on documentation, monitoring and evaluation of experimental structures
The Ministry of Construction provides in agreement with the State Commission for the Development and Coordination of Science and Technology, the State Planning Commission, the Ministry of Finance, the Central Arbiter of ČSSR and the other participating central authorities and bodies pursuant to § 2 (3) of Decree No. 1 / 1956 Coll. as amended by Decree No. 52 / 1960 Coll.:

Preliminary provisions
(1) The purpose of experimental construction is to verify a summary of the latest results of development and research, and, where appropriate, of the topics related to the development of investment construction in terms of suppliers and buyers - users (social function of the experiment), which cannot be decided on the basis of experience. the tasks of experimental construction are based on the general perspective of technical development. The results of experimental structures are an important basis for the preparation of type materials and technical standards and for the verification of the proposed development of the material technical base and direction of construction considered by the forward plans.
(2) This decree regulates the procedure and formalities for the preparation, implementation and final evaluation of experimental buildings, i.e. those included in the experimental project and construction plan.
(3) The Ministry of Construction directs experimental construction especially in the period of drawing up a plan of experimental projects and structures, *) in the assessment of preparatory documentation, in the follow-up of the construction process, in the discussion of final evaluations and in the use of experience from experimental buildings.
(4) The Ministry of Construction establishes an agreement with the State Commission for the Development and Coordination of Science and Technology of the Technical Commission for Monitoring and, where appropriate, an assessment of the preparation, implementation and final evaluation of experimental buildings from a technical, economic, artistic and operational point of view.
The members of the expert commissions shall be appointed by the Minister of Construction, in agreement with the other central authority heads.
(5) The central investor ensures the processing of preparatory and project documentation, the inclusion of the construction in the investment plan and its implementation, and is responsible, together with the Ministry of Construction, for the use of experience and results of experimental constructions (especially in typical works).
(6) The responsible development (research) organisation is usually the development and research site of the supplier organisation, research or project institute, which verifies the results of its development (research) at the experimental site or which includes part of the verified problems. This function can also be determined by another organisation that has the potential to do so, such as a university professional workplace. * *) Although the experimental construction has verified the results of the development (research) of several organisations, only one organisation is entrusted with the function of the responsible development (research) organisation.
(7) In particular, the responsible development (research) organisation processes technical and economic data and indicators, carries out the necessary tests and measurements before the construction starts and provides other supporting documents for the preparation and project documentation, performs technical assistance, ensures monitoring of the construction process, carries out analyses and processes the draft final evaluation. These work are part of development (research) tasks.
(8) The documentation processor and the general contractor of the construction or general contractor of the construction part (the "contractor of the construction part") and the general (final) supplier of the technological part are provided by a central investor; the contractor provides the construction in agreement with the Ministry of Construction.

Experimental intention
(9) The experimental project is a brief and factual definition and justification for the intended experimental construction. It sets out the technical and economic objectives to be achieved and the problems to be addressed by the experiment, establishes the relationship and requirements for development or research tasks, clarifies the importance of the problems addressed to the national economy and the application of their results in practice, sets out the technical and economic indicators to be achieved in comparison with the world indicators, the timetable, the scope of cooperation between development or research organisations and the preliminary proposal for an area or site of construction, the enumeration and method of solving problems and alternative studies. It contains a proposal to identify a central investor, a responsible development (research) organisation and, where appropriate, a processor of preparatory and project documentation. Part of the experimental project is the preliminary determination of the total costs of the experimental construction, broken down into investment costs and the expected increased costs of the experiment.
The model content of the experimental project is set out in Annex 1.
(10) The experimental project is processed and presented to the Ministry of Construction by an organisation proposing the conduct of the experiment. The experimental project shall be submitted in 6 copies.
(11) They may propose the conduct of an experiment by central authorities, research and study institutes, project, investment and supply organisations or other organisations. The promoter (or his superior body) shall provide a central investor and a responsible development (research) organisation at the latest before the construction is included in the project plan and during the preparation and implementation of the construction, and shall provide free technical assistance explaining the original project.
(12) Conceptual contests can be used to get ideas for experimental constructions. *) In such cases, the applicant shall be required to carry out an experimental construction.
(13) The experimental project is approved by the Ministry of Construction after its assessment by the expert commission and after the comments of the central investor or of the other authorities concerned, as appropriate.
(14) The approved experimental project is the basis for the inclusion of the experimental construction in the experimental project plan and the binding basis for the work on the experimental study in terms of the objectives to be achieved and the problems to be solved by the experiment.

