DECLARATION
of 9 April 2009
amending Decree No. 255 / 1999 of the Ministry of the Interior Coll., on the technical conditions of the means of fire protection, as amended
The Ministry of the Interior provides pursuant to § 24 (2) of Act No. 133 / 1985 Coll., on Fire Protection, as amended by Act No. 203 / 1994 Coll., Act No. 237 / 2000 Coll. and Act No. 186 / 2006 Coll.:
Čl. I
Decree No. 255 / 1999 Coll., on the technical conditions of the means of fire protection in kind, as amended by Decree No. 352 / 2000 Coll. and Decree No. 456 / 2006 Coll., is amended as follows:
1. In Article 1, the dot is replaced by a comma at the end of paragraph 1 and the following point (i) is added:
"(i) protective clothing for the disposal of fires in the outdoor environment."
2. In Paragraph 1 (2), "8 'is replaced by" 9'.
3. in Article 1, the following paragraph 3 is added:
"(3) This decree has been notified in accordance with Directive 98 / 34 / EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and rules and of rules on information society services, as amended by Directive 98 / 48 / EC. ';
4. The following Annex 9 is added:

"Annex 9 to Decree No. 255 / 1999 Coll.
TECHNICAL CONDITIONS FOR THE PROTECTION OF FIRES IN THE RURAL ENVIRONMENT
1. The technical conditions of protective clothing for the disposal of outdoor fires are met provided that the protective clothing complies with the requirements of ČSN EN 15614, ČSN EN 531, ČSN EN 1149-5 and ČSN EN 340.
2. Additional technical conditions for the cutting and execution of single-layer protective clothing for the disposal of outdoor fires referred to in point 1 ("single-layer protective clothing '), consisting of a blouse and trousers, as specified in this Annex, shall apply, where applicable, to members of the Fire Rescue Corps of the Czech Republic and to members of the voluntary fire-fighting units of the municipalities, to ensure their uniform appearance and to identify them on-site.
I. Blouse
1. The blouse is a free cut, unsewn, fastened to the slide covered by the leg up to the collar. The front and rear parts are divided by a shaped seat. The sleeves are two-piece heads ended with a flexible cuff with a pantograph. The sleeves are sewn in two levels of reflective tape. The collar is shaped. The reflective tape is sewn along the circumference of the chest part of the coat and from the length of the blouse at 5 cm.
2. The front parts are divided by a double shaped saddle and cut in the waist. At the bottom of the cut there is a slanted pocket with a heel and loop for better opening of pockets. On the right side of the front part is sewn half-hoop pocket with heel and loop for better opening of foot, 20 mm above the foot is sewn loop part of ribbon cap 70 x 38 mm for quality marking. On the left chest part of the front part is sewn purse on the radio station with a heel and loop for better opening the foot. There's a handcuff in both the chest blades to secure the pocket.
3. The rear part is divided by a double shaped seat. The rear part's armholes are made of golf folds that copy the shape of the armhole. In the waist section is sewn tunnel from the front side of the width 40 mm with elongated stripe width 30 mm. At a distance of 50 mm above the reflective tape is heat-fixed negative reflective inscription HASIČI - yellow color. The rear part is moulded, extended by 40 mm. In the middle of the back neck, the hook is 80 mm long.
4. The sleeves are two-piece, ended in cuff, part of the stripe width 20 mm in two rows, supplemented by a width of 50 mm, fastened to the crochet part of the ribbon cap 50 x 25 mm. Under the pantograph, the string part of the ribbon cap is 70 x 25 mm, with the possibility of regulating the lower sleeve width. The elbow part is shaped with stitched plugs for better mobility. The lower part of the sleeve at the armhole is slightly modified by shaping to a height, allowing better movement when lifting hands. The upper reflective tape has a position attached to the reflective tape on the chest. The lower reflective tape is located 150 mm from the lower edge of the sleeve.
