DECLARATION
Federal Ministry of Steel and Heavy Engineering
of 30 September 1981
amending and supplementing Decree No. 106 / 1960 of the Ministry of the Metallic Industry and the ore mines Coll., on Metal Waste Management
In agreement with the other central authorities involved pursuant to § 6 of Decree No. 68 / 1960 Coll., on Metal Waste Management and Collective Resources, the Federal Ministry of Metal and Heavy Engineering states:
Decree No. 106 / 1960 Coll., on Metal Waste Management, is amended as follows:
1. In Paragraph 1 (2), the following sentence is added at the end:
"Metal waste shall also be considered as scrap metal contained in heaps, slag, sludge, etc., provided that its use for the needs of the national economy in terms of costs incurred and the technical possibilities are economic; in this regard, the advisory activities of the national undertakings Kovokrit may be used in accordance with the provisions of Section 9. ';
2. the following paragraph 3 is added:
"(3) The metallic waste supplied shall not be heavily mechanically contaminated by substances which prevent the efficient recovery by conventional metallurgical processes (e.g. rubber, PVC, tar, oils, paints, chemicals); metal waste of steel and cast iron shall not be mechanically contaminated by blended non-ferrous metals, except as provided in the relevant national standard. ';
3. In Section 4, the following footnote "1) 'is inserted after the words" Czechoslovak State Standards (CSN)':
"1) ČSN 42 0030 and ČSN 42 1331. '.
4. In Section 4, the words "to a freight vehicle 'are replaced by the words" to transport and mechanical equipment'.
5. the following paragraph 4 is added:
"(4) The supply of special metal waste shall take place in pre-determined cases under the conditions agreed between the supplier organisations and the national undertakings Kovoscrap. ';
6. In the first sentence of Article 7 (1), the words "national undertakings Kovoskrit 'are replaced by the words" national economy'.
7. In Article 7 (3), the comma and the words "its timely and regular departure 'are inserted after the words" ready for delivery'.
8. In Article 8 (f), the word "establishments' is replaced by" establishments'.
9. In Paragraph 8, the present text is renumbered as paragraph 1, which is added to paragraph 2, which reads:
"(2) National enterprises Kovoscrap supervise the correct management of metal waste at all sites where metallic waste is present. Supervision shall focus in particular on compliance with and economic management of metallic waste and shall be entitled to require managers of organisations to take action to remedy identified defects. ';
10. In Paragraph 9 (1), the words "at all places where metallic waste is present 'are deleted.
11. in the first sentence of Article 9 (2), the words "Supervision and" shall be inserted before the words "advisory activities."
12. In Paragraph 10, the following sentence is added at the end:
"The provisions of the relevant Czechoslovak state standards also apply to suppliers of industrial metal waste. 1)."
13. In Paragraph 10, the present text is renumbered as paragraph 1, which is added to paragraph 2, which reads:
"(2) The supplier of the ammunition metal waste shall, at the same time as its dispatch, send a safety certificate issued by the pyrotechnician to the customer. ';
This Decree shall take effect on 1 January 1982.