Documentation of experimental structures
(15) Documentation of experimental structures is divided into experimental study, investment task and project documentation.
Experimental studies
(16) The experimental study is a comprehensive technical and economic solution for the construction defined by the experimental intention. It develops and verifies in the project solution the problems of the experiment in terms of design, used material, products (parts), implementation, safety of work and health, economics, functional, disposition and visual solutions. It sets the total cost of the experimental building, divided into investment costs and increased costs due to the experiment. The indicative total cost shall be compiled from volume and, where appropriate, other budgetary indicators and expert estimates.
The composition and content of the experimental study are set out in Annex 2.
(17) For complex and important tasks, the experimental study is processed in multiple variants to obtain the optimal solution by which the experimental construction will be performed. Each variant must include a technical economic evaluation.
(18) The development of an experimental study is provided by a central investor, unless the Ministry of Construction pays for it. The development of variants of the experimental study is usually provided by the Ministry of Construction. Experimental study * *) (and variants) are usually carried out by research and study institutes, project institutes, supply organisations or professional institutes of universities.
(19) The processor is obliged to discuss during the work on the experimental study:
(a) authorising the necessary exceptions with the competent authorities in cases where problem solving does not comply with the provisions of the relevant provisions (except for technical standards covered by point 42);
(b) with responsible development (research) organisations, the method of technical solutions to the problems of the experiment;
(c) with the contractor of the construction, the possibility of making and delivering unusual structures and materials;
d) with a responsible development (research) organisation and contractor of the construction amount of increased costs due to the experiment.
The provisions of this paragraph shall apply mutatis mutandis to the processing of variants.
(20) Experimental studies or its variants may be obtained by conceptual competitions. In such a case, the tender writer shall arrange for the discussion referred to in the preceding point, unless the competitive conditions provide otherwise.
(21) The experimental study is submitted for approval by a central investor to the Ministry of Construction, with his opinion. Experimental studies shall be submitted in 6 copies. In cases where the Ministry of Construction has reserved the processing of an experimental study, it shall submit an experimental study to be approved by the processor.
(22) The experimental study shall be approved by the Ministry of Construction within 60 days at the latest on the basis of an assessment by expert committees or, where appropriate, by a central investor or other bodies.
(23) The approved experimental study is a binding basis for the processing of the investment task and project documentation in terms of the objectives to be achieved, how to solve the problems of the experiment and its scale and in terms of increased costs due to the experiment.
(24) If, when processing an investment task or project documentation or during the implementation of a construction project, it appears necessary to carry out a change in the way in which problems of the experiment are solved, to its extent or to the amount of increased costs due to the experiment, the central investor or, where appropriate, the responsible development (research) organisation shall, after consultation, request the approval of the Ministry of Construction, which shall be expressed within 45 days at the latest. Such a proposal must be discussed in advance with the general designer and the contractor of the construction.
Sub-adjustments in the project documentation towards a more favourable solution to the problems of the experiment may be made with the agreement of the responsible development (research) organisation. The project documentation is always covered by a general designer.
(25) If the solution of the experimental study proves impossible to achieve the technical and operational objectives of the experiment or the unfeasibility of the experimental construction, or if the evaluated experimental study is sufficient to solve the problems of the experiment, the Ministry of Construction, after the central investor has expressed its decision, will decide on further progress or to refrain from implementing the experimental construction and its removal from the experimental project and construction plan.
Such a proposal may also be made by a processor of an experimental study, a central investor, a responsible development (research) organisation or a contractor of the construction.
Investment task and project documentation of experimental construction
(26) For the processing, discussion and approval of the investment task and project documentation of experimental buildings, the provisions of the rules on documentation of buildings and this decree apply.
(27) In addition to the data and indicators laid down in the construction documentation regulations, the investment task always includes binding data and indicators approved in the experimental study.
When ordering project documentation, the investor submits an experimental study to the general designer together with the approved investment task.
(28) The project documentation is usually processed at one stage (one stage project), unless clarification of material, design and technological preparation requires two stages of processing.
The project documentation shall be accompanied by a brief report explaining how the binding data approved in the experimental study has been complied with and, where appropriate, justify the necessary derogations and include an analysis of the technical economic data and indicators (in particular cost indicators) that can be achieved under mass construction conditions.
(29) The budget for the project documentation of the experimental building is compiled for the whole construction according to the budgetary documents laid down by the rules on documentation and on the budgeting of the buildings.
It is broken down into investment costs and increased costs due to the experiment.
(30) The investment costs of the experimental building reflect the value of the normally executed construction set on the basis of indicators, from individual budgetary bases of a price nature (in particular from the prices of previously designed buildings) or is determined at the level of the forward-looking price of the construction envisaged in mass production.
(31) The increased costs due to the experiment reflect the difference between the investment costs determined in accordance with the preceding point and the total costs of the experimental construction. If these costs are higher in the project documentation budget than the amount agreed in the experimental study, the central investor must ask the Ministry of Construction for approval in accordance with point 24.
(32) The general designer is obliged to discuss project documentation with a responsible development (research) organisation in terms of problems solved by the experiment. The expression of the responsible development (research) organisation is annexed to the project documentation. A copy of its observations shall be sent by the responsible development (research) organisation to the Ministry of Construction and to the central investor.
(33) The Ministry of Construction shall not comment on or discuss the investment task and project documentation unless it has paid for it in the approval of an experimental study or if an investor or a general designer so requests.
However, the central investor is obliged to send copies of the decisions approving the investment task and project documentation within 15 days after approval to the Ministry of Construction.
(34) The investor is obliged to send two copies of the approved project documentation to the responsible development (research) organisation for monitoring the implementation of the construction and for final evaluation.

