on the establishment and operation of pre-school facilities by socialist organisations
The Government of the Slovak Socialist Republic orders the implementation of Section 8 of the Slovak National Council Act No. 78 / 1978 Coll., on school establishments:
Establishment of pre-school facilities for competitions and cooperatives
(1) The pre-school establishment or co-operative establishment (1) establishes and abolishes a socialist organisation with the agreement of the District National Committee.
(2) The pre-school plant is set up and repealed by a socialist organisation other than cooperative organisations. It establishes and repeats them in cooperation with the Revolutionary Trade Union Movement and the District Trade Union Council.
(3) Cooperative preschool establishments establish and abolish cooperative organisations. The organisation of production or consumption cooperatives shall be established and repealed in cooperation with the authority of the relevant association of cooperatives, the organisation of consumer cooperatives also in cooperation with the Committee of the Revolutionary Trade Union Movement and the Regional Trade Union Council. The organisation of agricultural cooperatives is established and repealed in cooperation with the competent authority of the Association of Cooperative Farmers of the Slovak Socialist Republic.
The Socialist organisation shall establish a pre-school establishment or cooperative establishment where it is necessary to provide for the children of its workers and, where appropriate, members (hereinafter referred to as "workers').
(a) in nurseries of at least 20 children, normally under the age of three, exceptionally after the national health district institution has expressed at least 16 children;
(b) in a kindergarten education for at least 20 children aged between three and six;
(c) in a joint establishment of nursery and nursery schools, care for at least 16 children under the age of three and education for at least 20 children generally aged between three and six;
(d) in a children's shelter for at least 10 children aged between two and six years.
Management of pre-school competitions and cooperatives
(1) The racing and cooperative nurseries are a special establishment of the State Health Administration. The activities of the racing or cooperative nurseries shall be managed by the head nurse of the nurseries, on professional matters as instructed by the District Institute of National Health, on economic matters in agreement with the Socialist Organisation.
(2 The activities of the nursery school, the common facilities of the nursery and the nursery school or children's shelter shall be managed by the Director, on professional matters as instructed by the District National Committee, on economic matters in agreement with the Socialist Organisation.
(1) The professional activities shall be carried out by:
(a) in racing and cooperative nurseries, doctors, nurse heads, children's nurses and foster parents who are in employment with the National Health Regional Institute;
(b) other pre-school establishments of the principal, teacher, children's nurses, foster parents and assistant educators who are in employment with the district national committee.
(2) Other activities in racing and cooperative pre-school establishments are carried out by the staff of a socialist organisation.
(3) The personal occupancy of the pre-school establishments shall be decided by the national health district institute and the national district committee after consulting the socialist organisation.
Recruitment of children to pre-school competitions and cooperatives
(1) Recruitment of children to pre-school establishments is decided by the Socialist organisation, together with the Revolutionary Trade Union Movement Race Committee; on the admission of children to racing nurseries is otherwise subject to special regulation.2) The admission of children to cooperative preschool facilities is decided by the competent authority of the cooperative, in the organisation of consumer cooperatives together with the racing committee of the Revolutionary Trade Union Movement.
(2) If a socialist organisation does not fill all the seats at a racing or cooperative pre-school establishment, it shall be filled by the local national committee in agreement with it.
Catering of children in pre-school establishments
(1) The diet of children in racing and cooperative nurseries and in nursery and nursery nurseries is governed by standards established by the Ministry of Health of the Slovak Socialist Republic (hereinafter referred to as the Ministry of Health). The meals of children in a school of racing and co-operative, nursery school and nursery school are governed by the standards established by the Ministry of Education of the Slovak Socialist Republic (hereinafter referred to as the Ministry of Education).
(2) The contribution of parents or persons who have a maintenance obligation towards the child to the partial reimbursement of the costs of eating children in racing and in cooperative pre-school establishments is the income of the local national committee.
Construction, equipment and operation of pre-school facilities
(1) Construction of racing and cooperative nurseries is ensured according to the type of materials and typical guidelines approved by the Ministry of Health. The construction of racing and cooperative nursery schools and common facilities of nursery and nursery schools is provided according to the type of documents and typical guidelines approved by the Ministry of Education.
(2) The costs of the construction and fitting-out of pre-school establishments and cooperatives are borne by the Socialist Organisation pursuant to the Specific Regulations (3) from its means of investment and investment limits or from investment and investment limits combined for this purpose.
(1) From the resources of the District National Committee, expenditure on the provision, maintenance, repair and replenishment of medical devices and tools, supply of medicinal products, medical supplies and other needs which are exclusively used for medical preventive care, wages and other expenditure resulting from the employment of the professional staff referred to in Article 4 (1) shall be reimbursed in the establishment and cooperative preschool facilities. Expenditure on food for children shall be borne by the local national committee.
(2) Other expenditure on the operation of pre-school establishments and cooperatives shall be borne by the Socialist Organisation in accordance with the Specific Regulations (3), by its own resources or by the funds associated for this purpose. It follows the standards of personal and material equipment established by the Ministry of Health and the Ministry of Education.
(3) The salary and other personal expenses of the staff referred to in Article 4 (2) shall be borne by the Socialist organisation within the framework of its staff plan and the planned wage resources. Other organisations, if participating in the operation of a pre-school establishment or cooperative, shall transfer to it, at the agreed amount under the Specific Regulations (4), the staff plan and the planned wage resources and agree on the amount of the contribution to such expenditure.
Participation of socialist organisations in the construction, equipment and operation of pre-school facilities
(1) A social organisation which does not have a pre-school establishment or cooperative establishment contributes funds to the construction, equipment and operation of the pre-school establishment according to the number of seats that the local national committee has contracted for the children of its staff. These funds can be used by the local national committee to build and operate new pre-school facilities and to expand existing capacities.
(2) The local national committee and the socialist organisation conclude a contract on the provision of a contribution to the construction, equipment and operation of pre-school facilities under specific rules. 5) The contribution to construction and equipment is one-off and is determined by the share calculated from the budget costs of the construction. The operating allowance shall be granted annually and shall be determined taking into account the results of the holding of the pre-school facilities.
(1) The local national committee may agree in writing with the socialist organisation referred to in Article 9 (1) that the socialist organisation will provide services to the local pre-school facilities (chefs, cleaners, launchers, heaters and others) who remain in the work or membership relationship to the organisation. By this agreement, the local national committee will guarantee the socialist organisation in the pre-school facilities the number of seats for the children of its staff corresponding to the range of services provided.
(2) According to their conditions and possibilities, social organisations also contribute by other forms to ensuring the construction, equipment and operation of pre-school facilities, such as in the acquisition of building materials, means of transport, etc.
The local national committee may, pursuant to the special regulations (6), delegate to the Socialist organisation, under an economic contract, temporary use of property belonging to a pre-school establishment for the purposes of the pre-school establishment established by it.
Efficacy
This Regulation shall enter into force on 1 September 1978.