5. Making pockets:
a) Chest semi-hob pocket 1 right - dimensions 160 x 180 x 40 mm, dimensions of the crochet part of the ribbon cap 160 x 25 mm - 1 pcs, reflective tape sewn over the pocket following the front part,
b) Chest hob pocket 1 pcs - size 160 x 75 x 40 mm, dimensions of the crochet part of the ribbon cap 40 x 38 mm - 1 pcs, reflective tape sewn through the pocket after the front part, 10 mm wide elastic strip sewn at the top of the pocket,
(c) pocket of the lower side-side-side-angle 2 pcs - size 180 x 180 mm, dimensions of the crochet part of the ribbon cap 50 x 25 mm - 2 x 2 pcs.
d) in the right pocket is a closed loop with metal half ring for hanging gloves.
6. Handling of heels:
(a) the right-hand chest foot with a loop of 1 piece - size 180 x 70 mm, dimensions of the loop part of the ribbon cap 50 x 25 mm - 2 pieces,
b) chest foot with 1 piece strap - dimensions 95 x 85 mm, dimensions of the loop part of the ribbon cap 70 x 38 mm - 1 piece,
(c) the foot of the lower side is inclined with 2 pieces - dimensions 200 x 50 mm, dimensions of the loop part of the ribbon cap 50 x 25 mm - 2 x 2 pcs.
7. The collar is a standing shape with a slight shape for better positioning of the collar when opening the slide and bending the collar. The front length of the collar is 100 mm, 80 mm in the centre of the collar.
8. The front fastening is made on a spiral type slide, divisible, extending to the end of a standing collar. The skimmers are covered by a 70 mm wide layer, extending over the entire length of the front part. The label is fastened to the ribbon cap over the whole length, only in the areas of the sewn collar with 20 mm cut. The medicine has sewn reflective tape according to the position on the blouse in the chest and lower part of the blouse. There's some submersion under the slide.
9. The bottom edge of the blouse is in front of the bookmarks, 2 x bent, stitched in width 20 mm, connecting to the back. The rear part is formed up to a maximum depth of 40 mm.
10. The reflective tape is sewn on the front piece 50 mm from the edge of the elongated length and continues in plane through the rear part to the second front part.
11. The processing of the blouse is done in such a way that all seams, including the pickled pockets, are secured against friction by encircling. The seams, the feet are stitched on two needle sewing machines. The beginning and end of the machine stitching shall be ensured by resewing at least 10 mm in length. The number of stitches for 10 mm machine sewing is 3.5 - 4 stitches. The ribbon caps are fastened sufficiently, i.e. over the whole circuit with sufficient fastening. Sewing or decorative stitching does not cause stripping or wrinkling of seams. All strenuous places like pockets, the feet are reinforced with closures. The ribbon caps are only sewn on the bottom of the heel, the leg. The ends of the yarns on the whole product are cut off properly.
12. On the blouse in its upper right front above the pocket can be attached to an easily flammable ribbon cap, with dimensions 70 x 38 mm, designed for functional or quality marking of the wearer. Part of the ribbon cap with loops is sewn on the blouse.
13. The functional or quality marking shall be made of material identical to the upper outer clothing component, sewn to the part of the ribbon cap with hooks of dimensions 70 x 38 mm.
14. The functional or quality labels shall consist of a 2,3 mm embroidered frame with a ribbon cap on the reverse and an embroidered functional or quality marking.
15. The blouse is cut according to Figure 1.
16. The castle pockets of the blouse are cut according to Figure 2.

II. Pants
1. Pants are long, unsewn, free cut, with increased waist, shears for belt and braces. On the right side seam is sewn half-hob pocket, covered with a heel with a ribbon cap. The pocket is located from the passport edge 360 mm. In addition to cutting the front part in the thigh part, the trousers have a moulded wedge in the step and sitting part, facilitating free movement and increasing the strength of the pants in the crotch.
2. The front parts are reinforced in the knee part (without reinforcement), cut and shaped in the thigh part. The splinter of pants is fastened to a slide covered by a leg.
3. Two slant pockets are single-pass with a slide length of 180 mm, located 100 mm from the upper edge of the waist.
4. The rear parts are straight with the sewn passport files. The back part isn't cut. The stripe in the waist is seen from the shank of the front part to the back part. The lower part has a sutured switch length of 125 mm and a width of 35 mm, fastened to the ribbon cap.