Implementation, monitoring and evaluation of experimental structures
Implementation of experimental structures
(35) The basis for the start of the experimental construction is the approved project documentation, the inclusion of the construction in the annual investment plan and the experimental project and construction plan, the conclusion of the relevant economic contract and the decision on the admissibility of the construction.
(36) The Ministry of Construction and the responsible development (research) organisation must be notified by the investor at least 30 days before the start of the work.
(37) For the implementation of the experimental construction, an experimental site is established within the building supply organisation. Its activities must be determined by an organisational measure, issued by the director of the enterprise, which determines in particular the competence and responsibility of the management of the experimental building, the method of recording, material technical supplies and equipment of the workplace, aspects for evaluation of the work of the experimental workplace, etc.
(38) The supply organisations shall keep in-house records at all experimental buildings and at sites producing new parts and structures for such buildings separately and clearly so that the necessary data can be obtained for the evaluation of the construction or production, in particular the recording of material consumption, energy, work, use of mechanisms, own costs and special indicators provided for in the specific case.
(39) For all unusual structures and materials which are the subject of the experiment and for which it is required to ensure their technical safety, in particular those and materials which do not conform to the technical standards, loading or other tests prescribed by technical standards or required by the responsible development (research) organisation or, where appropriate, by the processor of the experimental study shall be carried out at the latest before the construction is put into service.
(40) The cases referred to in the previous point must be marked significantly by the project designer in the project documentation, including the technological procedures for the design and testing of the design and material, according to the evidence of the responsible development (research) organisation and, where appropriate, the processor of the experimental study. At the same time, according to these documents, it shall determine the time and manner of monitoring and use of the construction and materials in cases where the experimental construction must be monitored even after completion.
(41) The design and material tests to the extent specified in the approved project documentation shall be carried out by the construction supplier, unless otherwise specified when the experimental project or study is approved. The cost of these works is contained in the overall budget of the construction.
(42) For buildings included in the experimental project and construction plan, it is possible to deviate from technical standards.
The list of necessary derogations must be given in the project documentation and sent to the authorities which approved the standards. The scope of the necessary tests to ensure the safety of life and health or the protection of things must also be discussed with these authorities.
(43) The resources and measures for safety and health at work are always determined by the general designer in the framework of the project documentation in agreement with the responsible development (research) organisation and, where appropriate, with the processor of the experimental study and with the competent ROH authority.
(44) If some of the structures or materials verified at the experimental site fail to meet the expected results and their deformation or other damage occurs, the contractor of the construction (or its subcontractors) shall be required to ensure that these defects are eliminated at the expense of the Ministry of Construction. The proposal for additional measures to remedy defects is prepared by the responsible development (research) organisation in agreement with the investor, the designer general and the contractor of the construction and approved by the Ministry of Construction.
Monitoring of experimental structures
(45) The responsible development (research) organisation is required to set up a permanent construction worker at the time of processing the project documentation. It is his duty to familiarize himself with the project documentation, monitor the progress of the construction, especially in terms of compliance with technical and economic objectives and the way in which the experiment is handled, and concentrate the necessary data and documentation for final evaluation.
The permanent worker of the responsible development (research) organisation does not replace or perform any work on the part of the investor, the author's supervision of the general designer.
(46) If a permanent worker of a responsible development (research) organisation finds that the construction is carried out by way of derogation from the project documentation or other defects, he shall draw the investor's attention to them in writing by writing in the building journal. The investor is obliged to notify, within 5 days at the latest, by writing in the building log and, where necessary, by the responsible development (research) organisation of what measures will be taken to remedy these defects.
(47) During the implementation of the construction, a permanent worker shall convene the responsible development (research) organisation, as appropriate, for inspection days, in particular before the start of the experimental work, but at least once per quarter. The problems of the experiment with all participating organisations are discussed on the control days. The notice of inspection days and the records of the meeting shall be sent by the responsible development (research) organisation in the copy to the Ministry of Construction and to the central investor.
(48) The permanent staff of the responsible development (research) organisation shall keep a working log on the progress of the construction and send a copy to the Ministry of Construction and the Central Investor within agreed deadlines.
(49) The supplier or investor, as appropriate, shall provide the permanent worker of the responsible development (research) organisation with all the information necessary for his work and an appropriate place for his activities. In identifying technical and economic data and in carrying out other work, it shall be assisted, within the scope of mutual agreement, by the employees of the company's development centres. *) The supplier is also obliged to provide a responsible development (research) organization of auxiliary forces for its work. The work and services provided by the supplier are included in the total budget of the construction.
Evaluation of experimental structures
(50) The responsible development (research) organisation shall, on the basis of the data investigated by the contractor of the building, process the final evaluation of the experimental construction and submit it to the Ministry of Construction with the opposition opinion of the supplier, the central investor (or user) and the general designer. The final evaluation shall be submitted in 10 copies within 3 months of the entry into service of the construction (use) or within other time limits set when the experimental study was approved.
The composition and content of the final evaluation are set out in Annex 3.
(51) The Ministry of Construction approves the final evaluation after its assessment by the expert commission (point 4). At the same time, in agreement with the central investor, or with other authorities, it decides on the necessary measures to use the results of the experimental construction.

