first two being OK, followed by no more than two digits; the call sign of the air station may also be created from the name of the air station, in which case it shall consist of the geographical name of the position of the station and the service available,
3) Paragraph 2.02 of Annex 4 to Decree No 138 / 2000 Coll., on radiocommunications on inland waterways. '
11. in Article 9 (3) (h) (3) and (4):
"3. six characters, the first two being OK letters and four additional digits for non-powered aircraft or powered sailplanes,
4. six characters, the first three being the letters OKA and the next three digits for ultra-light gliders, or ';
12. in Article 9 (3) (h), the following point 5 is added:
"5. eight characters, the first two being OK letters, the other two being optional letters and four additional digits for registration of aircraft registered in the military aviation register of the Czech Republic,."
13. in § 9 (3) (j) (6):
'6. call signs starting with OL0 to OL9 and two or more letters or figures, the last of which shall be a letter, shall be assigned only for special temporary use opportunities, for the duration of such opportunities only. The call signs starting with OL5 and two or three letters shall be removed from the provisions of this paragraph, '.
14. in Paragraph 9 (3) (j), the following point 7 is inserted after point 6:
"7. call signs starting with OL5 and two or three letters shall be assigned to the club stations of entities registered with specific international groupings combining groups of radio amateurs of the same interest or professional activity, or directly to the club stations of the entities representing those international groupings, with two or three letters per digit 5 representing the name of such specific international groupings or expressing their specific activity, ';
Point 7 is renumbered point 8.
15. in Article 9, the sentence shall be added at the end of paragraph 4:
"The call sign may be reassigned immediately if
(a) a change in the person of the holder of the authorisation to operate an unattended station;
(b) a change in the person of the holder of the authorisation to operate a club station; or
(c) the assignment of a previously assigned call sign to a natural person related to the holder of the original authorisation. ';
16. The Annex shall be renumbered Annex 1 and Annex 2 shall be added as follows:
"Annex No 2 to Decree No 155 / 2005 Coll.
