on the metering documentation of certain mining activities
According to § 20 paragraph 2 of the Act of the Czech National Council No. 61 / 1988 Coll., on Mining Activities, Explosives and State Mining Administration:
BASIC PROVISIONS
Scope
This decree provides for the management of metering documentation (hereinafter referred to as "documentation ') in the following activities carried out in a mining manner:
(a) mining of non-reserved mineral deposits, unless it has been decided that they are suitable for the needs and development of the national economy, including the treatment and processing of minerals carried out in connection with their conquest, where the process of their mining walls per year is 20 m or more, or where the extraction is carried out by shredding works;
(b) engineering geological and hydrogeological surveys, in addition to geological works, carried out to obtain additional data for the documentation of buildings;
(c) underground works carried out in a mining way, in particular the digging of pits and shafts, the stamping of stacks and tunnels, as well as other underground areas of a capacity exceeding 500 m3;
(d) work to ensure the stability of underground areas (underground remediation work);
(e) work to make caves accessible and to keep them safe;
(f) land works carried out using machinery and explosives when more than 100 000 m3 of rock is moved on one site;
(g) the collection of natural medicinal and table mineral waters in mining works.
Documentation management
An organisation which carries out the activities referred to in Paragraph 1 (1) (hereinafter referred to as "the organisation ') shall ensure that the documentation is prepared, maintained and supplemented.
Responsibility for documentation
(1) The documentation may be drawn up and supplemented by a person with appropriate professional qualifications (hereinafter referred to as "mine meter ') .1.
(2) The staff member responsible for the organisation shall be responsible for the completeness and accuracy of the documentation and for ensuring that it is prepared and supplemented. This worker shall take over the documentation produced by another organisation and, where appropriate, the mine meter into the organisation documentation file.
Documentation designation
Each document shall bear the name of the organisation, the type of documentation, the date of the copy, the registration number and, where applicable, the classification level, the name and signature of the mine meter; in the case of inextricably linked documents, it is sufficient to provide this information only once.
GEOMETRIC BASIS
Coordinate and height system
(1) The documentation shall be drawn up in the coordinate system of the Single Trigonometric Network of Catastral2 (hereinafter referred to as "S-JTSK").
(2) Elevations are indicated in the Baltic High System after equalisation (2) ("Bpv").
Map Leaf Keld
(1) The set of map sheets of the basic map of the works carried out follows the division of the triangulation sheet in S- JTSK.3).
(2) Compliance with the map sheets of the basic map of the work carried out is not required, if the whole bearing can be displayed on a single map sheet, the whole structure or the area (workplace) concerned. The sides of the map leaf frames can be moved in the direction of the coordinate system axes. In the direction of the X-axis, they can be moved by 100 m and their entire multiples, in the direction of the Y-axis by 25 m and their entire multiples. The shift of the map sheet shall be indicated in it. Two adjacent map sheets of the same column can be combined in a single sheet of double format.
Labelling of map sheets of the base map of works carried out
The basis for marking the map sheets of the base map of 1: 1000 and 1: 500 works is the map sheet marking of the scale 1: 2000 or 1: 1000, to be completed by numbers 1 to 4 from the sequential division into quarters of the scale 1: 2000 or 1: 1000.
DOCUMENTATION
Content of the dossier
Documentation contains
(a) the numerical part to which they form
1. notebooks,
2. calculations and, where applicable, computer output assemblies;
3. lists of coordinates of permanently stabilised points of the baseline and detailed position and height point field;
4. inventory list of documentation,
(b) the graphic part which it constitutes
1. the basic map of the works carried out,
2nd map of the surface.
Notebooks
(1) The measured data, entries and drawings are to be made into the notebook when measuring clearly and legibly. After evaluation, the resulting data required for the further calculation shall be written in a permanent manner.
(2) Each notebook sheet shall be numbered in advance and the number of sheets shall be indicated at the beginning of the notebook.
3) On each side of the notebook shall be indicated
(a) place and subject of measurement;
(b) the date of measurement;
(c) the name and signature of the mine meter;
(d) the types and numbers of measuring instruments and instruments used.
(4) In the case of the use of electronic measuring instruments, the notebook shall replace the outputs of such instruments.
Calculations
(1) The calculations are done in a clear manner. Entry and exit data shall be recorded in a permanent manner.
(2) Each calculation shall indicate:
(a) a reference to the supporting documents from which the source data, measured and calculated, were drawn;
(b) comparison of the deviations achieved with those prescribed;
(c) the name of the person who made the calculation or processed the input for the calculation on the computer or, where appropriate, the person who checked it and their signatures.
(3) In the output set from the computer shall be indicated or supplemented
(a) the information referred to in paragraph 2;
(b) the input data concerned;
(c) measured input data;
(d) the results and who checked them.
Coordinate lists
The list of coordinates shall include coordinates of permanently stabilised points of the detailed position and height point field; for these items, the documents shall be drawn up.
Basic map of works carried out
(1) The basic map of the work carried out shall be drawn up in a permanent manner as the original on the basis of measured data or data taken in accordance with Article 3 (2) on a scale of 1: 1000. In justified cases, measures 1: 500 or 1: 2000 may be used. A uniform scale shall be used for the whole area displayed.
(2) The basic map of the work carried out shall contain drawings of all mining, geological, technical and administrative data necessary for the proper conduct of the work. For underground workplaces, ventilation data shall also be provided. Special Regulation (4) applies to the use of marks.
