on enhancing personal material interest in the performance of scientific and technological development tasks
The Chairman of the State Planning Commission, the Minister of Finance and the Chairman of the State Commission for the Development and Coordination of Science and Technology, on the basis of the principles approved by the Government under § 1 (2) (h) and § 2 (c) of the Government Regulation No. 44 / 1959 Coll., laying down the Statute of the State Planning Commission, as amended by the Government Decree No. 2 / 1961 Coll., § 11 (1) of the Act No. 83 / 1958 Coll., on the modification of the financial planning and financial management of national enterprises and other economic organisations of the State Socialist Sector, § 20 (1) (a) of the Act No. 8 / 1959 Coll., in the Agreement with the Central Council of Ministers and the Czechoslovak Academy of Sciences:
(1) The provision of bonuses and rewards for the performance of the tasks of the development of science and technology included in the State, Department and Business Plan for the Development of Science and Technology of Industrial Enterprises and Organisations, Construction Organisations, Transport and Communications Organisations, Agricultural Organisations, Local Economy Organisations and State (Department) Research Institutions is governed by regulations issued by ministries and other central bodies according to principles approved by the State Labour Commission. *)
(2) The granting of premiums and rewards for the performance of the tasks of the development of science and technology in other than paragraph 1 of those organisations is governed by the rules issued by the competent central authorities with the consent of the State Labour Commission.
Premium appropriations and remuneration for the performance of scientific and technical development tasks shall be determined in accordance with the principles laid down by the Government; the principles are set out in the annex to this decree.
(1) In order to promote an interest in the extremely rapid performance of the task assigned to the State, the ministerial and / or corporate science and technology development plan, a transfer of funds may be made for the payment of premiums and rewards between the organisations of the solvers, the manufacturer and users to pay the premiums and the remuneration of workers who have proved to have earned the task quickly.
The level and method of transfer shall be agreed by the participating organisations at the same time as the assignment.
(2) The organisation shall include the amounts transferred if:
(a) an economic organisation in which the standards of personal material interest are introduced into the premium fund;
(b) an economic organisation for which substantive interest standards are not introduced into the remuneration fund, in particular for the purpose set up. The funds are held in a special account with the Czechoslovak State Bank. The remuneration charged by this fund shall form part of the wage fund; the wage fund may be exceeded;
(c) on the budgetary organisation, in the revenue of the budget. The remuneration and bonuses of the staff of the organisation shall be paid from the wage fund, from the department research institutes and from the scientific and technical institutes of the academia, to the fund of remuneration for solving scientific and research tasks; the fund from which the remuneration and premiums are paid may be exceeded up to the amount transferred;
(d) on a specific budgetary organisation, mutatis mutandis as referred to in (b).
The provisions of paragraphs 4 to 29 of the Decree of the President of the State Planning Commission and of the Minister of Finance No 196 / 1959 of the Ú. l., on increasing material interest in the development and implementation of new technology are hereby repealed.
This decree shall take effect on 1 January 1963.

Principles for determining premium appropriations and remuneration for the performance of state tasks in the development of science and technology
The premium and remuneration appropriations for the performance of State tasks in the development of science and technology shall be fixed for the period before the Science and Technology Fund is set up according to the following principles:
1. For bonuses and rewards for the performance of the tasks included in the State Science and Technology Development Plan, the central authorities will be provided with special-purpose funds from the State Budget (hereinafter referred to as "special-purpose funds') in 1963.
(a) for economic organisations, up to 50% of the resources needed; the central authorities are obliged to provide the second half within the limits of their department,
(b) 100% of the appropriations required for budgetary and specific budgetary organisations.
These amounts will result from a proposal prepared by the State Commission on the Development and Coordination of Science and Technology in the examination of state tasks in the development of science and technology.
From 1964 onwards, the central authorities will be provided with funds from the State budget for the premium and remuneration of the tasks assigned to the State Science and Technology Development Plan in full and for economic organisations.
2. The appropriations will always be granted for premiums and rewards due in the relevant calendar year (i.e. for tasks and their sub-stages completed and evaluated in that year and for tasks or sub-stages completed and evaluated in the previous year but for which premiums were no longer paid in the previous year).
3. Where premiums have been set in advance at the rates of Decree No. 196 / 1959 Ú. l for certain tasks as at 1 January 1963, measures should be taken during the year to replace the rates of these premiums with premium rates under the new arrangements (the principles for granting premiums and remuneration for the performance of the tasks of scientific and technical development, approved by the Resolution of the State Labour Commission No 1 / 1962) in all cases where work on certain stages of the task has either not been initiated at all or are only slightly developed.
The appropriations will be determined only at the rates of the new adjustment and event. differences in the need for funds shall be paid by the central authorities or, where appropriate, by undertakings from their sources.
4. The appropriations will be set out in the work plan for the relevant calendar year for the central authorities as a fixed amount outside the wage and premium funds.
5. The appropriations will be centralised with central authorities, separately for economic organisations, budget organisations and special budget organisations. *)
The details of the release of special-purpose vehicles to production units, undertakings and institutes shall be laid down by the departments in their competence; it follows the principle of strict economy and economic justification.
Purpose may be used only for the purpose for which they were provided. Unspent funds are failing at the end of the year.
6. The funds released by the central competent authority from its budget to subordinate organisations shall include economic organisations and special budgetary organisations in the premium fund and, where not implemented, in the remuneration fund. The wage fund may be exceeded up to the amount of the remuneration fund.
Budget organisations may, with the agreement of the superior body, exceed the wage fund by the amount of premiums paid and rewards for the performance of State tasks in the development of science and technology. The amount of premiums paid and remuneration paid shall be tied by the central supervisor in its own special-purpose funds.
7. Movements of special-purpose vehicles between central authorities are not permitted.
However, the transfer of funds for the payment of premiums and remuneration between the organisations of the investigator, the manufacturer and the user may be carried out to promote an extremely rapid performance of the task assigned to the State, the department or, where appropriate, the company's scientific and technical development plan.
8. The central authorities shall keep a detailed record of the allocation of special-purpose assets to subordinate organisations.
9. On a quarterly basis, the central authorities shall report to the State Commission for the Development and Coordination of Science and Technology on the use of special-purpose funds.
10. According to previous principles, premium and remuneration appropriations are to be established for the performance of state tasks in the development of science and technology.
The principles do not regulate the creation of premium funds and the remuneration for the performance of the ministerial and corporate tasks of the development of science and technology. The necessary funds for these premiums and rewards shall be provided by the central authorities and their subordinate organisations within the framework of their funds and the premiums and remuneration shall be paid as before from wage funds or premium funds.
The principles also do not provide for the creation of remuneration for solving scientific and research tasks under Government Resolution 142 / 1956, which continues to be paid out of personal expenses outside the wage fund.
*) Principles for the provision of bonuses and rewards for the performance of the tasks of the development of science and technology approved by Resolution No. 1 of 15 January 1962 of the State Labour Commission on the further deepening of the economic efficiency of wage systems.
*) The central authorities shall budget the appropriations in their budget broken down according to the current budget structure as follows: Group 1 of the economy, Section 2, Section 2, Article 4: (a) for the budget organisations under heading III - the wage fund; (b) for special budget organisations under heading IX (pol. 52) - Allocation to special budget organisations for specific expenditure; (c) for economic organisations under group X (pol. 65) - Allocation to economic organisations for other expenditure.