Financing of experimental buildings
(52) Funding for experimental studies and their variants, and possibly increased costs of project documentation and research work, are generally included in the experimental project and construction plans.
(53) The approved budget for project documentation is the basis for financing the experimental construction. The investment costs of the construction (point 30) are financed by the central investor (investor) from its investment funds. The increased costs of the experiment (paragraph 31) are financed from technical development funds. The central office to which they have been allocated by the State budget and the supply organisation carrying out the work shall be responsible for the efficient use of these funds.
(54) Devices allocated to increased costs under the experiment shall not be used to finance a higher standard of equipment or equipment than specified in the approved experimental study.

Transitional and final provisions
(55) Pending the establishment of an experimental project and construction plan (point 3), the Ministry of Construction shall publish an interim list of the experimental buildings covered by this decree. The Ministry of Construction provides for the necessary derogations for experimental constructions, the preparation or implementation of which started before the date of application of this decree.
(56) The supply of products, works and performance needed for experimental buildings is provided by economic contracts under the rules on economic relations between socialist organisations. * *)
(57) This decree shall take effect on 15 October 1962.

- the characteristics of the construction, the scope and the principles of the fitting-out of the construction, the production capacity and product range required, and the scope of the experiment,
- the importance of experimenting with problems solved for the national economy and applying the results of the experiment,
- projected investment costs and additional costs of the experiment,
- a proposal for designation
- a central investor
- responsible development (research) organisations
- processors of documentation of experimental construction,
- an indicative timetable for the progress of work on project preparation and construction of the experiment,
- justification for the necessity of carrying out the experimental construction,
- the relationship of the experimental problems solved to developmental (research) tasks or other study work,
- a list of the main materials which will be transmitted by the development (research) workplace to the processor of the documentation of the experimental building, a brief description and extent of their cooperation (including the materials and studies of special equipment in CSSR not yet discussed),
- the compilation of technical economic indicators and data for experimental construction compared to the current level of these indicators and data in CSSR and the world's highest level,
- an overview of foreign projects and buildings of a similar kind and their achievements,
- anticipated material provision of experimental construction by non-standard or imported products.

