DECLARATION
Central Trade Union Councils

on the provision of a contribution by the management of the plant to cover the costs of the activities of the basic organization of the Revolutionary Trade Union Movement
The Central Council of Trade Unions provides, pursuant to Article 17 of Resolution IV of the General Trade Union Convention on the Racing Committees of the Revolutionary Trade Union Movement Basic Organisations and Section 1 of Act No. 37 / 1959 Coll., on the status of the Racing Committees of the Fundamental Organisations of the Revolutionary Trade Union Movement:
The basic organisations of ROH provide a contribution to the management of the plant to cover the costs of their activities. The contribution shall be payable quarterly in advance and shall be:
1. in establishments with less than 250 employees 1 / 2% of the total gross wages and salaries paid to the staff of the establishment in the preceding calendar quarter;
2. in establishments with a larger number of employees but not exceeding 500 employees, 1 / 3% of the total gross wages and salaries paid to the staff of the establishment in the preceding calendar quarter, but at least equivalent to 1 / 2% of the total of the average gross wages and salaries that would have been paid to 250 employees in the previous calendar quarter,
3. in establishments with more than 500 employees, 1 / 4% of the total gross wages and salaries paid to the staff of the establishment in the preceding calendar quarter, but not less than 1 / 3% of the total of the average gross wages and salaries that would have been paid to 500 employees in the previous calendar quarter.
In order to determine the percentage for the payment of the contribution, the accounting number of employees in the establishment, including apprentices, shall be determined on the last day before the beginning of the calendar quarter for which the contribution is to be paid.
1. The plant contribution shall be calculated from the total gross wages and salaries.
2. The total gross wages and salaries are wages and salaries, including premiums and exceptional remuneration actually paid from the wage and premium funds, and the wage value of the productive work of apprentices (100% of the salary that would belong to the apprentices for the work carried out) during the period of professional development in the past calendar quarter. In races where vacancies are carried out by officials, such as national committees, social organisations, etc., the total gross wages and salaries are also included in the remuneration paid to those officials under special regulations.
3. The allowance shall be payable within 15 days of the beginning of the calendar quarter concerned.
1. The newly established basic organisation ROH shall provide the management of the plant within 15 days of its establishment an appropriate advance on the proportion of the contribution referred to in Article 1, the excess or underpayment of which shall be settled after the end of the calendar quarter. The allowance for the next quarter shall be determined on the total gross wages and salaries paid in the previous quarter, converted into the full calendar quarter.
2. If the plant is destroyed during the calendar quarter, the basic organisation of the ROH shall be the proportion of the contribution for that quarter.
3. In the event of a campaign or seasonal operation, the management of the plant shall, at the request of the racing committee, provide, in addition to the normal contribution for the relevant calendar quarter, an appropriate advance corresponding to the expected number of campaign or seasonal workers and the expected total gross wages and salaries, the advance being paid within 15 days of the start of the campaign or season and shall be settled after the end of the calendar quarter, when granting the contribution for the next quarter.
The plant for the purposes of the previous provisions of this decree is the workplace for which the basic organisation ROH is established.
1. It shall contribute to the local organisation of ROH to cover the costs of its activities in the management of those establishments whose employees, including apprentices, are members of the local organisation of ROH.
2. The amount of each plant's contribution shall be determined by the number of its employees within the meaning of Article 1 of this Order and shall be calculated from the total of gross wages and salaries within the meaning of Article 3 of this Order paid in the preceding calendar quarter to the staff of the plant, including apprentices.
This decree shall take effect from the date of its publication and shall also apply to the contribution for the first quarter of 1960.
