DECLARATION
of 19 December 2005
laying down the types and conditions of continuing education of teaching staff and the manner in which it is to be completed for school staff established by the Ministry of the Interior
According to Section 24 (6) of Act No. 563 / 2004 Coll., the Ministry of the Interior provides for teachers and for amendments to certain laws:
Types of continuing education of teaching staff
The types of continuing education are:
(a) vocational training of teaching staff;
(b) continuous training of teaching staff;
(c) the training of leading teachers.
Vocational training of teaching staff
(1) For the purposes of this decree, vocational training means the acquisition of knowledge, skills and competences in the field of teaching, specifically teaching or psychological sciences, to the extent required for the activities of the teaching staff.
(2) For vocational training, teachers are assigned to professional degrees by the school or school establishment director under the following conditions:
(a) first degree - teaching experience of up to 3 years;
(b) second degree - pedagogical practice of at least 3 years, participation in the creation of teaching texts and teaching aids and participation in teaching activities within schools or educational establishments set up by the Ministry of Interior (hereinafter referred to as the Ministry); and
(c) a third degree - teaching experience of more than 7 years, of which at least 3 years of experience at a school or school establishment set up by the Ministry, independent development of teaching texts and teaching aids, active teaching activities and a share in the development of the educational concept of a school or school establishment.
(3) The individual stages of vocational training shall be completed by issuing a certificate of accredited educational institution1) or by a ministerial training institution.2)
Continuing training of teaching staff
(1) In order to improve the current knowledge and skills related to the education and education process, teachers shall participate throughout the course of their pedagogical activities in continuous education.
(2) Continuous education for the purposes of this decree means:
(a) the acquisition of new knowledge from general pedagogy, pedagogical and school psychology, the theory of education, the prevention of socio-pathological phenomena, general didactics and scientific and technical disciplines and their field didactics and other knowledge needed for the performance of teaching practice; or
(b) maintaining existing and acquiring new professional knowledge and skills in the field of police or fire protection, integrated rescue, crisis management and public protection, including legal, technical and administrative security.
(3) The individual stages of continuous training are completed by issuing a certificate of accredited educational institution1) or by a ministerial training institution.2)
Education of leading teaching staff
(1) In order to obtain knowledge, skills and competences in the management of the organisational body of a State engaged in the activities of a school or a school establishment, directors of schools or educational establishments and representatives of school heads or educational establishments shall, at the first provision, participate in the training of heads of teaching staff.
(2) Teachers of schools or school establishments, representatives of school heads or school establishments and senior teachers who have been in office for at least 4 years shall participate in education for the enhancement of the knowledge, skills and competences referred to in paragraph 1.
(3) The individual training stages of the leading pedagogical staff shall be completed by issuing a certificate by an accredited educational institution or ministerial educational establishment (2).
Efficacy
This Decree shall take effect on 1 March 2006.
