DECLARATION
Central Office for National Committees
of 4 September 1961
on the names of municipalities, street marking and house numbering
The Central Office for the Matters of the National Committees provides, pursuant to § 16 (2) of Act No. 36 / 1960 Coll., on the Territorial Classification of the State, in the arrangements resulting from § 3 (1) of Legislative Decree No. 85 / 1961 Coll.:
Designation of municipalities and parts thereof
Each municipality and its part (settlement or local part) has its name.
The Regional National Committees shall establish the names of the municipalities and their parts after consultation with the District and Local National Committees and, for the names of the municipalities, after having previously established the opinion of the Central Office for National Committees.
(1) The names of the municipalities and their parts remain unchanged. Changes in the names of municipalities or parts thereof may only be made exceptionally in specially justified cases.
(2) The names of new municipalities and their parts must be consistent with local and national interests and comply with the political, economic, factual and linguistic purity aspects.
(3) The new municipalities resulting from the merger will generally bear the name of one of the merged municipalities or one of its settlements.
(4) In municipalities where settlements are integrated into one whole, the names of settlements will be used as the names of local parts.
Street marking and other public spaces
(1) In cities (larger municipalities) all streets and other public areas have their name.
(2) The town (local) national committee decides on street and other public areas (squares, waterfront, bridges, orchards, etc.).
(3) If the streets or other public areas are to be named or renamed according to the name of an excellent public figure of domestic or foreign life, the opinion of the Central Office for National Committees should be requested.
(4) The streets or other public spaces are not named by the names of the outstanding figures of the public life of domestic or foreign persons still living.
(1) The street and other public areas shall be designated by the municipal (local) national committee for its own cargo.
(2) Each owner (user) of the property is obliged to allow the affixing of tables with street signs or other public spaces. No one must cover, damage or remove them. This also applies to directional tables located by the municipal (local) national committee on buildings (passages).
Home numbering
(1) All buildings intended for permanent housing must have a descriptive number. The descriptive number must also be provided for factory, administrative, commercial and similar buildings of a lasting nature, even if they are not inhabited permanently. Whether the building is intended for permanent accommodation or a building of permanent character is decided by the construction office.
(2) The adjacent buildings are not designated by special descriptive numbers but belong to the descriptive number of the main building.
(3) The buildings used for temporary or occasional housing must bear an order number.
(1) To be numbered by descriptive numbers, figures of Arabic (not fractions) are used without any additions (e.g. without letters).
(2) In cities or larger municipalities, buildings of each street or any other public area may also have indicative numbers to facilitate orientation.
(3) Tables with descriptive and indicative numbers are placed at the entrance so that they are visible from public communications.
(1) The local (urban) national committee decides on the numbering of buildings.
(2) The numbering of the buildings in the village is usually carried out separately for each settlement which is part of the village.
(3) The numbering carried out under the former rules remains in force. Renumbering of buildings is carried out only exceptionally if there are serious reasons for doing so.
The costs of numbering and maintaining buildings shall be borne by the owners (users) of the buildings. They shall, in particular, be obliged to obtain and keep the prescribed tables on their cargo.
Final provisions
This decree shall take effect on the day of its publication.
