Order of the Minister for Transport
of 21 February 1949
amending Annex I to the International Convention for the Carriage of Goods by Rail of 23 November 1933 (ILO).
The Minister of Transport declares pursuant to § 5, paragraph 2 of the Decree of 22 July 1938, No 158 Coll., implementing § 207, paragraph 2 of the Railway Act:
The Commission of Experts pursuant to Article 60, § 3 of the MÚZ has decided on amendments to Annex I to the MÚZ, published by Decree of the Minister of Railways of 23 August 1938, No 184 Coll., annexed to the Collection of Laws *)
The amendments referred to in Article I shall enter into force on 1 April 1949.

Amendments to the text of Annex I to M. OZ.
(edition of 1 October 1938) pursuant to the resolution adopted in May and July 1948 at the 9th meeting of the Committee of Experts
The text of the following paragraphs shall be amended as follows:
Introduction
Paragraph 1 (4) is deleted.
Class I.
Articles which may explode
Ia. Explosives (explosives or ammunition and similar substances)
Note to the heading Ia, new version:
"Note. Substances which cannot explode in contact with flame and which are not more sensitive to impact and friction than dinitrobenzole shall not be considered as substances which may explode in accordance with Article 3 M. E. Z. and shall therefore not be subject to the provisions of Annex I."
Article 22 (3), new text:
"(3) The packaging, including the closure, must be so strong and strong in all parts that it does not relax on the way and that it complies safely with the usual transport requirements. The solids must be reliably stored in their packaging, as well as the inner packaging in the outer packaging."
Article 24 (1), new text:
"(1) Substances of number 3 shall be packed:
(a) boxes of cardboard, of white, zinc or aluminium sheet, which must be released to a weak internal pressure or to paraffined bags. In such a package, it shall be placed either one or several times in wooden boxes. Or
(b) without prior packing in boxes or bags:
1. to impermeable cardboard barrels; or
2. to wooden packaging with a zinc or aluminium sheet insert; or
3. in metal containers, including black plate, which must be released from weak internal pressure. "
Article 25 (1), new text:
"(1) Substances of number 4 shall be packed:
(a) boxes of cardboard, white or aluminium sheet, which must be released from low internal pressure. One box must not contain more than 1 kg of dust and must be coated with paper; so packed shall be placed either one or several times in wooden containers. Or
(b) in sacks which are to be placed one or several times in wooden containers with a liner made of zinc or aluminium sheet or in containers made of zinc or aluminium sheet which must be released from low internal pressure. The containers of zinc or aluminium sheet must be completely unloaded inside with wood or cardboard. '
Article 26 (1), new text:
"(1) The substances of number 5 must be packed in paper bags, either one or more of which are placed in impermeable casks of cardboard or in zinc or aluminium sheet containers, the closure of which must be allowed to withstand weak internal pressure and the walls of which must be lined with cardboard and the bottom and the lid of wood. '
Article 2
"(1) Substance number 9 shall be packed in a quantity of at least 10 kg in cloth bags, placed in a box of impermeable cardboard or in a box of white or aluminium sheet. At most four boxes must be packed in a wooden box, lined with corrugated cardboard. Metal boxes must be separated from each other by a corrugated cardboard cover. The lid of the box shall be fixed by screws. '
31 points (1) and (2), new text:
"(1) Substances of the digit 10 must be treated in cartridges (paper tubes). The stickers shall be packed in airtight sealed tin boxes, which shall be either one or several of them placed in wooden containers.
(2) Tanks soaked in paraffin or ceresin and treads, the tubes of which are made of paper impregnated with paraffin or ceresin, may also be accompanied by a wrapping of paper. Tanks not impregnated with paraffin or ceresin may also be joined in a package up to a total weight of 2.5 kg if these packages are protected from air access by a layer of ceresin or resin. Packages shall be placed either one or several in wooden containers. '
(2) New version:
"(2) Grain explosives, similar to black dust, shall be packed in a quantity of at most 2.5 kg in thick paper bags, either by one or more in cardboard boxes, which must also be packed in wooden containers either by one or several. '
Article 2
"(1) Substance number 16 shall be packed in a quantity of at least 10 kg d of cloth bags, placed in a box of impermeable cardboard or in a box of white or aluminium sheet. At most four boxes must be packed in a wooden box, lined with corrugated cardboard. Metal boxes must be separated from each other by a corrugated cardboard cover. The lid of the box shall be fixed by screws. '
Article 37 (1), new text:
"(1) Substance number 18 must be treated in cartridges, i.e. tubes of paper impregnated with paraffin or ceresin, or parchment or of equivalent paper. The stickers must be assembled in paper packaging packages or must be placed in cardboard boxes without paper packaging and fitted with padding. Packs or boxes of cardboard shall be placed in wooden containers and fitted with padding. The closure of wooden containers may be secured by metal bands or wires, rounded or strained around them. '
Point 38 (1), new text:
"(1) Substances of number 19 must be treated into cartridges (paper tubes). Labels, not impregnated with paraffin or cereal, shall first be coated with paper impregnated with paraffin or cereal. They are then joined by paper packaging in packages weighing at most 2.5 kg, which must be inserted into wooden packaging and secured with padding. The closure of wooden containers may be secured by metal bands or wires, rounded or strained around them. '
Article 46 (2), new text:
"(2) For Class 2 explosives (numbers 12 to 21) only covered wagons with flexible buffers and couplers, with fixed and safe roof, without cracks, with well-closed doors and windows (ventilation holes) may be used and, if possible, without braking equipment. If a vehicle fitted with a braking device is used, the device shall be so secured that it cannot be activated. In the interior of the vehicle they shall not project iron objects which do not belong constructively to the vehicle. The doors and shutters (vents) of the wagons must still be closed. '
Article 49 (2), new text:
"(2) Explosives of group 2 (numbers 12 to 21) shall also not be loaded into the same vehicle with flammable liquids of numbers 1 and 2, nor with acetic, acetone and acetone mixtures of numbers 5, Class IIIa (paragraph 301)."