(3) The base map of the work carried out shall include:
(a) the scale of the map;
(b) the name of the map, the number of the map sheet, and the setting of the sheets,
(c) the name of the organisation, establishment and operation;
(d) the registration number of the map in the organisation documentation file;
(e) the date of drawing up the map and the date of its addition, with the name and signature of the mine meter;
(f) a square coordinate net with dimensions of 100 mm x 100 mm (sufficient for intersection only),
(g) marking of permanently stabilised points of position and height points;
(h) coordinate and height system;
(i) the national borders of the Czechoslovak Socialist Republic, including border signs;
(j) the boundaries of the protection pillars, protection zones and territories protected under specific regulations, (5) indicating their destination.
(4) In order to ensure safety and health at work and safety at work, the basic map of the work carried out shall indicate in particular:
(a) surface and underground (mine) objects;
(b) streaks, incisions and stages with relevant data (e.g. altitude, date of targeting), level and bottom altitudes for water extraction;
(c) exploration and other drilling, with the exception of drilling drilling,
(d) the boundaries of the areas concerned by an earlier mining activity or activity carried out in a mining manner, indicating the year and type of activity carried out, the altitudes and the protection pillars;
(e) old mining works, flooded mining works, places with danger of water, chickens, etc., as well as sealing objects;
(f) objects for the distribution of permanent winds;
(g) drawings of all geological research work;
(h) explosives storage,
(i) first aid stations;
(j) a fire depot.
Surface map
(1) The surface map shall be drawn up in accordance with special regulations (6) on the basis of the land map of the property register. If the numerical result of the land map of the property records is the register of coordinates of detailed points, the coordinates of the detailed points of the land map and the circuits of the surface map shall be identical.
(2) The surface map shall be drawn up on the scale of the basic map of the works carried out.
(3) The surface map may be used as an underlying map for the basic map of the work carried out, provided that it does not deteriorate its legibility and clarity.
(4) The surface map contains:
(a) the boundaries of the protection pillars, protection zones and territories protected under specific regulations, (5) with details of their destination;
(b) the outer edge of the quarry (upper edge of the cover) or the marking of any other activity carried out in a mining manner, including, where appropriate, external dyes with height data;
(c) buildings and equipment likely to be jeopardised by the effects of the activity referred to in Article 1 (1);
(d) exploration and other drilling, excluding drilling for shredding work;
(e) the expected boundary of the effects of underground activity on the surface.
Addition of graphic documentation
(1) The basic map of the work carried out shall be supplemented in a permanent manner at least:
(a) on a quarterly basis for the activities referred to in Article 1 (1) (c), (d), (e);
(b) annually for the activities referred to in Article 1 (1) (a), (b), (f) and (g).
(2) The surface map is supplemented at least once a year.
MEASURING METHODS
Choice of measurement methods and measurement accuracy
(1) The use and selection of measurement methods and measurement accuracy for each activity referred to in Article 1 (1) are subject to specific rules
(a) in the activities referred to in Article 1 (1) (a), (f), (7)
(b) for activities under § 1 (1) (b), (8)
(c) in the activities referred to in § 1 (1) (c), (d), (e) and (g) (9)
(2) Appropriate measurement methods, instruments and instruments shall be chosen for each type of measurement to ensure the required or higher accuracy.
(3) Each measurement shall also take into account the purpose and importance of the facts and the possibility of future use of the measurement results.
(4) The measurement shall be carried out using methods and procedures ensuring sufficient internal control or at least two different, comparable, independent measurement methods, or twice repeated measurement methods.
STABILISATION OF POINT POINTS
Place and method of stabilisation points
The points of the detailed position and height point field shall be stabilised in such a way that they can be used at any time for establishing further measurements or for checking measurements. Point stabilization shall be carried out in a permanent manner in places safe against damage or destruction. 10)
Maintenance of stabilised points
The organisation shall protect and maintain all stabilised points it has established or taken over.
EVIDENCE AND RECURRENCE
Documentation records
Each metering document or inextricably linked file shall be marked with a registration number and recorded.
Preservation of documentation
The documentation shall be kept in such a way that it is not damaged, destroyed or stolen. The numerical documentation referred to in Section 8 (a) (1) and (2) shall be kept for at least 10 years.
Documentation of the liquidated establishment
The documentation of the liquidated establishment shall be deposited in the archives of the organisation or, where appropriate, its legal successor.
COMMON, TRANSITIONAL AND FINAL PROVISIONS
Common provisions
(1) The project documentation or part thereof, drawn up in accordance with specific regulations, shall be considered to be the documentation provided for in this Decree, (11) if it also has the formalities laid down in that Decree.
(2) Organisations which conquer deposits of non-reserved minerals, unless they have decided to be suitable for the needs and development of the national economy and which have followed a process of mining walls of less than 20 m per year, shall keep documentation in accordance with specific regulations. 12)
(3) Documentation is not required for well-digging and extrusion up to 30 m in length
Transitional provisions
(1) A dossier drawn up in accordance with the provisions still in force shall be kept under this Order from the date of its entry into force.
(2) Organisations which do not yet keep the metering documentation shall ensure that it is prepared, managed and supplemented in accordance with this Decree within 12 months of the date of its effectiveness.
Exceptions
(1) Exceptions to the provisions of Sections 5, 7 and 9 to 15 are permitted in justified cases by the Czech Mining Authority when the objective pursued by the Decree is achieved by other means or other means.
(2) The application for authorisation of an exemption, including a proposal for replacement measures, is submitted by the head of the organisation via the competent district mining office.
Efficacy
This Decree shall take effect on 1 July 1990.
