On 15 July 1914, the International Convention between Belgium, Germany, France and Italy was signed in Brussels with a view to establishing uniform rules for the mutual recognition of official marks in the trials of firearms and the Statutes, signed in Brussels on 15 July 1914.
The access of the Czechoslovak Socialist Republic to this Convention entered into force on 4 September 1965 pursuant to Article 10 thereof.
The Czech translation of the Convention is being announced simultaneously.

INTERNATIONAL CONVENTION
concluded between Belgium, Germany, France and Italy with a view to establishing uniform rules for the mutual recognition of official marks in the trials of firearms and the Statutes, signed in Brussels on 15 July 1914
The Government of Germany, Belgium, France and Italy, having recognised the usefulness of concluding the Convention in order to lay down uniform rules for the mutual recognition of official marks in the trials of firearms in the countries concerned, on the basis of the documents proposed by the International Technical Commission, composed of firearms test personnel, which were assembled in Liège in May and June 1911, laid down the following provisions:
In order to measure the pressures of the gas of consumable or test charges in shotguns, testing rooms shall use standard pressure gauges with the following parameters:
a pressure relief bed with a Sauer screw cap with a drum mechanism and a fuse;
mainly with a cylindrical removal of various calibrations common for hunting purposes, 70 cm long; *)
a chamber 65 mm long with dimensions currently in use in England and listed in the table annexed to this Convention;
a 6 mm transverse cone with unrounded edges;
three French-type threaded pressure gauges interchangeable with the main ones. A piston with a diameter of 6,18 mm, an area of 0,3 cm2 and a weight of about 3,27 g.
On each barrel, the axis of the first of these threaded pressure gauges shall be 17 mm from the forehead of the barrel, the axis of the second 162 mm from the forehead and the axis of the third shall be 100 mm from the mouth of the barrel.
Pressure cylinders will be copper cylinders with a height of 4,90 mm and a diameter of 3 mm and will be supplied by the central laboratory of dust and ice in Paris (Laboratoire Central des Poudres et Salpêtres and Paris),
In order to measure the pressures of gas of consumables or test rounds in riveted main rifles and carbines, the test rooms shall use standard pressure gauges, the description of which shall be determined at a later date by the International Standing Commission on Small Arms referred to in Article 7 of this Convention.
In order to measure the pressures of gas from consumer or test charges in revolvers and automatic pistols, testing rooms shall use standard pressure gauges, the description of which shall be determined under such conditions, as for the weapons referred to in Article 2.
One specimen of each of these standard pressure gauges will be stored in the Museum of Arts and Crafts in Paris as an international standard.
The Contracting States undertake to recognise each other as equivalent to those issued in their national services, unless the rules of the external services are contrary to the following principles:
A. The complete shotgun test shall consist of at least two shots: the first shot - preliminary test - shall be carried out during the production of the barrel; the second shot - final test - will be carried out either after all metal components of the barrel have been constructed and concluded in the final internal and external dimensions or after completion of the weapon in white condition or finally after complete completion of the weapon in ready-to-deliver condition.
B. For the final test, shotguns may be classified into rifles intended for black powder and rifles intended for free dust. Each of these categories shall be marked with a different test mark.
C. For the final test of black powder shotguns, the test load shall be such that the first threaded pressure gauge of the standard pressure gauge shows the minimum pressure:
620 kg / cm2 for 12-gauge
620 kg / cm2 for 16 * calibre)
D. For the final test of shotguns intended for free dust, the test load shall be such as to show a minimum pressure on the first threaded pressure gauge of the standard pressure gauge:
850 kg / cm2 for 12-gauge
850 kg / cm2 for 16 * * * calibre)
E. For the testing of riveted barrel rifles, carabiners, revolvers and automatic pistols of different calibre, the used charges will exert a pressure of at least 30% higher than the pressure determined by firing a sufficiently large series of the most powerful consumer charges filled with black or non-black dust.
Each of the participating States will be able to officially recognise only a mark corresponding to the final tests with black or powder free of charge to which weapons are subject in a condition ready for delivery.