Ib. Ammo
60 new text of this paragraph:
"(1) Only the items listed in paragraph 61 shall be admitted for carriage only under the conditions set out in paragraphs 61 to 85 of the articles falling within Class Ib. This is the objects, the objects of Annex I.
Note. Empty packaging from class Ib articles shall not be considered as potentially exploding substances pursuant to Article 3 M. E. Z. and shall therefore not be subject to the provisions of Annex I.
(2) If the munitions of numbers 8, 9, 10, 13 or 14 remain from, or are filled with, the explosions referred to in paragraph 21, these explosives must comply with the conditions of stability and safety laid down for them in Attachment I. '
61 digit 10, point (a), new text:
"(a) brisant shredder charges for missiles, sharp torpedo heads, marine and river mine charges, filler and incendiary bodies, moulded fillings, stickers, water stickers, shredders and mine stickers,"
Article 62 (2), new text:

Point 65 (1) (a), new text:

Instead of igniting, it must be protected in such a way that the filling is not removed. The boxes shall be placed either one or several times in wooden outer boxes of closely paired walls, at least 18 mm thick; '
Point (1), points (d) and (e), new text:
"(d) the figure 5d:
not more than 100 igniters in wooden boxes of walls of at least 18 mm thick so that they are at least 1 cm apart from each other and from the sides of the box. The walls of the box shall be connected to the fish, the bottom and the lid shall be fixed by screws. If the box is unloaded with zinc or aluminium sheet, it is sufficient that the walls are 16 mm thick. This box must be in an outer box, with walls of at least 18 mm thick and closed screws, stacked and secured with padding so that there is at least 3 cm of space between the inner and outer boxes, filled with padding. Or
no more than 5 detonators in tin boxes. In them, the igniters must be placed in wooden grids or excavated wood sheets. The lid must be fastened around it with a tape. A maximum of 20 tin boxes shall be inserted into a wooden outer box, with walls of at least 18 mm thick.
One piece shall not weigh more than 75 kg.
(e) digits 5e): in iron containers or at most 10 pieces in wooden boxes, the walls of which shall be at least 18 mm thick on the fish and the bottom and lid of which shall be fixed by screws. If wooden boxes are unloaded with zinc or aluminium sheet, it is sufficient that the walls are 16 mm thick. The filled mines shall be secured in boxes by wooden liners so that they are at least 2 cm apart from each other and from the walls of the box. A maximum of five boxes shall be in an outer box, with walls of at least 18 mm thick and closed bolts, stowed and secured with padding so that space of at least 3 cm, filled with padding, remains between the inner boxes and the outer box; '
point (3), new text:
"(3) Each piece, containing articles in the figure 5, shall be secured by a seal, either by seals or seals (by imprint or mark), placed on the heads of two screws, at the ends of the main axis of the lid, or by a sticker with a mark affixed to the lid and two opposite walls of the box. '
71 new text of this paragraph:
"(1) The items of digit 9 shall be packed in wooden boxes of walls of at least 16 mm thick.
(2) Each piece must be secured by a seal, either by seals or seals (printing or marking), placed on the heads of two screws, at the ends of the main axis of the lid, or by a sticker with a mark, glued over the lid and two opposite walls of the box.