An experimental study shall include:

A. Accompanying message
- evaluation of the data of the experimental project, in particular the justification for the necessity of carrying out the experimental construction,
- clarification of the overall construction solution,
- a detailed description of the main problems addressed by the experiment,
- description of heating, ventilation, air conditioning, lighting, water supply, sewage, etc.,
- standard of construction equipment, its layout and architectural solution,
- for production buildings, a brief description of the main production technologies,
- justification and specification of the area (site) of the construction,
- analysis of alternative solutions and justification of the proposed solution,
- a description of the extent and results of cooperation with the development (research) institutes and other organisations during the work on the experimental study,
- a description of the tests carried out on the materials and elements in the test rooms and the conclusions of those tests,
- a description of the production, transport and assembly of elements and structures under mechanized mass production conditions and a demonstration of a higher degree of industrial construction,
- a list of development materials as well as different types of parts, production facilities and technologies for their production which will be tested when the whole house or plant is built,
- claims for documents for the processing of project documentation of special equipment necessary for the functions of the experimental building with a proposal to secure supporting documents and supplies,
- the list of Annexes,
- the accompanying report is evidenced by the entry of opposition proceedings, the expression of a responsible development (research) organisation, a central investor, a supplier organisation and bodies whose provisions of technical standards or other regulations are not complied with in the experiment (particularly in terms of safety of life, health or the protection of things). In addition, evidence of the tests carried out and a list of deviations from the technical standards shall be attached.
B. Economic report
Analysis of data and indicators in terms of the objectives pursued by the experiment and, where appropriate, wider relationships and effects of the construction; comparable data and indicators of the experimental study are always compared with those of the experimental project. Derogations that may occur in an experimental study against an experimental project shall be fully justified.
The analysis of data and indicators also contains the variants performed and justifies the advantage of the option chosen.
It contains a comparison with the current level in CSSR and the world's highest level, taking into account the progress and expected technological development (in particular the expected economic data and indicators to be achieved in mechanised, mass production).
The degree of mechanisation and automation compared to the most advanced constructions in CSSR and abroad is assessed for production structures.
Where other data and indicators are not provided in the experimental plan, the analysis of the economic report shall contain at least basic data and indicators, such as survey of areas and surrounding areas, weight of main structures, workability in construction, consumption of main types of materials and own costs, main operating costs, etc.; the aspects shall be identical to those of the final evaluation.
C. Drawings
- a construction stop plan with an indication of existing buildings, the location of an experimental building and height adjustments in the field (only in those cases where the site of construction has already been determined),
- significant buildings with perspective,
for ground construction
- ground features, cuts and views to explain the overall functional, technical and artistic solution of the experiment (usually on a scale of 1: 200),
- detailed marking of structures, elements, etc., to be verified by the experiment,
- heating, ventilation, air conditioning, lighting, water supply, gas, electricity, internal sewage, etc., if the nature of the experimental building so requires,
In addition, for production structures
- construction design - material flow,
- a schematic of the sources, main energy and technological distributions and installations, where necessary the layout of the machines and equipment, if the nature of the experiment so requires,
for civil engineering
- semi-hourly route and object plan,
- sample and characteristic cross sections,
- all longitudinal profile,
- detailed marking of structures, elements, etc., to be verified by the experiment,
- for other objects schematic ground plans, cuts and views, explaining their solution.
The drawing documentation of the experimental study usually includes preliminary static and other calculations and analyses.
Metal structures are characterised by transparent drawings.
D. Budget
for the construction part
- shall be drawn up on the basis of the revised NK indicators and the new budgetary indicators (after their publication) and, where appropriate, by expert estimates,
for the technological part
- according to budget indicators for operating sets, operating units, prices derived from previously designed constructions or expert estimates.
The budget shall be drawn up in such a way that the amount of increased investment costs due to the experiment can be allocated separately from the total investment costs shown in the budget.
E. Description of implementation of works
- a detailed description of the technological procedures for carrying out works of an unusual nature and subject to an experiment,
- a detailed description and draft safety measures, in particular with regard to materials and structures for which the provisions of technical standards have not been complied with,
- specifying the timetable for the work on project preparation and implementation,
- a description of further cooperation required with development (research) organisations,
- a proposal for the manner and extent of long-term monitoring of experimental construction,
- the volumes and the proposal to secure the main non-standard or imported products and materials,
- the need for major construction and assembly machines and means of transport which make the execution of the experimental construction conditional,
- detailed determination of the range of measurements and tests and their time series.
