DECLARATION
Federal Statistical Office
of 29 October 1985
on uniform classification of employment
The Federal Statistical Office according to § 35 (2) of Act No. 21 / 1971 Coll., on the Single System of Social Economic Information, provides:
§ 1
The uniform classification of employment (1) (hereinafter referred to as "the classification ') is the basic management tool for determining, monitoring and analysing the professional structure of the population, for planning and statistical evaluation of the performance of the planned tasks in the field of labour resources and for the division of labour.
§ 2
The purpose of the classification is to perform a specific activity of an individual representing a source of work income for an active person (if not for a person outside the permanent employment classification - class 0).
§ 3
The classification is mandatory in particular in the operational record (2) of the workforce, the organisation's alleged bases, (3) for management and planning purposes, and for the labour and social security survey.
§ 4
(1) In the field of modified classifications, the authorities and organisations for use exceeding the level of the information system of one organisation may issue a special-purpose nomenclature as their own field of competence only after consultation with the Federal Statistical Office, even where the authorities are entitled to issue special-purpose nomenclature within their competence by empowerment in generally binding legislation.
(2) For the purposes of this decree, the target nomenclature is the designation and, where appropriate, the subclassification of a given heading of employment which differs from that used in the classification intended for the special needs of certain institutions or organisations.
(3) When issuing special-purpose nomenclature, the linkage of their headings to the employment codes in the classification should be expressed according to their nature.
(4) In justified cases, the central competent authority may request authorisation from the Federal Statistical Office for the use of unused classification items for own use or for the use of subordinate organisations; Such authorisation shall be conditional on the use of 4) the free capacity of codes in code lists of those elements for which classification is mandatory.
§ 5
A table of relations constituting part IV of the classification is hereby established for the expression of relationships between employment groups in the first to fifth classes of classification and education.
§ 6
Exemptions from the provisions of Sections 3 and 4 of this Order may be authorised by the Federal Statistical Office on a proposal from the central authority responsible for the matter, where justified.