The Contracting States have agreed to set up a commission called the "International Permanent Small Arms Commission," based in Brussels, in order to determine whether the regulations of the various official firearms services agree with the previous provisions and to carry out a survey of any improvements, event. the addition of those provisions.
Composition and competence The International Permanent Small Arms Commission is hereby designated as Annex 2 to this Convention.
In dubious or questionable cases concerning the interpretation or use of a point of technical character provided for in this Convention, the interested party shall appeal to the International Standing Commission.
Any State which has not signed this Convention and wishes to accede to it shall notify the Belgian Government, which shall report immediately to the other Contracting States.
Access shall enter into force three months after such notification has been sent by diplomatic means, provided that during that period the International Commission has not objected to the provisions attached to that notification.
The Contracting States retain the possibility of making any amendments to this Convention by mutual agreement, the usefulness of which would be demonstrated by practice.
This Convention shall be ratified and the instruments of ratification deposited at the Ministry of Foreign Affairs in Brussels as soon as possible and within 3 months at the latest. It shall remain in force for 3 years from the 30th day following the conclusion of the Protocol on the deposit of instruments of ratification.
It is agreed that if no Contracting State notifies the Belgian Government 6 months before the expiry of that three-year period of its intention to repeal this Convention, the Convention shall remain in force for a further period of three years.
If one of the Contracting States denies this Convention, the denunciation will apply only to that State, while the Convention will remain binding on other States.
To prove the signature, they signed this Convention.
Written in Brussels on 15 July 1914, in one copy, the certified copy of which shall be submitted to each of the signatory governments.

DEFINITIONS
The International Permanent Small Arms Commission shall be composed of representatives of each Contracting State.
The vote on the committee is by state, each state has the right to one vote.
The main purpose of the commission is to check the regulations of the various official firearm services as regards their maintenance of the conditions contained in the Convention annexed to these Statutes.
The Commission shall act by a majority of votes on the issues at issue raised within the meaning of Article 8 of the Convention. It expresses its opinion on all other issues relating to the trials of firearms presented to it by one of the contracting States.
Finally, it examines the possibilities for improvements or adjustments that would be necessary to include in the provisions on firearms testing in the interests of public security.
If the Commission considers it useful for this purpose to monitor continuously certain research or experiments, it may be gathered at the site chosen for such experiments either as a commission or sub-commission.
The concentration of relevant files, documents and publications, the imposition of stamped models of recognised test official marks, the sorting, translation and submission of information of all kinds relating to the testing of firearms not only in the contracting States but also in other States, in one word the correspondence, administration and archive services are provided by the Permanent Office of the President and Secretary of the Commission, as well as the archive administrator.
This office will be located in the Belgian Ministry of Industry and Labour (main administration of industry, meteorological department).
The International Permanent Small Arms Commission is convened by its office. Such a call may be made at the request of one of the Contracting States.
In order to avoid delays in the assembly of the Commission, each State shall inform the Belgian Government of any change to the list of its representatives, which shall notify the Office.
The list of representatives from the previous year shall be considered valid for the current year, where the opposite has not been notified during the month of January.
The Standing Office shall forward to the signatory States the decisions taken by the Standing International Commission and, in particular, shall provide them with facsimile and signatures of internationally recognised test marks.
In order to ensure the implementation of the previous provisions, the Contracting States shall communicate by diplomatic channels to the Belgian Government the laws, regulations and administrative provisions on the testing of firearms in force in the relevant countries which will transmit them to the Standing Office as well as any other documents requested by that Office.
The expenses incurred by the Permanent Office will be borne by the Belgian Government.
Representatives' diets International standing commissions shall be paid by the countries concerned.
These Statutes shall have the same validity and duration as the Convention which they are annexed to.
*) Most standard pressure gauges so far designed have only two main, one 12-gauge, the other 16-caliber. These mainly may be supplemented by the barrel of other calibers.
* *) The pressures mentioned above have been measured by the International Technical Commission for Firearms Testing by standard international pressure gauges designed during the negotiation of this Convention.
