on the abolition of the National Land Fund at the Ministry of Agriculture and Land Reform Funds and the merger of their assets.
The National Assembly of the Czechoslovak Republic decided on the following Act:
(1) The National Land Fund at the Ministry of Agriculture (hereinafter referred to as the Fund) with its branches is hereby repealed.
(2) The powers of the Fund and its branches shall be transferred to the Ministry of Agriculture and to the National Committees by 1 January 1951 at the latest.
(3) The Fund and its branches shall exercise, manage and switch to the Ministry of Agriculture and to the National Committees referred to in paragraph 2, as well as to the merger of funds referred to in paragraph 2, shall be prepared by an agent appointed by the Government on a proposal from the Minister for Agriculture.
(4) In agreement with the Ministry of the Interior, the Ministry of Agriculture shall issue more detailed provisions for the implementation of paragraphs 1 to 3 by a decree in the relevant official list, specifying the extent to which the similar powers of the agriculture delegation are transferred to national committees.
They shall be repealed with effect from 31 December 1950:
(a) the replacement fund, created by the provision of Part VIII of Act No. 329 / 1920 Coll., on the taking over and compensation for property seized by land (Replacement Act), as amended by Act No. 220 / 1922 Coll.,
(b) the State Colonial Fund and the Czechoslovak Legionaries' Fund for Land Reform, established pursuant to Article 18 of Act No. 166 / 1920 Coll., on the Credit Assistance of Soil Observers (Law of Credit),
(c) Fund for the provision of large-scale employees, established by the provision of Section 73 of the Replacement Act and Government Decree No. 29 / 1923 Coll., establishing a Fund for the provision of large-scale employees,
(d) the Land Reform Fund, established under Section 50 of Act No. 46 / 1940 of the Coll. on Land Reform, and
(e) the Slovak Land Fund, established pursuant to § 18 of the Decree of the Slovak National Council No. 104 / 1945 Coll. SNR, on confiscation and accelerated distribution of certain agricultural assets.
The currency of the funds cancelled pursuant to § § 1 and § 2 shall be combined with all rights and obligations without the liquidation of the individual funds into the property of land-based reforms (hereinafter referred to as "property-based assets'), which is the special-purpose asset of the State and managed by the Ministry of Agriculture according to the principles of economic planning.
The Institute of Replacement Bank for Land Reform, established by Government Decree No. 360 / 1922 Coll., on Replacement Books and Replacement Banks, and Government Decree No. 361 / 1922 Coll., extending the scope of the Postal Office of the Chequel to the service of the Replacement Bank, together with the Replacement Book, is hereby repealed and its rights and obligations shall be transferred to property until 31 December 1950 without liquidation.
(1) Property is used for:
(a) the financial implementation of land reforms in accordance with the relevant regulations; and
(b) settlement of the liabilities of the cancelled funds (Sections 1 and 2) and of the Replacement Bank for Land Reform (Sections 4).
(2) The surplus of assets will enter the Treasury.
(3) The relevant provisions on land-based reforms are those concerning the first land-based reform and its revision, the confiscation of agricultural assets and the new land-based reform.
Detailed provisions, in particular on the administration and transfer of the financial and replacement services of property and the transfer of staff of the Fund, shall be laid down by regulation by the Minister for Agriculture in agreement with the Minister for Finance and, as regards the staff of the Fund, in agreement with the Minister for Labour and Social Welfare.
The validity of any provisions contrary to this law shall be revoked where applicable.
This Act shall take effect on the day of its publication; it shall be implemented by the Minister for Agriculture in agreement with the participating members of the Government.