5. The feet have sewn reflective tape under the knee amplification. The connection of the reflective strips during the sutures follow closely to each other.
6. The waist collar is raised, with a lining of 60 mm, through the side seam pulled 2 x elastic width 20 mm.
7. Belts and braces are at least 40 mm wide with fastening in the back of the trousers for the ribbon cap. In the Russian side, the string part of the ribbon cap 40 x 50 mm is sewn on the tape. The gauge of the belt strap is 50-60 mm. The waist collar is fastened in front of the metal drum.
8. Belt and sash handcuffs have 10 mm from the bent ironed side of the slotted crochet part of the ribbon cap 40 x 50 mm. The pants have 4 ties in the passport section.
9. Ships are adjustable, removable, made of 40 mm stripe. In the front, the striped striped stripe is 40 mm wide, for setting of length. To attach the slug to the shackles of the pants, the braces have plastic oval clips of black color. Anti-falling shells from the shoulders are sent in the rear section with a plastic cross buckle of black color 45 mm wide.
10. Side hemisphere pocket - size 190 x 200 x 40 mm, dimensions of the crochet part of the ribbon cap 50 x 25 mm - 2 pcs.
11. Side foot with loop - size 210 x 75 mm, dimensions of loop part of ribbon cap 50 x 25 mm - 2 pcs.
12. The lower edge of the legs is 2 x with 30 mm bookmark. On the tab there is an interlaced black-coloured string for download, with a flat black-colour brake inside the step seam. Brake with woven fabric is sewn on to step seam.
13. The working of the pants is done so that all seams, including the pickled pockets, are secured against fraying by encircling. The seams are stitched on two needle sewing machines. The beginning and end of the machine stitching shall be ensured by resewing at least 10 mm in length. The number of stitches for 10 mm machine sewing is 3.5 - 4 stitches. The ribbon caps are fastened sufficiently, i.e. over the whole circuit with sufficient fastening. Sewing or decorative stitching shall not cause the stripping or wrinkling of the seams. All strenuous places, such as pockets, feet and handcuffs, are reinforced with closures. The ribbon caps are only sewn on the bottom of the heel. 14. The trousers are cut according to Figure 3.
15. The side pocket of the pants is cut according to Figure 4.

III. Materials of single-layer protective clothing
1. Materials for the production of single-layer protective clothing are as follows:
(a) surface material - suitable material composition is for example 93% meta-aramid, 5% para-aramid, 2% antistatic fiber, weight 220 g / m2, or material of similar utility (technical and qualitative) properties, colour dark blue according to colour RAL 5004,
(b) conspicuous material - width 50 mm, colour yellow with combined characteristics,
c) HASIČI inscription - conspicuous, colour yellow, combined material, negative, frame size 290 x 75 mm, font size 260 x 55 mm without hook, with hook 63 mm, type of font Switzerland CE,
d) ribbon cap - with non-combustible finish, width 25 mm, 38 mm, 50 mm, color black,
e) slide fastener for front top fastening - divisible, spiral, with reduced flammable, color black,
f) Slippers in pants pockets - indivisible, spiral, with reduced flammable, black, length 18 cm - 2 pcs,
g) slide fasteners for pants - indivisible, spiral, with reduced flammable capacity, color black - 1 pcs,
(h) sewing thread - for example, 100% aramid, or material of similar utility (technical and qualitative) properties, colour black and red for sewing conspicuous material.
2. The basic material used for the manufacture of uniform protective clothing meets the requirements with regard to:
(a) health (1);
(b) stallage 2),
(c) resistance to lumping 3),
(d) resistance to surface wetting 4),
(e) resistance to penetration of liquid chemicals 5),
(f) abrasion resistance 6).
IV. Marking of uniform protective clothing
The blouse is marked with a sewn label on the inner right front part under the chest pocket. The pants are marked with a sewn label on the lower left pocket pouch. Labels contain data according to ČSN EN 340.

This decree shall take effect on the day of its publication.