Article 2
"(a) digit 10a): brisant shredder charges for missiles, sharp torpedo heads, marine and river mine charges, filler and incendiary bodies, pressed fillings, stickers, water stickers, shredders and mine stickers: to wooden boxes. The moulded picric acid bodies shall be provided with impermeable packaging. Lead or substances containing lead (mixtures and compounds) shall not be used for packaging. The heads of sharp torpedoes and charges of sea and river mines may be sent in their steel housing without a crate. Parts weighing more than 25 kg shall be provided with handles or bars; '
Article 73 (2), new text:
"(2) Each piece shall be secured by a seal, either by seals or seals (by imprint or mark), placed on the heads of two screws, at the ends of the main axis of the lid, or by a sticker with a mark affixed over the lid and two opposite walls of the box. '
Article 81 (2), new text:
"(2) Only covered wagons with flexible bumpers and coupler, with a fixed and safe roof, without cracks, with well-closed doors and shutters (ventilation holes) and, if possible, without braking devices may be used for items of numbers 13 and 14. Point 104 (1), new text:
"(1) The items of digit 2 must be packed in tin or cardboard boxes. At most 30 tin boxes or 144 cardboard boxes shall be combined in a package which may contain at most 90 g of explosive. These packages shall be placed either one or several times in an outer box of closely paired walls, at least 18 mm thick, with a rigid paper insert or a weak zinc or aluminium sheet. For pieces not weighing more than 35 kg, 11 mm thick walls are sufficient if the boxes are encircled by an iron belt. '
105 new text of this paragraph:
"The items of digit 3 shall be packed in wooden boxes, bearing a rigid paper insert or a weak zinc or aluminium sheet or in impermeable cardboard casks. '
Annex II is amended as follows:
"(n) number 21: in cardboard boxes or in thick paper. If the burning site of the articles is not fitted with a protective hat, the articles shall be individually coated with paper. In the case of bombs which are more than 5 kg, the waste gas shall be protected by a paper cavity, on the bottom of the bomb;
(o) number 22: in cardboard boxes or in thick paper. Fireworks of large size do not need internal packaging if the ignition site is covered with a protective hat;
(p) digit 23: in boxes of wood or paperboard and sealed with padding. Burning points shall be protected by a protective hat;
(q) number 24: in cardboard boxes or in thick paper;
(r) the figure 25: in cardboard boxes or in thick paper. Fireworks of large size do not need internal packaging if the ignition site is covered with a protective hat;
(s) number 26: in paper bags or in glass tubes to be placed in cardboard boxes. One cardboard box may contain at most 3 glass tubes. "
point (2) (b), first subparagraph, new text:
"(b) packaging of articles of numbers 9, 11, 12 and 15 to 26 into outer boxes of closely paired walls, at least 18 mm thick, fitted with a rigid paper insert or a weak zinc or aluminium sheet. For pieces not weighing more than 35 kg, 11 mm thick walls are sufficient if the boxes are encircled by an iron belt. '
Id. Compressed, liquefied or pressurised dissolved gases
131 digits 4, new version:
'4. Oxygen (or not more than 6.5% by volume of carbon dioxide - carbogen -), containing at most 4% by volume of hydrogen, hydrogen, whether or not mixed with methane, containing at most 2% by volume of oxygen, nitrogen, carbon monoxide, methane (mining gas), compressed air, boric fluoride, rare gases (argon, neon, helium, xenon, crypton or their mixtures). The following new paragraph 181a shall be added after paragraph 181:
181a Substances which may explode under Article 3 M. E. Z. shall not be considered and shall therefore not be subject to the provisions of Annex I:
sodium mamide (digit 4), in a quantity of 200 g or more, if it is wrapped in tightly sealed containers which cannot be broken by contents, if these containers are safely stored in thick and tightly sealed wooden containers. '
Point 182 (3), new text:
"(3) The packaging, including the closure, must be so strong and strong in all parts that it does not relax on the way and that it complies safely with the usual transport requirements. The solids must be reliably stored in their packaging, as well as the inner packaging in the outer packaging."
Point 183 (1), new text:
"(1) The substances of numbers 1 to 3 must be packed in iron barrels or in containers of black sheet metal, made of lead sheet or white sheet metal. Substance number 1 may be packed up to a maximum of 5 kg in glass containers. The containers for the substances numbered 1 must be filled with kerosene or paraffin oil; containers for other substances must be dry. '
The following new point (3) is inserted after point (2):
"(3) Natriumamide (digit 4) must be packed in a quantity of not more than 10 kg in sealed metal containers (boxes or barrels), which must be placed either one or several in wooden boxes, with spaces between individual containers and spaces between the containers and the walls of the box being unloaded with padding. One piece shall not weigh more than 75 kg. '
Article 2
"(b) each other or with substances or articles of other classes - if they are also permitted to be packed together, to the extent permitted for such substances - or with other goods: all the substances of paragraph 181 up to a maximum of 5 kg for each substance, namely the substances of numbers 1 to 3 packed in metal containers as referred to in paragraph 183 (1), natriumamide (number 4) packed in wooden boxes as referred to in paragraph 183 (3). These containers and boxes shall be placed in a common wooden package with other goods to be packed together. '
Class II
Self-incendiary substances
201 Note to digit 2, new version:
"Note: Phosphorus compounds with heavy metals such as iron, copper, tin, etc. shall not be considered as self-igniting substances in accordance with Article 3.M. E. Z. and shall therefore not be subject to the provisions of Annex I."
